HomeMy WebLinkAbout1944-05-01�i14 J MINUTES Council Chamber, City Hall, Huntington Beach, California' Monday, May 1, 1944 The regular meeting of the City Council was called to order at 7:30 P.M, by Mayor Talbert. f Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert., - Councilmen absent: None. Finance Mayor Talbert stated that there was an error in copying the Committee names of committeemen on the Finance Committee and that it should read Councilman Henrickson, Chairman. Minutes On motion by Henrickson seconded by.Hawes, Minutes for the month of April were approved as read. Monthly The Clerk read monthly reports of the City Treasurer and City Reports Clerk, City Collector, City Judge, City Engineer and Chief of Police and, on motion by Hawes seconded by Bartlett, same were accepted and ordered filed. Petition m The Clerk read a petition signed by sixty residents and property Ball park W owners living in the vicinity of the Huntington Beach ball park on Joliet Street. The petitioners asked the.City Council to remove the ball park because it has become a nuisance.. Petition On motion by Hawes seconded. by Henrickson, the City Clerk was checked directed to check the names against registered voters and property X owners and inform the Streets and Parks Committee who are authorized to investigate and report back to the City"Council. Application On motion by Hawes seconded by Henrickson, the application of ' approved Ruth Ann Dolan to operate beauty shop at 104 - 5th Street,was approved. State #10 The Clerk read application of Huntington State Company to drill r State #10. The application was referred back to the City Engineer for the reason that the proposed location is within 47 feet of the nearest a railway. Dances - The Clerk read a letter from George M. Mitchell asking permission to operate dances until 4 A.M. Saturday nights and, on motion by Grable seconded by Hawes, the matter was referred to the Beach and Pier Committee to check and report. Surety bond On motion by Henrickson seconded by Grable, the surety bond of C. R. Furr, City Clerk and W. M. Clegg, City Treasurer, were accepted and ordered filed. Att°y Drumm - Attorney F. C. Drumm addressed the Council relative to the case Denio et al of Denio et al vs City of Huntington Beach. He referred to action filed during the latter part of October 1943 and gave a brief'history of proceedings since that date including arguments of attorneys before Judge Page #2, Minutes May 1,1944 e� Y West on April 26th. Attorney Drumm submitted a 27 page brief and stated that the City Council could read same after which the Clerk should re- turn the copy to him. Ord.#4g0 The Clerk gave Ordinance No. 480, curfew ordinance, its second and curfew final reading and, on motion by Henrickson seconded by Hawes, Ordinance No. 480 was passed and adopted by the following vote: AYES: Councilmen::Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Reso.#938 The Clerk read Resolution No. 93.authorizing the sale of Lots 6 and Lots 6 & 8, Blk 312 g in Block 312, H.B. to W. K. Ballough and Marguerite Ballough, husband and wife as joing tenants and, on motion by Henrickson seconded by Hawes, Reso- lution No. 938 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable., Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Reso.#939 Cancelling The Clerk read Resolution No. 939, cancelling taxes upon certain 16ts taxes Iwith'in.,-the City and, on motion by Grable seconded by Hawes, Resolution 939 was passed`and adopted by the following vote: AYES Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES; Councilmen None. ABSENT: Councilmen:, None Salary Ord.- On motion by Henrickson seconded by Bartlett, the City Attorney was -i Amend authorized to amend the salary ordinance providing for a daily pay of $4.00, $4.50-and $5.00 under classification A, B and C for telephone operators at the life guard station. Recreation The Clerk informed the Council that Mr. H. M. Standish, representing Bldg. to be moved the.Stdndard Oil Company of California,had called with reference to the re- moval of Standard Oil Company'.s recreation building purchased by the City. The Clerk stated that a number.of similar inquiries had been made and that the Standard Oil.Company is anxious to have the building removed so that their sales files may be cleared in the matter. The Clerk stated that there is 71- a possibility that the Standard Oil Company would be willing to re -purchase the building if necessary to clear up the sale. Mayor Talbert stated that • he had made a number of efforts to secure housemovers and that he believed that as soon as the emergency of moving buildings at Seal)Beach and Sunset Beach by the Navy Department is over, we will be able to move.the recreation building. This, he stated, should be within the next two months. The matter - was referred to the Building Committee with instructions to use every effort to get the building moved in the near future. ' The matter of taking into the city limits certain property east of the City was referred to the City Attorney to look up and advise the Council. -+ Report on The Clerk .presented a copy of the City Engineer's report on conditions Mun pier of the municipal pier as of April 27th,.1944 „ and informed the Council that each councilman had been furnished_ a. copy. The report was ordered filed. Demands On motion by ff.awes seconded by Grable, demands approved by the Finance Committee were ordered paid. Page #3, Minutes May 1, 1944 Pier to be posted On motion by Henrickson seconded by Bartlett, the City Engineer was directed to post the municipal pier with "Load and Speed Limitations." Resolution #940 - The Clerk presented and read Resolution No. 940, Weed Resolution, Weeds and, on motion by Henrickson seconded by Bartlett, Resolution. No.940 was passed and adopted by the following vote:: AYES: Councilmen: Henrickson, Grable,.Hawes., Bartlett, Talbert. NOEe: Tr; Councilmen: None. ABBENT; Councilmen: None. Mrs. Westmoreland Mrs. Westmoreland asked permission of the City Council to enlarge her store at the Trailer Camp. The matter was referred to the Beach and ,i Pier.Committee. • C. of C. redecorate Engineer Overmyer was directed to make an estimate of, cost of re - office decorating the Chamber of Commerce office including patching of the plaster and repainting and submit same to the City Council at its next r meeting. Parking at Chief of Police Blossom stated that workers at the Consolidated Consolidated plant Plant on Third Street have refused to use the parking space: provided for them and were still using Third Street .and, on motion by Henrickson seconded by Hawes, the City Attorney was authorized to prepare -a resolution prohibiting parking on Third Street between Orange and Walnut. State Park Com. Mayor Talbert stated that the State Park Commission is meeting in Los Angeles Friday, May 5th. Sec.lst Nat'l The written application of the Security -First National Bank for Bank cancellation of taxes on .certain fixtures was ordered filed. r Homer Dowty - Salary On motion by Hawes seconded by Henrickson, the salary of Homer Dowty was increased to Class "D" ,$210.00 per month effective May 1, 1944. Edison Company - '+ Engineer Overmyer stated that he had contacted the Edison Company and Lights on Ocean Ave. that they will agree to install one light over each intersection from llth Street to 23rd Street on Ocean Avenue and maintain the light and furnish electricity for a period of five years at the rate of $4.69 per light per month and, on motion by Hawes seconded by Henrickson, the City Engineer was authorized to ask the Southern California Edison Company to prepare and present a co ntract'in accordance with the above, It being understood that the improvement is subject to securing the necessary priority by the City. Trees - Acacia On motion by Grable seconded by Hawes, the City Engineer was authori- zed to remove Acacia trees on Frankfort Street in front of Mrs. Parcel's property and on 14th Street and Magnolia in front of property owned by Mr. `• ; ;'.::;T ` Cooley.
