Monday, March 6th, 1944.

The regular meeting of the City Council was called to order at
7 s 30 P. M,. -by Mayor Talbert.
Councilmen present; Henrickson, Grable, Hawes, Talbert.
Councilmen absent; Morehouse.
Minutes On motion by Henrickson seconded by Hawes, minutes for the month
of February were approved as read.
Juvenile Mrs.-W. K. Ballough, chairman Elementary School P.T.A. special

delinquency
committee, addressed the Council relative to juvenile delinquency and
on behalf of the Elementary School P.T.A. urged the City*Council to
prepare and adopt a curfew ordinance. Mrs. Ballough was accompanied
by Mrs. Samuel W. Miller, president of.the Elementary School P.T.A.,
Mrs. C. C. Prinslow, secretary and Mrs. Harry LeBard, Girl Scout
leader. After some discussion, on motion by Henrickson seconded by

Hawes, the City Attorney was authorized to discuss the matter with the
Police and Fire Committee and prepare and submit a curfew ordinance at

next meeting of the City Council Monday, March 20th,
Chief Blossom The Clerk read a letter from Chief of Police Blossom concerning a
resolution heretofore submitted by the American Legion relative to juv—
enile delinquency. Chief Blossom stated that the High School Board of
Trustees are cooperating and will appoint and pay for a youth coordina-
tor. Chief Blossom'stated that he was not fully in accord with the
suggestion of the American Legion for the installation of a curfew
system at this time for the reason that such an ordinance might curtail
many of the worthwhile functions engaged in by most of the young boys
and girls. No action was taken on the recommendations by the City Council.
Grable on
Finance Com. The Mayor appointed Councilman Grable on the Finance Committee.
Golf Course _ Del Burry, president of the Huntington Beach Community Golf Club, Inc.,
addressed the Council and on behalf of his organization recommended that the
City Council keep the golf course open for play and that improvement of
grounds and greens be made immediately. Mr. Burry stated that he had the
signatures of twenty-five persons willing to pay $2.50 per month each for
a period of three months or longer and that more names would be forth-
coming. He recommended that the City Council increase green fees to
75¢ per day for Sunday and holidays. This to include all.players other
than those holding monthly tickets. •
Community Golf
course The Clerk read a letter from the Chamber of Commerce urging the City
C.of C.
Council to continue operation of the municipal golf course.
On motion.by Henrickson seconded by Grable, the City Engineer was Are
instructed to check into the necessary requirements q y to put the golf

course in shape for playing and to see that the course is put in shape
immediately. The engineer.was directed to contact Mayor Talbert, chair-
w man of the Golf .Committee, and form plans for the work.
Tax deeded The Clerk read a.letter from City Attorney Overacker listing certain
lots to be
adv. tax deeded lots to be advertised for sale and, on motion by Hawes seconded
by Henrickson, the Clerk was directed to advertise the following lots to
be sold to the highest bidder at 8_:00. o' clock P. M. Monday, April 3,1944:

Bid on lots The Clerk read bid of A. H. Campbell of $300,00 for Lots 1 and 3 in
1 & 3 Blk
415 Block 413. The matter was referred to the City Attorney to investigate and
report on status of title.

The Clerk read a letter from the Pacific Electric Railway, H. 0. Marler,

zone
passenger traffic manager, to the effect that it is agreeable for the City
to paint a loading zone at Fifth and Ocean and asking that the work be done
and the railroad company notified. The letter was referred to Police Chief.
Blossom with authority to have the zone painted and notify the Pacific Elec-

Native
sons- The Clerk read a letter from the Native Sons stating that they had made

arrangements with George M. Mitchell to use the Pav-A-Lon Saturday evening,
March`18th for a dance. The letter asked the City Council for any courtesy
it might extend regarding reduction 6f rental fee.
Windsor
Club- The Clerk read a letter from the Windsor Club asking permission to stage
party

a party Wednesday night, April 26th in the Pav-A-Lon. The letter did not ask
for free use of the hall but stated that proceeds would be used mostly for
charitable purposes.
Pav-A-Lon After some discussion by the City Council to the effect that the Pav-A-

Lon is an $80,000.00 investment, the following motionvas made by Councilman
Henrickson: "That the City Council establish a policy of making a charge of
$25.00 per night to any and.all organizations with the provisions that the
City Council be responsible for the janitor work. This to take effect
immediately." Motion seconded by Councilman
Grable, put and carried unanimously.

Fertilizer On recommendation of Engineer Overmyer and, on motion by Henrickson
grinder sold
'seconded by Hawes, the Engineer was authorized to sell the city owned
fertilizer grinder to Bob Skiles'of Costa mesa for the sum of $40.00 cash.
Holmes Roofing On'motion'by Hawes seconded by Grable,.the City Engineer was

Planning The Clerk read an announcement of the League of California Cities
Institute
stating that the California Community Planning Institute will conduct a
school in room 804, City Hall, Losl Angeles, March y13th to 17th, inclusive,
for the purpose of discussing Post War Planning and, on motion by Hawes
seconded by Grable, Building coordinator Clegg was authorized to attend
the Institute, traveling expenses to be paid by the City. Mr..0 legg to
take notes and submit a. written report to the City Council at its meeting
of March 20th or April 3rd.
Demands On motion by Henrickson seconded by Hawes, demands approved by the
Finance Committee were ordered paid.
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk,
Reports ;
City Collector, City Engineer, City Judge and Chief of Police and, on
motion by Grable seconded by Hawes, same were:accepted and ordered
filed.
Applications:•
On motion by Henrickson seconded by Hawes, the application of C.E.
Malt shop
Young to conduct Malt Shop at 508 Ocean Avenue was approved.ana
Real Estate
On motion by Grable seconded by Hawes, the application of Mrs.
Broker
Thurlow Dungan for license to conduct the business of Real Estate broker
at 222 Main Street was approved.
Standard Oil Co.
On motion by Henrickson seconded by Hawes, the application of the
To drill 5 wells
Standard Oil Company to drill the following oil wells, Huntington E-15,
Huntington E-16,, Huntington A-62, Huntington A-63 and Huntington B-78,
was approved.
Renew lease -
The Clerk presented and read lease agreement covering city baseball
baseball park

grounds owned by the Huntington Beach Elementary School and, on motion by
Hawes seconded by kenrickson, the Mayor and Clerk were authorized to
execute same on behalf of the City.
Ordinance The Clerk suggested to the City Council that an ordinance covering
covering ,
overtime over -time be prepared and.explained the reasons for recommending such an
ordinance. The City Attorney was authorized to consult with the City
Engineer, the Chief of Police, the Fire Chief and the City Clerk and
prepare and submit an ordinance to the City Council at its next meeting.
Bad condition
in oil field Councilman Henrickson called attention of the Council to the bad
conditions existing in the.local oil fields. He stated that oil was

being allowed to run onto the streets and into the ocean. The matter was
referred to the Fire Chief, the Police Chief and the City Attorney with re-
commendations that they take such action as may be necessary to correct the
condition and result in a clean-up in the oil field.
Fire Fighting Fire Chief Sargent informed the Council that he is receiving consider -
Equip. able fire fighting equipment from the U. S. Government in accordance with
previous arrangements with the City. That it will be necessary for the City
to furnish a truck and other appliances to handle the equipment and, on motion
by Gr.able seconded -by Hawes, the Fire Chief was authorized to continue his
investigation and try to secure equipment and report back to the City Council
at next meeting.
On motion by Hawes seconded by Grable, the Council adjourned until 7:30
P. IA. Monday, March 20, 1944.
