Councilmen present: Henrickson, Hawes, Morehouse, Talbert. Councilman Grable arrived at 7:50 P.M. Councilmen absent: None. • Minutes On motion by Hawes seconded by Henrickson, minutes of the City Council for the month -of November were approved as read. Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, reports City Collector, City Judge, City Engineer and Chief of Police and, on motion n by Henrickson seconded by Hawes, same were accepted and ordered filed. Applications: The Clerk read application of Clarence Williamson, 526 W. 123rd poolroom - �` held over Street, Los Angeles, for license to operate poolroom at 121 Main Street and, on motion by Henrickson seconded by Hawes, the.matter was taken under advisement until next meeting of the City Council. Grocery - On motion by Morehouse seconded by Hawes, the application of Norman approved F. Shipley to operate grocery at 1002 Delaware was approved. C.of C. - The Clerk read a letter from the Huntington Beach Chamber of Com- �. Musicale coerce, J. Sherman Denny, Music and Arts Committee chairman, asking that the City appropriate the sum of $143.00 to assist in defraying expenses of the Christmas Musicale to be held Sunday afternoon, December 12, 1943 and on motion by Henrickson seconded by Hawes, the appropriation was made to- gether with free use of Memorial Hall. C. of C. The Clerk read a letter from the Huntington Beach Chamber of Com- Christmas festivi- coerce, George J. Wheat president, asking that the City set aside the ties budgeted $100.00 for the purpose of the annual Christmas festivities and, o;1-motion by Hawes seconded by Morehouse, the request was granted. Bids - liquid The Clerk read the following bids for furnishing the City with Chlorine liquid chlorine.to be used at the sewage disposal plant for the period December 31, 1943 to December 31, 1944: Luippold Engineering Sales Comppany - 4¢ per pound, Stevenson Chemical Company - $ OO pex..hundred pounds, Bid of and, on motion by Henrickson seconded by Hawes, the City Council voted Stevenson Chemical Co3jnanimously to accept the bid of Stevenson Chemical Company at $4.00 per accepted _ 100 pounds and rejected all other bids and that the Mayor and City Clerk be authorized to execute the contract. Councilman At this time, :50 P.M., Councilman Grable arrived. Grable arrives 7 � ~ Memo. Hall On motion by Hawes seconded by Grable, charges for use of Memorial �. Hall by the Servicemen's organization, November 25th, were waived. Y86 Page #2 - Minutes Dec. 6, 1943 • Pav-A-Lon The Clerk read a letter from L.A.Dan Patch offering to lease the Pav-A-Lon for dances on Friday and Saturday nights at the rate of $30.00 per night. His attorney, Mr. Bradford, addressed Ij the'Council and stated that his'elient,Mr. Dan Patch, had asked the Council's consideration in leasing him the hall at a slightly higher rate than is now being paid the City. After some discussion and, on motion by Morehouse seconded by Grable, the matter of leasing ` . the Pav- A -Lon was laid over until next meeting of the City Council and that the proposal of Dan Patch be returned as per his verbal request at this time. Garden Club o On motion by Henrickson seconded by Hawes, the Garden Club was Country Fair granted permission to use the Pav-A-Lon building for a Country Fair August 17th, l8th, 19th and 20th, 1944. Agreement The Clerk read Agreement between the City of Huntington Beach Garbage disposal and Roy S. Nelson for collection and disposal of garbage within the City of Huntington Beach for a three year period beginning December 1, 1943 and ending December 1, 1946 for the sum of $225.00 per month to be paid by the City on or before the 15th of each and every month and, on motion by Henrickson seconded by Morehouse, the Mayor and City Clerk were authorized to execute same. War Dept. - The Clerk presented and read a letter from the War Department, Use of alley - Office of the Division Engineer, Pacific Division, Real Estate Div- ision, Los Angeles Sub -office, 621 So. Hope Street, Los Angeles, dated December 1, 1943, reading as follows: "City of Huntington Beach, Huntington Beach, California Attention: Mr. C. R. Furr The Government is desirous of.using an alley 15X117.5 feet on loth Street between Ocean Avenue and Walnut Avenue, in Huntington Beach for the Army. It would be greatly appreciated if you would grant per- mission to the United States of America, by resolution at your next Council meeting, to use this alley from 10 March r; 1943 to six months after the date of'the termination of the Unlimited National Emergency, as declared by the Presi- dent of the.United States on 27 May 1941 (Proclamation 2487). Attached is a map showing the area of the alley desired, marked in red. Thank you for your cooperation. For the'livision Engineer: Very truly yours, 1 Incl. Map. Fred H. Johnston, Chief, Los Angeles Sub -Office." The letter was accompanied by a sketch designating the loca- tion of the alley..referred to namely: the northwesterly half of the alley in Block 109 extending from 10th Street to 9th Street and, on motion by Councilman Hawes'seconded by Councilman Morehouse, permission was granted in accordance with the request and the Clerk , jr T .r 0. Page #3 a Minutes Dec.6,1943 1 directed to so inform the War Department by letter and excerpts of Minutes. Motion put and carried unanimously. Bid on The Clerk read bid of C. H. Ring stating that he had a client lots 12 & 13,B1k willing to buy lots 12 and 13 in Block 202, Vista Del Mar Tract, Sec- 202 VDM tion 2, for the sum of $250,00. The matter was taken under advise- ment pending the time clear title can be furnished by the City. Demands On motion by Henrickson seconded.by Grable, demands approved by the Finance Committee were ordered paid. Equipment On motion by Morehouse seconded by Grable, the engineer was autho- rized to purchase a back filler Bulldozer blade from Brown -Bevis Equip- went Company, Los Angeles, at their price of $250.00 f.o.b. Los Angeles warehouse. General On motion by Grable seconded by Hawes, the Clerk was authorized Office to have certain reconstruction work done in the general office by re- ducing the size of the lobby. Paint On motion by Hawes seconded by Grable, the City Engineer was authorized to paint the woodwork on the south and east portion of the City Hall building. Rent planing On motion by Henrickson seconded by Hawes, the City Engineer was machine authorized to rent the planing machine now being used by the State Hieh- way Department and employ its driver all for the sum of $12.50 per hour to recondition portions of Main Street from Ocean Avenue to Olive Avenue and Fifth Street from Ocean Avenue to Olive Avenue, Leave On motion by Grable seconded by Hawes, Engineer Overmyer was given leave of -Absence December llth, 12th and lath. Dogs Mayor Talbert stated that numerous complaints were coming to him to the effect that dogs were damaging Victory gardens. No action was taken by the City Council, Boys Club Councilman Grable stated that he and Mr. Overmyer had attended a meeting in which the matter of establishing a Boys Club of the City was discussed and it was the consensus 61'-:opinion that the City should furnish .1 a building for a meeting place. No action was taken by the Council. New Houses . Mr. Gallienne, secretary of the Chamber of Commerce, stated that he and Mr. Clegg and Mayor Talbert were working on a plan to secure the -' building of twenty or more houses in the City and that a more detailed report would be furnished later.
