Pursuant to adjournment of February 1st, the City Council met and was called to oar,Jer at 7:30 P. M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Morehouse, Talbert; (Councilman Hawes arrived at 8:10 P.M. Councilmen absent: None. The Clerk called attention to the meeting of the Orange County League of Cities to be held Wednesday, February 24th, 6:45 P.M.'in Tustin. The following officials stated that they expected to attend: Henrickson, Talbert, Overacker, Grable, Purr. Janitor- The Clerk read a letter from the Joseph Rodman Post of the American Legion Legion Hall asking that the Council increase the amount allowed for janitor service to the sum of $30.00 per month because extra work was required of the janitor in look- ing after the tower now being used as an Air Raid Warning post and, on motion by Aenrickson seconded by Grable, the Council agreed to pay the sum of $20.00 per month for the duration of the Air Raid Service Department in the tower. .. Stop sign The Clerk read a letter from Chief of Police Blossom recommending the•re- moval of boulevard stop on Frankfort Street at Delaware Avenue. Action on the matter was deferred until next meeting of the City Council. Mitchell to The Clerk read a letter from Chief of Police Blossom stating that he had be on Police force appointed Geroge M. Mitchell to fill the vacancy created by the resignation of A. J. Parker on February 13th and, on motion by Henrickson seconded by Grable, the appointment was approved, salary to be Class "B", $175.00 per month begin - ring February 16, 1943. Increase in The Clerk read a letter from Chief of Police Blossom recommending a $15.00 pay for policemen increase in salary for all police officers as follows: Assistant Chief of Police $205.00 Patrolmen 190.00 Police Clerk' 175.00 Relief patrolmen 165.00 And on motion by Grable seconded by Henrickson, the attorney was authorized to amend the salary ordinance in accordance with these recommendations. Janitor for Engineer Overmyer stated that the removal of George M. Mitchell as manager Pav-A-Lon- r Barrows of the Pav-A-Lon would necessitate some arrangements for janitor service and recommended that Grover Barrows take over the work but that in doing so he should be allowed compensation for overtime and, on motion by Henrickson seconded by .r Morehouse, the recommendation was approved and the engineer authorized to make the necessary change and allow Barrows 50¢ per.hour for all overtime over eight hours, five and one-half days per week, it being understood that a complete record on the overtime be kept and filed in the office of the City Clerk. This AL arrangement to continue subject to the will and pleasure of the City Council. 218 Page 2 -- Minutes Feb. 15, 1943 Wages - Engineer Overmyer stated that there are some inequities in wages laborers among the laborers who are receiving less than $165.00 per month. He stated that unless an increase be made in the near future, the men might leave the employee of the City and they would be hard to replace 4 at this time. The matter was deferred until the meeting of March lat. Shannahan Bros. The Chair appointed Councilman Henrickson on the Finance Committee. contractors The Clerk read a letter from shannahan Bros.,. contractors at the Santa Ana Air Base, asking permission to use the caterpillar motor patrol belonging to the City together with its operator for a -period of .,.: three days beginning February 11, 1943, and on motion by Grable seconded by Morehouse, the request was granted. Calif.Tree The Clerk read a letter from the California Tree Service asking per- r • Service mission to trim trees while clearing the lines of the SouthermCalifornia Edison Company. They stated that the work would be done artistically and along established lines for tree trimming and, on motion by Henrick- son seconded by Morehouse, the request was granted with the provisions that the work be done under the supervision of the City Engineer. Councilman Hawes arrives At this time, 8:10 P.M., Councilman Hawes arrived. State Well#50- On motion by Morehouse seconded by Grable, the application of South - Sowest Exp. west Exploration Company to drill well known as State No. 50 was approved. Co. Flight Gasoline .105 Bid of And, on motion by Grable seconded by Henrickson, all bids were rejected Wilshire Oil Co. accepted except the bid of the Wilshire Oil Company and their bid for Premium Grade Ethel ® .1174 per gallon, Regular Grade ® .099 per gallon and Third Grade 0 .094 per gallon was accepted, theirs being the lowest responsible bid received. 219 ..0 Page 3 - Minutes Feb 15,1943 The Clerk gave Ordinance No. 467 its second and final reading and, on motion by Henrickson seconded by Hawes, Ordinance No. 467 creating a Citi- zen's Service Corps was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert. NOES: Councilmen:,None. ABSENT: Councilmen: None, Ord.#4.68 The Clerk gave Ordinance No. 469 its second And final reading and, on motion by Hawes..seconded by Henrickson, Ordinance No. 469 fixing compensation of city officers and employees, was passed and adopted by the following vote: • AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert.. ` NOES: Councilmen: None. • ABSENT: Councilmen: None. Ex.Director On motion by Henrickson seconded by Grable, William H. Gallienne was Citizens Service appointed executive director of the Huntington -Beach Citizen's Service Corps Corps at a salary of $50.00 per month effective February 16,"1943, to serve at the ' will and pleasure,of the City Council. Quitclaim The Clerk presented and read quitclaim deed of the City of Huntington deed on Lots 51 & 52,Beach to George A. Green and Lottie M. Green on Lots 51 and 52, Block 910, B1k.910 W.P. Wesley Park tract, Huntington Beach, and on motion by Henrickson seconded by �. Hawes, the Mayor and Clerk were authorized to execute same on behalf of the CJVy. Demands On motion by Henrickson. seconded by Hawes, demands approved by the Finance Committee were ordered paid. Repair On motion by Hawes seconded by Henrickson, the City Engineer was authori- doors of City Clerk's zed to proceed to repair outside doors in the City Clerk's office in accord - office ante with the plans agreed upon by the Building Committee and the City Engineer.
