MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, May 17, 1943.
Pursuant to adjournment of May 3, 1945, the Council met and was
called to order at 7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Morehouse, Talbert.
(Councilman Hawes arrived at 9:00 o'clock P.M.)
Councilmen absent: None.
ier Insurance ancelled The Clerk informed the Council that he had received cancellation
of pier insurance policy No. IM 3379, standard Marine Insurance Company
on the morning of Saturday, May 15, 1943 and, on motion by Henrickson
seconded by Morehouse, the Clerk was directed to request the insurance c;
company to return the premium paid for the above named policy.
Surety Bond - On motion by Henrickson seconded by Grable, surety bond of Mac
Mac Farland Eleco
Farlane Electric was accepted and ordered filed.
Auditors The Clerk read quarterly report of Auditors Diehl and Edwards and,
report
on motion by Henrickson seconded by Morehouse, same was accepted and
ordered filed.
Offer on The Clerk read a letter from C. H. Ring stating that he had a

client willing to pay $100.00 for tax deeded Lot 16, Block 513, Sev-
enteenth Street Section and, on motion by Henrickson seconded by
Morehouse, the Clerk was directed to advertise for bids for the above
named lot to be opened and read at 7:40 P.M. Monday, June 7th.
Red Cross- The Clerk read a letter from the American Red Cross asking that

the Mayor execute an agreement giving the Red Cross permission to use
Memorial Hall and the Pav-A-Lon during the time of civilian war aid or
in case of a major disaster and, on motion by Morehouse seconded by
Henrickson, the request was granted and the Mayor authorized to sign
the agreement.
Mr. Jackson - The Clerk read a letter from Robert L. Jackson, chief Air Raid

resigns Warden of the Civilian Defense, stating that it was with much regret
that he had to leave Huntington Beach on account of a transfer to Bakers-
field by the Company and asked that someone be appointed to take his
place in the Civilian Defense Council and, on motion by Henrickson
seconded by Grable, the resignation was accepted.
On motion" by Morehouse seconded by Henrickson, the Clerk was dir-
ected to write Mr. Jackson and thank him for his work while in the City.

Southwest ExpoOn. On motion by Henrickson seconded by Grable, the application of the

Agreement - The Clerk presented and read agreement with the Pacific Electric
P.E.Ry.Co.
Railway Company renewing permission for use of right of way to maintain
six inch sewer pipe crossing on the Pacific Electric Company's Newport
�• Beach line to'the municipal camp and, on motion by Morehouse seconded by
.1� Henrickson, the Mayor and Clerk were authorized to execute same on be-
half of the City.
Golf Committee Mayor Talbert announced the creation of a new committee on the City
Council to be known, as Golf Committee and, on motion by Grable seconded
by Henrickson, the creation of the committee was approved and Mayor
Talbert appointed chairman. The Mayor appointed Councilman Grable on the

committee to act with him.

Hawes arrives
On motion by Henrickson seconded by Hawes, the application of Ernie
Recondition
well Combs, Jr.,to erect wooden derrick on Lots 25 and 27, Block 521, for the
purpose of reconditioning a well was approved and the request granted.

Pav-A-Lon- The Clerk read a letter from George M.-Mitchell proposing to operate
Geo.M.Mitchell
the Pav-A-Lon dance hall each and every Friday and Saturday and to pay the
city the sum of $25.00 for each night. That he would pay all expenses in -
eluding Internal Revenue admission charges, music, janitor work and such
help as he needed in conducting the dances. That the only expense to the
city would be the hall together with water, gas and electric lights.
On motion by Councilman Henrickson seconded by Councilman Hawes,
George M. Mitchell was authorized to proceed under the above named gen-
eral terms beginning Friday, May 21st and to continue during the will and
pleasure of the City Council. The City Attorney was authorized to prepare
and submit a lease contract to the City Council at its next meeting.
Demands On motion by Henrickson seconded by Hawes, demands approved by the
Finance Committee were ordered paid.
Plunge Clyde Musgrave, manager of the Huntington Beach plunge, addressed the
K` Council and stated that Dr. Russell of the County Health Department had
/ ordered him to close the plunge and Mr. Musgrave asked that some member of
the City Council accompany him to Santa Ana for the purpose of discussing

/ the matter with Dr. Russell on Tuesday, May 18th. Mayor Talbert agreed to
accompany Mr. Musgrave.

Proposal to lease The Clerk read a letter from John Knudsen on behalf of F. I.
49 acreage for oil Anderson, 2022 East 7th Street, Los Angeles, proposing to lease the
City's 49 acreage for oil drilling provided the City would agree to
give the Mills. Land and Water Company one-half of any royalties ,r6r
rentals received. The matter was referred to the Oil Committee,
Henrickson and Hawes, and to the City Attorney for consideration.
Royalty Councilman Henrickson stated that he believed there is a
possibility for the City to derive some royalty revenue in the
event it is determined that wells are centered under the thirty
foot strip between 23rd Street and the City limits, which strip
belongs to the City. The matter was referred to the City Attorney
and the oil committee for further investigation.
The matter of adopting an ordinance guaranteeing to those who
enter the Armed Forces that their jobs will be open on their return
was discussed and taken under advisement.
Additional salary - The matter of additional salary for W. M. Clegg was discussed

and the City Clerk directed to discuss the advisability of making
a housing survey for the purpose of stimulating building with Mr.
.Clegg and report.to the City Council.

effective May 16th, 1943 and to serve at the will and pleasure of
the City Council.•
The matter of increasing the salary of Don M. Blossom was dis-
cussed and held over until next meeting of the City Council.
