Monday, January 3, 1944
The regular meeting of the City Council was called to order at ,
7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Talbert,
Councilmen absent: Morehouse.
The Mayor appointed Councilman Henrickson on the Finance Committee.
in the absence of Councilman Morehouse.
Minutes On motion by Hawes seconded by Grable, minutes for the month of
December were approved as read.
Monthly The -Clerk read monthly reports of.the City Treasurer, City Clerk,
reports
City Collector, City Engineer, City Judge, Chief of Police and annual
report of the Chief of Police and, on motion by Gable seconded by
Henrickson, same were accepted and ordered filed.
Applications: On motion by Henrickson seconded by Hawes, the application of
S.W.Exp.Co.
State J-25 Southwest Exploration Company to drill State well J-25 was approved.
Standard Oil On motion by Hawes seconded by Henrickson, the application of the
4 wells
Standard Oil Company to drill Huntington A-54, A-55, B-74 and B-75 were
approved.
Permits to be" On motion by Henrickson seconded by Hawes, the . City Attorney was
secured before
drilling authorized to notify the Standard Oil Company, the 6outhwest Exploration

Company, the Huntington State and the Wilshire Oil Company that it will
be necessary for them in the future to comply with the provisions of
Ordinance No. 418 and secure permits to drill before commencing the
operation of drilling wells.
Amend Ord. On motion by Renrickson seconded by Hawes, the City Attorney was

. authorized to draft an amendment to Ordinance No.. 418 setting up hearing
procedure.
Standard Oil City Engineer Overmyer testified, under oath, that it was his opinion

27 and P. E. 28-together with the erection of derricks within 100 feet of
railroad tracks. There were no objections from the audience to the drill-
ing of the above named wells within 100 feet of a railroad track.
On motion by Grable seconded by Hawes, the application of the Standard
Oil Company to drill P. E. 27 and P. E. 28 was approved.
Huntington The Clerk read application of the Huntington State Company -whose

State 6 address is 530 W. 6th Street, Los Angeles, to drill well Noe State 6 on the
south side of Ocean Avenue immediately south of P. E. railroad and between
the'prolongation of 21st)and 22d streets. The location of this well being
less than 100 feet from a railway track, the Mayor announced that a hearing
• would be necessary. Engineer Overmyer testified, .under oath, that in his

opinion no hazard will be created in drilling the above named well
within 100 feet of a railway track. There was no objection from the
audience and on motion by Grable seconded by'Henrickson, the appli-
cation was approved.
Girl icouts On motion by Henrickson seconded by Grable, Lois LeBard, troop
leader Girl Scouts Troop No. 2, was given permission to hold scout
meetings 3 to 5:30 P.M. Tuesday of each week with the understanding
that in the event the City has urgent need of the hall they will waive
meetings accordingly.
Bid on,Lots 14 & The Clerk read bid of A. H. Campbell in the amount of $300.0.0

A,H.Campbell for Lots 14 and 16 in Block 312 and enclosed Postoff ice Money Order
in the amount.of $30.00 to_apply. The matter was held over pending
certain building operations now in contemplation on these lots by
government contractors.
Demands
On mot -ion by Henrickson seconded by Grable, demands approved by

The Clerk read bid -of J. K. McDonald in the sum of $150.00 for

Lot 16 in Block 408, Main Street Section, enclosing deposit in the
amount of-$15.00 and, on motion by Grable seconded by Hawes, the City
Attorney was authorized to proceed to clear the above named lot and

Mrs. Brown requests The Clerk read a letter from Mrs. Ida L. Brown,requesting the
tree be removed
City, to remove eucalyptus tree in front of 507 Fifteenth Street
because same was damaging sidewalk and curbing. The matter was re-
ferred.to the Streets and Parks Committee and the City Engineer and

advise the City Council of their recommendations.
Mrs. Claborn
The Clerk read a letter from Mrs. Jessie A.-Claborn calling atten-
tion to the fact that the new Consolidated factory on 3rd Street was
allowing employees to park their cars in front of 309, 311 and 313
Third Street: That in doing so tenants were unable to approach their
residence and asking that the City take some definite action to have
company cars park elsewhere. The matter was referred to Chief of
Police Blossom to recommend that cars be parked elsewhere, preferably
on vacant lots and to report back to the City Council..
Test gasoline

The Mayor appointed members of Police -and Fire Committee to have
a test made of the gasoline now being furnished the City by the Wilshire
Oil Company and to advise whether or not the City is getting a grade
called for in its contract with the Wilsh ire Company.

On motion by Henrickson seconded by Grable, the City Clerk was
gasoline
authorized to advertise for bids for furnishing the City with gasoline
for the ensuing year, bids to be opened and examined at 8:00 o'clock
P.M. February 7, 1944.

Amend tax
On motion by Henrickson seconded by Hawes, the City Attorney was

Councilman Henrickson stated that he had discussed the matter of re-

newal of lease of the Pav-A-Lon with George Mitchell; that Mr. Mitchell

agreed to keep the public address system in repair, to stand the expense of
toilet paper and towels:used on the dance hall portion -of -the building and
to replace broken windows. He requested that the agreement protect him in
the event he is unable to get a band due to war conditions or labor trouble.
Mr. H.enrickson asked.that a performance clause be added to the agreement.
The matter was referred to the City Attorney..
On motion by Renrickson seconded•by Grable, the Council adjourned
until 7:30 P.M. Monday, January 172.1944.
