Monday, June 7, 1943.
The regular meeting.of the City Council was called to order at 7:30
P.M. by Mayor Talbert.
Councilmen present: Talbert, Henrickson, Grable, Hawes, Morehouse.
Councilmen absent: None.
It Minutes On motion by Henrickson seconded by Grable, minutes for the
• month of May were approved as read.
Application for The Clerk presented application for oil well permit by H. R.
permit to drill
oil well Hamilton to drill well on Lots 7, 8, 9, and 10, Block 114, -on the east-
erly side of 15th Street, known as well job No. 1.
Hearing ..Due to the fact that the above named well is to be drilled with-
in 130 feet from the nearest rail of electric railway and 85 feet from the
nearest steel derrick, it was necessary for the City Council to conduct a
hearing. City Engineer Overmyer informed the Council that he was of the

opinion that it will be safe to allow the derrick to be erected inasmuch
as same is to be a steel derrick. Fire Chief Sargent stated that he ap-
proved the location. There was no objections from anyone in the audience
y and, on motion by Henrickson seconded by Hawes, the permit was granted by
the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
a Agreement On motion by }Henrickson seconded by Morehouse, that certain Agreement
cancelled
recorded in the Minutes of the City Council Monday, December 21, 1942, read-
ing as follows:
"Whereupon Councilman Henrickson made the following motion: 'That
Wilshire Oil Company, Inc. be granted permission to drill 16 wells on the
ocean side of the Pacific Electric Railway between 23rd Street and 12th
Street in the City of Huntington Beach. Same to be drilled -,on locations t.
shown on map prepared by the Wilshire Oil Company, Inc. and now on file in
the office of the City Clerk. Drilling permits for each of the above
named wells to be subject to regulations prescribed in City of Huntington
Beach Ordinance No. 418." Motion seconded by Councilman Grable, put and
carried by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None,"
was cancelled and the City Clerk directed to so notify the Wilshire Oil
Company.
The Clerk presented application for oil well permit of H. R.

Hamilton to erect a derrick and drill an oil well on the ocean side
of the Pacific Electric Railway at a point between the prolongation
of 21st and 22d Streets. Due to the fact that this well is to be
drilled within 30 feet from the nearest rail of an electric railway and
110 feet distance from the nearest wooden derrick, it was necessary
for the City Council to hold a hearing. City Engineer Overmyer in-
formed the Council that due to the fact that the derrick is to be of
steel construction, he was of the opinion that it would be safe to waive
the provisions of Ordinance No. 418. Fire Chief J.K.Sargent concurred
in the.statement made -by Engineer Overmyer. There being no object-
ions from anyone in the audience, on motion by Henrickson seconded by ,
Grable, permit was granted. •
Councilman Morehouse stated that it was his opinion that the
City Council should go on record as objecting to any oil well being
drilled on or adjacent to the ocean front between 12th :Street and the
easterly city limits. All the other councilmen agreed with the opinion
of Mr. Morehouse and stated that action could be deferred until such
time as an application was filed for drilling within this proposed pro- +
hibited area.
Applications The application of Theodore J. St. Clair for position at the
Theodore camp ground was read and approved and, on motion by Hawes seconded by .

Morehouse, he was employed at the rate of $110,00 per month, classi-
fication "B", beginning July 1, 1943, to serve at the will and pleasure

Franklin F. The application of Franklin F. Ferebee for position in the

Street Department was read and, on motion by Hawes seconded by More-
house, he was employed as laborer at $160.00 per month, cl&ssifica-
tion "C", beginning June 15, 1943, to serve at the will and pleasure
of the City Council.
Robert M.Clancy The application of Robert M. Clancy for position at the Trailer
Camp was read and, on motion by Grable seconded by Henrickson, he was
employed at a salary of $110.00 per month, dlassification "B", beginning
June 15, 1943, to serve at the will and pleasure of the City Council.
Hazel Mollica The application of Hazel Mollica for position as clerk in the
Civilian Defense Office was read and, on motion by Grable seconded by
Hawes, she was employed at a salary of $110.00 per month, classifica-
tion "B", beginning June 1, 1943, to serve at the will and pleasure of
the City Council.
Sewage Plant - Engineer Overmyer stated that the motor at the sewage and dis-
motor
posal plant was about worn out and recommended the purchase of a new
unit and, on motion by Hawes seconded by Morehouse, the request was
granted, cost to be $110.00 plus tax. ._

Disposal of Engineer Overmyer stated that he had been having trouble in the
tin cans
disposition of tin cans gathered in the alleys; that Bruce Bros. did not
want the cans dumped on their grounds and recommended that the City enter
into a contract to sell direct and that the city provide ground for dump-
ing the cans. The matter was referred to the Street and harks Committee
for their recommendation.
Demands On motion by Hawes seconded by Henrickson, demands approved by the
Finance Committee were ordered paid.
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk,

City Collector, City Judge, City Engineer, Chief of Police and, on motion by

Insurance On motion by Henrickson seconded by Grable, the City Council autho-

covering the municipal pier, same to be similar to the one which has just

Refund check The Clerk presented refund check of Robbins -Henderson, Ltd.,

insurance agents, in the amount of $4,200.00, returned premium on policy
IM3379, Standard Marine Insurance Company, covering $100,000.00 on munici-
pal pier and, on motion by Grable seconded by Morehouse, the Council accepted
the check.

Adjusting The Clerk informed the Council that he had received a letter from

Council went on record in rejecting the.bid or any other bid of less than $200.00,

Block 1002, Vista Del Mar tract and, on motion by Henrickson seconded by
Hawes, the City Attorney was authorized to investigate the cost of reopening
bankruptcy proceedings in clearing title to above lots. The Clerk was directed
to so advise Mr. Webster.
i Weeds The Clerk informed the Council that this was the date set by the City
Council for hearing objections to the Council's action in ordering the de-
struction of weeds. The Clerk read Affidavit of Posting Notices to Destroy
Weeds by Harry A. Overmyer, Superintendent of Streets. There being no object-
ions to the procedure, either written or verbal, on motion by Morehouse
seconded by Grable, the Superintendent of Streets was authorized to abate the
• nuisance in accordance with Resolution No. 912 of the City Council.

Grant to ask for bids. The sum of $100.00 was bid by C. H. King, realtor, on
behalf of his clients.7James T. and Daisy B. Grant, ;joint tenants. There
being no further bids, on motion by Hawes seconded by Grable, the bid was
accepted and the City Attorney authorized to prepare the necessary papers
and secure.title to the property. A check for $100.00 was presented by
C. H. King.
Fire Ins. On motion by Grable seconded by Morehouse, the matter of renewing
fire insurance on city property for a period of three years beginning
August 1, 1934, was referred to the Insurance Committee.
P.E.Ry Co'. The Clerk read a letter from the Pacific Electric Railway Company
Crossing at
3rd & '�ratating that the permit by the Railroad Commission to construct crossing
Lake
over the Pacific Electric Railway near Third Street and Lake Avenue would
soon expire and, on motion by Henrickson seconded by Morehouse, the City
Attorney was authorized to write the Railroad Commission and the Pacific
Electric Railway Company and ask that the matter be continued until such
time as the City is able to purchase material for constructing the cross-
ing at a reasonable figure.
Agreement - The Clerk read a portion of proposed agreement of the City to
Mitchell
lease the dance pavilion to George 14. Mitchell. The matter was referred
back to the City Attorney for completion.

And, on motion by Hawes seconded by Grable, the recommendation was accepted
and_the employment authorized.
Visitors to The Clerk read a letter.from D. G. Higgins in which was contained a
Beach
report of visitors to the beach front and showing proportion of out of tovm
and city visitors. The report recommended that the County pay at least 50q
of the cost of.employing life guards and, on motion by Hawes seconded by
Morehouse, the report was accepted and the Beach and Pier Committee, the City
Attorney and the Chief Life Guard were appointed as a committee to appear
before the Board of Supervisors Tuesday, June 8, 1943, and present their
recommendations.
Seca -First The Clerk read a letter from the Security -first National Bank ask-

Reso. #913 The Clerk presented and read Resolution No. 913, authorizing the
making of a lease to the United States of America of a portion of the
municipal pier and, on motion by Henrickson seconded by Hawes, Resolution
No. 913 was passed and adopted by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Reso. #914 The Clerk read "Memorandum of Agreement for Expenditure of J ¢
Gas Tax for State Highways" between the State of California and the City
of Huntington Beach, also Resolution No. 914 approving the above named
Memorandum of Agreement. On motion.by Henrickson seconded by Hawes,
y Resolution No. 914 was passed and adopted by the following vote:

Lots - The Clerk informed the Council that there was some fifty additional
deeded
lots which had been deeded to the City between the years 1970 and 1942 and
recommended that some action be taken to sell the above. named lots at public
auction. A copy of the report was furnished the City Attorney and he was
authorized to make recommendation.
Public liability -The Clerk was directed to. examine the policy of Huston, Suter and
dance hall
„ Huston, public liability, and advise if the City is protected when leasing
the dance hall to an outside party.
Amend salary On motion by Henrickson seconded by Hawes, the City Attorney was

authorized to prepare an ordinance providing for a building coordinator
and to amend the salary ordinance allowing salary as follows: Class "A"
$25.00 per month; Class "B" $35.00 per month; Class "C" $50.00 per month.

On motion by Grable seconded by Hawes, the City Attorney was
authorized to prepare an ordinance covering extra pay to city employees
who, on account of shortage of manpower., are unable to take vacations.
On motion by Henrickson seconded by Grable, the Council adjourned
until 7:30 P.M. Monday, June 21, 1943.
