M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. No action was taken by the Council. Drainage Standard Oil Co. - Applications P,o nthly reports Citizens Service Corps - a.ppointments The request of C. E. Sandstrom to have drainage installed at Sixth and Walnut was referred to the City Engineer. The,Clerk presented and read applications from the Standard Oil Company to drill wells A-40, A-41, A-42 and A--43. No action was taken by the Council and the contracts accompanying the applications were turned over to the City Attorney for his recommendation. The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, City Engineer, City Judge and Chief of Police and, on motion by Grable seconded by Henrickson, same were accepted and ordered filed. The Clerk read monthly reports of Wm. Gallienne, executive director of the Citizens Service Corps and Harry A. Overmyer, execu- tive director of the Citizens Defense Corps and, on motion by Hawes seconded by Grable, same were accepted and ordered filed. The Clerk read a report from Wm. Gallienne, executive director of the Citizens Service Corps announcing the appointment of the Citizens Service Staff Corps in accordance with the provisions of Ordinance No. 467 and, on motion by Grable seconded by Henrickson, the City Council approved the appointments as follows: Dr. Ralph E. Hawes, 411 Olive Ave., Chairman of Division of Health, Welfare and Recreation. Merritt R. Nevins, 407 - 3rd St., Chairman of Transportation, Housing and Industry. M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. Councilmen absent: None. Mayor Talbert stated that George Mitchell, recently transferred from the Pav-A-Lon to the Police Department, was working part time at the Pav-A-Lon during Friday evenings and Saturday evenings in addition to his regular police work. Chief of Police Blossom stated that he understood that this arrangement was only temporary or until someone could be secured to fill the place and allow Mitchell to put in full time as policeman. The matter was referred to the Police and Fire Committee. F. E. Bundy stated that he had heard complaints because the 49 acres recently purchased by the City was not tiled and drained. Block Leader - On motion by Henrickson seconded by Grable, the City Clerk was Telephone installed authorized to have telephone. installed for the chief block leader, Mrs. Louise McNay, 513. Knoxville Street, charges to be paid by the City and the telephone to remain during the will and pleasure of the City Council. Application - On motion by Grable seconded by Hawes, the license application to Beauty shop -'operate beauty shop at 205 Main Street by Edna Wade was approved. Application - On motion by Henrickson seconded by Hawes, the application of hotel Madge E. Sheffield to operate hotel at 421 Eighth Street was approved. _a , Letter from The Clerk read a letter from former policeman A. J. Parker A. J. Parker thanking the Council for the consideration shown him during the years he worked for the City and stating he had made the change in order to lk be on daylight hours. Red Cross On motion by Hawes seconded by Morehouse, the Red Cross Canteen Canteen was given permission to serve a regular monthly dinner in Memorial Hall, free of charge.. Agreement - The Clerk read Gasoline Sales Agreement between the Wilshire Oil Gasoline � Company and the -City of Huntington Beach for the year beginning February 16, 1943 and ending February 15, 1944 and, on motion by Henrickson second- ed by.Morehouse, the Mayor and City Clerk were authorized to execute same on behalf of the City. Security -First City Treasurer W. M. Clegg informed the Council that the Security - Natal Bank First National Bank, Huntington Beach branch, will in the future require a statement from the City Council authorizing the City Treasurer to cash checks made payable to the City and, on motion by Councilman Grable seconded by Councilman Hawes, the City Treasurer of the City of Hunting- ton Beach was authorized to cash checks made payable either to himself, to the City of Huntington Beach, to the City Collector, to the City Engi- neer or to the City License Collector in sums not to exceed $1,000.00 at any -one time. Motion put and carried unanimously. Franchise tax- The Clerk informed the Council that City Treasurer Clegg was of the So.Calif.Edison Co. opinion that a new contract for franchise could be had with the Southern California Edison Company and that a better rate could be secured by making application through the City Attorney or some other city official. The matter was referred to the City Attorney to take the matter up with the Southern California Edison Company. 222, Page 3 - March 1, 1943 Salary Ord. The Clerk read a letter from City Treasurer W. M. Clegg re- questing the City Council to amend the salary ordinance raising the salary of the City Treasurer to $190.00 per month, effective after the close of the present term of office. Increase in The Chair appointed Councilman Grable, Henrickson, City salaries Clerk Furr, Engineer Overmyer and City Attorney Overacker to meet at 3:00 o'clock P.P.I. Tuesday, March 2d and prepare recommended increases. for all city employees. Demands On motion by Hawes seconded by Grable, demands approved by the Finance Committee were ordered paid. Clear title to On motion byi-enrickson seconded by Hawes, the City Attorney lots was authorized to proceed with the clearing of title on Lots 9 and 10, Block 1202, Vista Del Mar tract. It being understood that a tentative offer of $150.00 for the two lots has been received and will be used as a basis for future bidding. Blvd. stops Councilman Hawes stated that he had made contact with the Superintendents of the Elementary and High Schools and had been informed that the school busses were not -using the intersection at Frankfort and Delaware to load and unload school children. A discussion followed relative to discontinuing stops at certain points on the streets of Huntington Beach and, -on motion by Hen- rickson seconded by Hawes, the City Attorney was authorized to prepare an ordinance eliminating stops on Orange at 17th Street, on Crest at Main Street, on Walnut at Main Street, on Frankfort at Delaware, on Lake at Frankfort, and on Olive at Main. This to be done in compliance with request of the United States Defense Director. On motion by Hawes seconded by Henrickson, the Council ad iourned until 7:30 P.M. Monday, March 8, 1943, 7..
