The.regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson,, Grable, Hawes, Morehouse, Talbert. Councilmen absents None. On motion by Morehouse seconded by Henrickson, minutes for the month of September were approved as read. J. G. Harris addressed the Council relative to delinquent taxes.on Lots 17 and 19, Block 317, 17th Street Section, belonging to his wife Gladys C. Harris, Mr. Harris stated that he wished to pay all taxes and penalties including 1942-43, amounting to approximately $179.95 and asked that the City clear the tax records to the original owner Gladys C. Harris and, on motion by Hawes seconded by Morehouse, the City Attorney was authorized to prepare tax deed in the name of Gladys C. Harris to be delivered upon payment in full of all taxes including 1942-1943 tax together with penalties and interest. Mr. Crawford, doing special work for Wilshire Oil Company, informed the Council that his company wished to lease the following lots for oil drillings Lots Block 26 do 28 102 22 110 21 213 23, 04, 6 5 & St � 26 & 29 31 6 & SW 15 ft. 9 314 9-11, 13, 15, 17 & 19 315 Lots Block is 24 & 26 202 63 2 21�4 6, s, lo, 12, 14 30�+ & 16 312 11, 17, 19, 20, 21, 23, 25, 26, 27 & 28 314 The City Council took the matter under consideration. Monthly On motion by Henrickson seconded by Hawes, monthly reports of the City repozzts Treasurer, City Clerk, City Collector, City Engineer, City Judge and Chief of Police were accepted and ordered filed. Driver for The Clerk read a letter from Fire Chief Sargent recommending that two Fire Deft. additional drivers be employed in the Fire Department and, on motion by Grable seconded by Hawes, Gordon Talbert was employed under Classification OB", rate $175,00 per month, beginning October 5, 1943, Blanket On motion by Morehouee:A seconded by Henrickson., the Huntington State - Agreewnt Company was authorized to furnish a blanket agreement for drilling opetatlons..� as per their request of Oe tober let. ,Dunlap' The Clerk read a letter from D. D. Dunlap Oil Company asking permission to Oil Cc. cancel surety bond on well No. 17 which they claim has been abandoned and, on motion by Henrickson seconded by Hawes, the request was granted provided the company verify its letter of September 23, 19430 :1 b 8 Page 2 - Minutes Oct. 4, 1943 Grant Deed - The Clerk read Grant Deed, City of Huntington Beach to James T. Jaynes T.& Daisy B. Grant Grant and Daisy B. Grant on Lot 16, Block 513, Huntington Beach 17th Street Section and, on motion by Hawes seconded by Morehouse, the Mayor and Clerk were authorized to execute same on behalf of the City. Application - The Clerk read application of Homer C. Dowty for employment as Homer C. Dowty Tax deede4 Dots Ordo 474 passed Ord. 0475 passed Ordo j�476 1st Reading utility man in the Street Department and, on motion by Hawes seconded by Grable, the City Engineer was authorized to employ Mr. Dowty as utility man under Classification "C", rate $195.00 per month, pro- vided that this be done after the Engineer has consulted with Mr. Dowty and clearly defined his duties. On motion by Henrickson seconded by Hawes, the City Clerk was authorized to advertise the following tax deeded lots to be sold at public auction to the highest bidder at 9:00 o'clock P.M., Monday, November 1st, 1943; that the Council reserve the right to reject any and all bids: Lots 26 & 29 24 & 26 6&9 18 & 20 17 22 23 22 except So. 3 ft. 6, S, 10 & 12 Block Minimum Price 102 $500:00 110 150.00 202 350.00 304 500,00 314 22250100 i 110,00 214 125.00 404 100.00 312 $300.00 per pair or $600.00 for the four iota, The Clerk gave Ordinance No. 474, providing for electrical bond, its second and final reading and, on motion by Henrickson seconded by Hawes, Ordinance No. 474 was passed and adopted by the following vote: AYES; Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert, NOES: Councilmen: None. ABSENT: Councilmen: None. The Clerk gave Ordinance No. 475, providing for plumber's bond, its second and final reading and, on motion by Hawes seconded by Grable, Ord- inance No. 475 was passed and adopted by`the`following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert. NOES:. Councilmen: None. ABSENT: Councilmen: None, The Clerk gave Ordinance No. 476, regulating the sale or disposal of electrical material and appliances,its first reading. Taxi - Chief of Police Blossom informed the Council that Dewey L. Batterton had made application for license to operate a taxi. That Mr. Batterton had been successful in securing O.D.T. certificate for gasoline to operate his taxi and that he had been informed that the O.D.T. did not approve.of any other applicant at the present time and, on motion by Henrickson seconded by Hawes, the application of Dewey L. Batterton for license to operate taxi business in the City of Huntington Beach was approved. 3 1 1 0 Page 3 - Minutes Oct. 4, 1943 269 1 1 Reoess . At this time, 9:00 o'clock P.M., Mayor Talbert declared a recess to go into executive session. 9:55 P.M. The Council was again called to order by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. Councilmen absent: None. Denio at a.l The Mayor appointed the City Council as a committee of the whole to consult with special attorneys and Aiscuss future proceedings in the case of Denio et al vs City of Huntington Beach. Agreement - The Clerk read an agreement between the City of Huntington Beach and J. 0. Aldrich J. C. Aldrich, whereupon Councilman Henrickson.made the following motion: "That the Mayor and City Clerk execute the Agreement between the City of . Huntington Beach and J. C. Aldrich on behalf of the City." Motion seeonded,by Councilman Grable, put and carried unanimously. D®ds On motion by Hawes seconded_by Aenriekson, demands approved by the .Finance Committee were ordered paid, Garbage Cont.- The Clerk informed the Council that the present garbage contract ex - Bids pired October 9th and, on motion by Hawes seconded by Grable, the Clerk was authorised to advertise for bids for the collection of garbage for the ensuing year, bids to be opened and examined Monday, November 1, 1943 at 7:30 P.M.
