Huntington Beach, California
Monday, September 27, 1943..
Pursuant to adjournment of September 20th, the City Council met and
was called to order at 7:30 P.M. by Mayor Talbert,
Councilmen present: Henrickson, arable, Hawes, Morehouse, Talbert.
Councilmen absent: None.
Applications; On motion by Henrickson seconded -by Morehouse, the application of
Tani - approved
R. S. Van Buskirk for license to operate taxi in the City of Huntington
Beach was approved-,
Taxi - held On motion by Arable seconded by Henrickson, the application of Dewey
;.. over
R. Batterton, 1119 Molino, Long Beach, to operate taxi in the City of
Huntington Beach was taken under advisement.
Housemover -
On motion by Henrickson seconded by Hawes, the application of Doyle
approved
McMillin, 1407 So, Painter Avenue, Whittier, for housemovers' license was
approved.
Surety bond On motion by Henrickson seconded by Hawes, surety bond of Doyle McMillin,
Y. housemover, was approved,
Standard Oil Co.- On motion by arable seconded by Morehouse, the applications�of'Standard
Permits to
drill Oil Company of California for oil well permits to drill the following wells
were approved and accepted: Huntington_E-10, Huntington A-50, Huntington
A-51, Huntington A-52 and Huntington A-530
Bids of Tax The.Clerk presented and read the following bids for City owned tax

for advertising for sale at public auction.
Civilian The Clerk read a letter from the -California State War Council calling

attention to changes to be made in the local Civilian Defense. The matter
was referred to Director Overmyer.
Mr. darner The Clerk read a letter from Willis H. Warner, Chairman of the Board of
Supervisors, asking that the City be represented at a meeting with Captain
Dave Andrews, Protective Officer of the Los Angeles -Orange County area, in the
Board of Supervisors' room Tuesday evening, September.29th, 7:30 P.M. Mayor
Talbert and Director Overmyer will attend the meeting,.
Post War TheClerk read a letter from W. Cti Hammitt Company; Construction Eng-

construction of public buildings. No action was taken by the Council.

� 7 Bulletin 7-B, Office of the State Director of Civilian Defense, dated
September 20th, relative to State financial aid to cities and counties for
the organization of the War Service Division of Civilian Defense was read

with the.City Council of Huntington Beach relative to the above named
bulletin.
Dr. L. F. Whittaker addressed the Council and recommended that
some action be taken toward establishing a hospital in the City of
Huntington Beach. The matter was taken under advisement by the City
Council,
Dr. Whittaker called the Council's attention to the fact that
the chief lige guard and officers of the police department often
brought injured patients to his and other doctor,�s offices to be.
treated. That in most cases no offer of payment for services was
madevby the patient. The matter was referred to the Police and
Fire Committee to consult with the Chief Lifeguard and Chief of
Police.
On motion by Hawes seconded by Grable, William Gallienne, Direct-
or of Civilian Service, was authorized to attend, the California State
League meeting, October 19th, 20th and 21st, expenses to be born by
the City,
Mayor Talbert informed the Council that he had made arrangements
to lease the 44 acre sewer farm tract to be farmed and, on motion by
Henrickson seconded by Ha wes, the City Attorney was authorized to
prepare a lease agreement.
The Clerk read,for the first time, Ordinance No. 474 providing
for surety bond to be furnished by electrical contractors,
The Clerk read, for the first time, Ordinance No. 475, an ordi-
nance providing for surety bond for plumbing contractors,
On motion by Grable seconded by Henrickson, the City Attorney
was authorized to prepare a uniform electric appliance ordinance in
accordance with copy as proposed by the attorney for the California
League of Cities.
On motion by Hawes seconded by Grable, the City Clerk was auth-
orized to purchase United States. Savings bonds, Zeries "G" in the
amount of $10,000.00.
On motion by Hawes seconded by Henrickson, demand approved by
the Finance Committee was ordered paid.
On motion by Henrickson seconded by Hawes, the Council adjourned.
