MINUTES

Huntington Beach, California
Monday, August 2, 1943
The regular meeting of the City Council was called to order at
7:30 P. M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert.
Councilmen absent: None.
Minutes On motion by Morehouse seconded by Hawes, minutes for the month of
July were approved as read.
Monthly On motion by Grable seconded by Hawes, monthly reports of the City
reports
Treasurer, City Clerk, City Collector, City Engineer, City Nudge, and
Chief of Police were accepted and ordered filed.
H. B. Garden
Club
asking the City to appropriate the sum of :6150.00 in printing and dis-
tributing circulars covering the Countr�i.Fair to be held September 14h,
15th and 16th and, on motion by Henrickson seconded by Morehouse, the
request was granted.
The Clerk read a letter from the Huntington Beach Garden Club
_ Santa Ana The Clerk read a letter from Bob Jurkovich, trustee, Santa Ana Elk's
Elk's Club
Lodge asking permission to use the Pav-A-Lon building, both floors, on the
evening of Tuesday, August 24th, 1943, and on motion by Hawes seconded by
Grable, the Clerk was directed to write Its. Jurkovich and inform him that
the Elk's Club could use the Pav-A-Lon for the above date, free of charge.
Proof of Loss- The Clerk presented and read Proof of Loss by Surplus Line Adjusting
Mun. pier
Company on account of damage to municipal pier January 23, 1943, in the
amount of'$1,066.85 and, on motion by Councilman Henrickson seconded by
Councilman Hawes, the City Clerk was authorized to execute Proof of Loss
and receive payment on behalf of the City of Huntington Beach, Motion
put and carried unanimously.
Demands On motion by Henrickson seconded by Grable, demands approved by the
Finance Committee were ordered paid.
St. Const. The Clerk read a letter from A. A. Beard, Superintendent of Orange
projects
County Highways, requesting the City to furnish the County with informa-
tion covering Street construction projects which is to be submitted to the
Board of Supervisors and to the State Highway Department of California.
The matter was referred to the engineer and Streets and Parks Committee
with authority to submit the report. This, on motion by Henrickson seconded
by Hawes.
St. lamp Councilman Morehouse moved that all street lamp posts on the south side
posts -
of Ocean Avenue between 12th and 23rd Streets be removed so as to prevent
further accidents. The motion was lost for want of second.
Orange Co. The Clerk read a letter from the Orange County Water District calling

on South Main Street, Orange. The Clerk was directed to write Mr.
Heil, president; to the effect that Mayor Talbert, Engineer Over-
myer and Councilman Grable will probably attend the meeting.
On motion by Grable seconded by Henrickson, the City Clerk
Bids
Chlorinator was authorized to advertise for bids for furnishing the City a
Wallace -Tiernan Visible Vacuum Chlorinator, Type MSV-M or its .
equivalent; bids to,be opened and examined 7i30 P.M. Tuesday,

September 7th, 1943.
Pier Ins. The Clerk read a letter from C. H. King stating that he
expected to receive pier insurance in the near future.
Police Dept. The Clerk read a letter from the Chief of Police stating that

the Chevrolet now being used in the Police Department has run more
than 90,000 miles and recommending that the City purchase a 1942
Oldsmobile sedan, Model 66, price including tax, $1,688.06, less
allowance'for 1940 Chevrolet $688.06, net cost $1,000.00 and, on
motion by Hawes seconded by Morehouse, the City Controller was
authorized -to make the purchase.
J.H.Harpster — The Clerk read a letter from J. H. Harpster asking the City to

remove Pine tree in front of 502 Alabama Street. The matter was

referred to the Streets and Parks Committee for their recommendation.
H. B. Company - The Clerk read a letter from the Huntington Beach Company stat-

course. The letter was ordered filed.
Service Station On motion'by Henrickson seconded by Grable, the application of

Ben Tunstall to operate service station at 102 Ocean Avenue was
approved.
Application - On motion by Grable seconded by Hawes, the application of Ross
Roofing contractor
and Barrows for license to conduct the business of roofing contractor

was approved.
Application - cafe On motion by Henrickson seconded by Hawes, the application of
Fred C. Hermann for license to operate cafe at 112 -18th Street was
approved.'
Application The Clerk presented application of the Southwest Exploration
Southwest Exp. Co.

oil wells Company to drill the following wells: State J-6, State J07 and
State J- 8 and, on motion by Grable seconded by Morehouse, the ap-
plications were approved.
Ord. #473 The Clerk gave Ordinance No. 473 its second and final reading
passed
Derrick license and, on motion by Henrickson seconded by Hawes, Ordinance No. 473 was
passed and adopted by'the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes,'Morehouse, Talbert,
NOES: Councilmen: None.
ABSENT: Councilmen! None.
Claim filed by The Clerk informed the Council that Denio, Hart, Taubman and
Demio et al
Simpson had filed claim for special service. No action was taken by
the City Council,.

The Clerk read a letter from Chief of Police Blossom stating that
on account of shortage of man power, he recommended that the following
vacations be suspended for the year 1943.

And on motion by Hawes seconded by Grable, the recommendation was approv-
ed and payment in accordance with the provisions of Ordinance No. 471 be
made those not taking vacations for a. period of one-half month.
Tax title lots
The Clerk read a. letter from Ent71neer Overmyer statinsr that due, to the
acute shortage of man power, he recommended that the following be not
allowed vacations for 1943:
Harry A. Overmyer P. L. Huddle
E. R. Hensley F. W. Mauldin
H. E. Talbert
C. '4. Ellis
Joe Palladino
That inasmuch as C. H. Ellis has already had one week's vacation, he be
paid only for one week in accordance with the provisions of Ordinance
No. 471 and, on motion by Morehouse seconded by Grable, the request was
granted.
On motion by Henrickson seconded by Hawes, C. R. Furr, City Controller,
was allowed to suspend vacation for two weeks and be paid in accordance with
Ordinance No. 471.
On motion by Henrickson seconded by Grable, the City Attorney was authoriz-
ed to draft an ordinance prohibiting the marring and defacing public build-
ings and property.
Attorney Overacker informed the Council that in order to clear title
to lots where owners of record are dead it will be necessary to appoint an
administrator and sue the administrator. In doing this it will be necessary
to pay an attorney to act for the administrator_ at the rate of approximately
$10.00 per lot. There was no objections on the part of the City Council to
this procedure.
Appraisal of On motion by Hawes seconded by Grable, the Mayor and City Clerk and
tax title lots
Deputy Assessor Patton were appointed as a committee to make an appraisal
on tax title lots and submit to the Oity Council.
W.M.Clegm - On motion by Grable seconded by Hawes, W. IA. Clegg was appointed buildinm
Bldg. coord.
coordinator effective August 6th, 1943, at a salary of $25.00 per month.
On motion by Grable seconded by Hawes, the Council aljourned until 7:30
P. 14. Monday, August 16, 1943.
