MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, November 1, 1943
The regular meeting of the City Council was called to order at r
7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. y
Councilmen absent: None.
Minutes On motion by Henrickson seconded by Grable, minutes for the month of
October were approved,as read.
Monthly The Clerk read monthly reports of.the City Treasurer, City Clerk,
reports
City Judge, City Engineer and Chief of Police and, on motion by Grable
seconded by Morehouse, same were accepted and ordered filed.
Garbage The Clerk.informed the Council that this was the date set for
Contract
opening and examining bids for the collection and disposal of garbage "
within the City limits and informed the Council that no written bids
had been filed. Mayor. Talbert submitted the verbal -bid of Roy S. Nelson -,
for the sum of $225.00 per month for a period of five years and,. on
motion by.Henrickson seconded by Grable, the City Attorney was autho—
rized to prepare a contract with Roy S. Nelson for a period of three
years at the rate of $225.00 per month and submit to the City Council
at its next meeting. In the meantime the Mayor agreed to,eontact Mr.
Nelson and see if a three year contract will be agreeable. '
Marine Day On motion by Henrickson seconded by Hawes, the Mayor was autho-
rized to declare by proclamation November loth as "MARINE CORPS DAY."
Sale of Tax At this time, 8:01 o'clock P.M., the Clerk informed the Council
Deed lots
that this was the time set for offering for sale at public auction
certain tax deed lots. Whereupon Mayor Talbert proceeded to auction
the following lots: ;
Lots 26 & 29,
Lots 26 (and 28 ; in Block 102
Blk. 102
The Clerk read bid of Eugene Meserve in the amount of $500.00.
F.S.Clyde
F. S. Clyde, P.O.Box 375, San Bernardino, made a bid of $550.00. There
being no further bid,.the Mayor declared the lots sold to F. S. Clyde
at his bid of $550.00.'

Lots 6 and 8 in Block 304

The Clerk read bid of Henry J. Wedel in the amount of $350.00.
Albert Brody in the amount of $350.00. Chris H. King in the amount of
$500.00. There being no further bids, the Mayor declared Chris H. King
the successful bidder.
Lot 19,Blk, 105 Lot 19 in Block 105
Mrs. Westmoreland
The Clerk read bid of Real Estate Agent J. K. McDonald on behalf of
his client Beulah Westmoreland in the amount of $250.00. There being no
further bids, the Mayor declared the lot sold to Beulah Westmoreland at
her bid of $250.00.

Chas.Mays The Clerk read bid of Real Estate Agent J. K. McDonald on behalf
of Charles Mays in the amount of $100,00. On being informed that the
minimum price of the lot as established by the City Council is $150.00,
Charles Mays made a bid from the floor of $150,00. There being no
further bids, the Mayor declared the lot sold to Charles Mays for his
bid of $150.00.

McDonald The Clerk presented and read bid of J. K. McDonald in the amount
of $100.00. There being no further bids, the.Mayor declared the lot
sold to J. K. McDonald for his bid of $100,00,

Mrs. Morgan The Clerk presented and read bid of Frances G. Morgan, 221 - 14th
Street, -in the amount of $125.00. There being no further bids, the.
Mayor declared the lot sold to Frances G. Morgan at her bid of $125.00,
Lots 24 & The Mayor offered for -sale to the highest bidder Lots 24 and 26

in Block 202, Bids of $350..00, $385.00 and $390.00 and a final bid'of
Mr.Clyde
$400.00 was made by F. S. Clyde. This being the highest.bid, the Mayor
declared the lots sold to F. S. Clyde at his bid of $400.00.
Lots 18 & The Mayor offered for sale to the highest bidder Lots 18 and 20

declared the offer closed.

Lot 22, The Mayor offered Lot 22, except south 3 feet, in Block 404 for

No-bid sale to the highest bidder. There being no bids, the Mayor declared
the offer closed.
Lots 6-8- The Mayor offered Lots 6, 89 10 and 12 in Block 312 for sale to
10 & 12,

Agreement - The Clerk read an agreement for sale of real estate to C. M. Garrison,
Lots 13&15,
Blk 315namely Lots 13 and 15 in Block 315 and, on motion by Henrickson seconded
Garrison
by Hawes, the Mayor and Clerk were authorized to execute same on behalf of
the City.
Mutual Aid The Clerk presented and read a proposed. Mutual Aid Plan for Orange and
Plan
Los Angeles Counties known as Region No. 9 and the following motion was
made by Councilman kenrickson: "That the Council go on record and that the
Clerk so notify those concerned to the effect that the City Council would
prefer a similar agreement limited to Orange County only." Motion seconded
by Councilman Hawes, put and carried unanimously.
Annual The Clerk presented annual audit report by Certified Public Accountants

Diehl and Edwards and the same was ordered filed.

Demands On motion by Hawes seconded by.Grable, demands approved by the
Finance Committee were ordered paid.
Recess
At this time, 9:15 P.M., the Mayor declared a recess to go
into executive session.
Council again called to order at 10:15 P.M. All five members
present.

counsel in the case Denio, Hart, Taubman and.Simpson vs City of
Huntington Beach at a retainer fee of $1,000,00 and $75.00 per
day for his services beginning November 1, 1943.
On motion by Henrickson seconded by Hawes,.the Council ad-
journed until 7:30 P.M. November 15, 19430
