HomeMy WebLinkAbout1944-04-17MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, April 17, 1944 The regular meeting of the City Council was called to order at 7:30 P.M. . by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Morehouse, Talbert. Councilmen absent: None. Standard 011 Co. On motion by Grable seconded by Hawes, the application of the Standard Oil Company to drill well E-18 was approved. • Pier Agreement The Clerk read Supplemental Agreement between the City and the United States of America, Army Department, for use of the southerly 440 feet and the westerly portion of a Tee 20x5O feet, located approximately y 550 feet northwesterly from the seaward end of the Municipal Pier, located at the foot of Main Street, Huntington Beach., California, for the period July 1, 1942 to June 30, 1943, with option of reneival annually thereafter until June 30. 1947. The above mentioned agreement amended so as to read "TO HAVE AND TO HOLD the said premises with their appurtenances fob the term beginning July 1, 1943 through June 30, 1944, provided that, unle6s and until the Govern- ment shall give notice of termination in accordance with provision 12 here- of, this lease shall remain in force thereafter from year to year without further notice; provided further that adequate appropriations are available' from year to year for the payment of rentals; and provided further that this lease shall in no event extend beyond June 30, 1947.." And, on motion by' Couneilman.{ienrickson, seconded -by Councilman Hawes, the Mayor and City Clerk were authorized.to execute same on behalf of the City. Demands On motion by Hawes seconded by Henrickson, demands approved by the Finance Committee were ordered paid.. Curfew Ord. urfThe blerk gave Curfew Ordinance No. 480 its first reading at this time, as amended. Lots9932 L& 11, The Clerk read Resolution No. 932 authorizing -the sale of Lots 9 and Lots 9 Blk 414 11 in Block 414., 17th Street Section, to Raymond E. Vidal and -Carmen L. R.E. Vidall Vidal, husband and. wife, as joint tenants and, on motion by Henrickson seconded by Hawes, Resolution No. 932 was passed and adopted by the following vote: AYES: Councilmen; He'rir.ekson=Grable,- H�wes,``Mor'eYi'ouse, Talbert, NOES: Councilmen: None. ABSENT: Councilmen: None. Reso.#933 The Clerk read Resolution No. 933 authorizing the sale. of Lots 6 Lots 6 & 8, and 8 in Block 414, 17th Street Section, to Fred C. Hermann and Myrtle V. M.Preston Preston, a widow and, on motion by Grable seconded -by Henrickson, Resolution No. 934 was passed and adopted by the following vote: AYES; Councilmen: Henrickson, Grable, Hawes., Aorehouse, Talbert. Reso.#936 - Lots The Clerk read Resolution No. 936 authorizing the sale of an 7 & � (an undivi- ded 2 Int.)Blk undivided one-half interest in Lots 7 and 9 in Block 1001, Vista 1001 VDM to W.O., Day Del Mar Tract, to W.O.Day, a married man, and on motion by Henrick- son seconded by Hawes, Resolution No. 936 was -'passed and°adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Y Canvass of election. The Mayor stated that this.was the time set to canvass.the results' results of the general municipal election, 19.44 election returns., Whereupon the Clerk produced the election records which were. checked by the City Council including three absentee ballots. There being no challenge or apparent errors, the Clerk read re-- Reso.#937 solution No. 937.declaring the results of said election and, on motion by Henrickson seconded by Morehouse, Resolution No. 937 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Morehouse, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None.. .STATEMENT. OF RESULT OF ELECTION 1. There being no further business to come before the Council, on motion by Morehouse seconded by Henrickson, the Council adjourned at 8:10 P.M. v Immediately following adjournment the Clerk administered the oath of office to the newly elected officers as follows: Oath of office Fred 'T. Grable, Councilman Ralph E. Hawes, U-buncilman Ted W. Bartlett, Councilman W. M. Clegg, . City 'treasurer. The Clerk then called the new Council to order and informed them that the next matter of business was .that of choosing and electing a mayor for the ensuing two years. Whereupon Councilman Grable moved that T. B. Talbert Mayor be nominated, which motion was seconded by Ted W. Bartlett. There being no second nomination, Councilman Henrickson moved that nominations be closed, after which by unanimous vote_ T. B'. Talbert was elected Mayor for the en- suing two year term. Mayor Talbert addressed the Council and newly elected officers and offered his services for the best interest of the City. The.new Council was called to -order at 8:25 P.M.. by Mayor Talbert. Dogs The Clerk read'a letter from R. G. Hudson, president of the Hunt- ington Beach Garden Club requesting the City Council to pass an ordinance . requiring dogs to be kept under control at home or be on leash when on the streets. The letter was supported in a talk by Mr. Hudson, Mr. Burkhart, Jack McDonough, J. Sherman Denny and Mrs. Jenkins and, on motion by Hawes seconded by Henrickson, the City Attorney was authorized to prepare an amendment to the present ordinance in accordance with the request of the Garden Club. Bartlett ' And, on motion by Bartlett seconded by Henrickson, Mayor Talbert • was appointed chairman of the Golf Course Committee. Bid on Lots The Clerk read bid of Kenneth M. Bishop, dffering.the sum of 10 & 12,B1k 31a H..B. $300.100 for Lots 10 and 12 in Block 312, Huntington Beach Tract. r accep_ ted These lots having previously been advertised and offered for sale, the Mayor proceeded to ask for other bids from the audience. There l' being no other bids, on motion by Grable seconded by Hawes, the bid of Kenneth M. Bishop was.accepted and the City Attorney authorized to prepare deed for same. Mr. Webster C. J. Webster addressed the Council concerning Lots 5 and 6 in Block 1006, Vista. Del Mar Tract. He stated that these lots were r low and that it would cost approximately $125.00 to fill them in, therefore the price of $250.00 set by the appraising board was in his opinion too high. On motion by Henrickson seconded by`Hawes, the matter of price was referred to the Board of Appraisers for invest- gation and report. Three trees to The::,Mayor stated that the three Acacia trees in front of 411 be removed Frankfort Street were in rather bad condition and that Mrs. Parcel, owner of the property, had asked that these trees be removed. This was referred to the Streets and Parks Committee and the City Engineer. Baseball park Mr.. ,Earl 17. Presson, 902 Huntington ,Avenue, addressed the Council and asked when the ball .park is to be removed from its present location. He and others complained that children were using the park during the daytime without supervision and destroying trees and property in the adjacent neighborhood. The matter was taken under advisement by the City Council. Estimate on Engineer Overmyer stated that upon request of the City Council he lighting & re- pairing ball had made an estimate of the cost of repairing and lighting the ball park park; that he had most of the lights needed but that it will be necessary to install on light pole. That the repair work will require five men for a period of approximately one week; that the cost of lighting after the fixtures have been installed will be about $8.00 •y per. hour. This matter was taken under advisement by the Council. • Page #5, Minutes April 17, 1944 ,y James Whitesel -On motion by Henrickson seconded by Hawes, James Whitesel was St.& Parks dept. employed in the Streets and Parks Department at a salary of $150.00 per month, class "B" beginning May 1, 1944. Light standards Engineer Overmyer informed the Council that two more light on Ocean Ave. standards on Ocean Avenue had been knocked down by motorists and suggested that it might be a good plan to have overhead lights in- stalled from loth to 23rd Streets and, on motion by Henrickson second- ed by Bartlett, the Engineer was instructed to prepare estimate of cost of making the change,and description of contract to be entered into with the Edison Company and report back at next meeting of the City Council. The Streets and Parks Committee was asked to confer with the City Engineer on the above matter. Tree The matter of removing tree from parj'way at 410 - llth Street was 410 - llth St. referred to the Streets and Parks Committee for investigation and re- port back.
