Council Chamber, City Hall, Huntington Beach, California Monday, May 15, 1944 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. . Councilmen absent: None. - Memorial Hall- The Clerk read a letter from Wilton Gale, Order of the De Molay, Youth Coordi- nator asking permission to rent the Memorial Hall indefinitely every Friday from. 8:00 P.M. to 12:00 P.M. o'clock for the purpose of holding young people's +' dances. The Mayor asked Dr. Strong, who is employed by the High School as youth coordinator, to make some remarks relative to coordinating the various groups. Dr. Strong stated that he would get in touch with the various groups including the De Molays and the P.T.A. relative to meeting nights so that there would be no duplication of work. Mrs. Ballough asked that the P.T.A. be given the hall for Friday night May 26th, after which the P.T.A. would be glad to join with the coordinator in arranging dates and, on motion by Hawes seconded by Bartlett, the request for the hall on Friday nights by the youth coordinator was granted subject to events of major importance. Geo:M,.Mitchell- The Clerk read a letter from George M. Mitchell cancelling his request P av- A-Lo n dances for using the Pav-A-Lon for dances after 1:00 A.M. C. of C. The Clerk read an estimate from.the city engineer relative to the repair bldg. of the Chamber of Commerce office. Total amount of expenditure $115.00 plus labor and, on motion by Hawes seconded by Henrickson, the engineer was: -authorized to .proceed -, with toe, work. The Clerk read a letter from Chief of Police Blossom recommending certain increase in salaries in his department reading as follows: Assistant chief to be increased from bracket "C" to bracket "D", patrolmen from bracket "C" to bracket "D", police clerk from bracket "C" to bracket "D" and, on motion by Henrick- son seconded. by Bartlett, the. increases were granted beginning June 1, 1944. The Clerk read a letter from J. K. Sargent, fire chief, recommending that five firemen be advanced from classification "C" to classification "D" and that one fireman be advanced from classification "B" to classification "C" and, on motion.by Henrickson seconded by Hawes, the increases were granted as of. June 1, 1944. Josep4 Rodman The Clerk read a letter from Joseph Rodman Post asking for Post m Manorial free use of the Pav-A-Lon May 30th from 11:30 A.M. to 12 noon to services hold memorial services and, on motion by Grable seconded by Hawes, the request was granted. Or #481 - The Clerk read Ordinance No. 481 amending Ordinance No. 189. passed & adopted - Dogs This being the second and final reading, on motion by Grable seconded by Bartlett, Ordinance No. 481 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Salary Ord..q-j� The Clerk gave salary ordinance No. 482 its first reading. Reso. #941 - The Clerk read Resolution No. 941 establishing parking zone parking zone on Third Street.between Walnut Avenue and Orange and, on motion by Henrickson seconded by Hawes, Resolution No. 941 was passed and Application approved Lot 2 & S.2 lot 3, Blk. 1201 VDM Demands Hearing adopted by the following vote: ASS: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT:: Cou;Oilmen: None. On motion by Henrickson'seconded by Bartlett, the application of Mr. & Mrs. St. John to conduct curio and gift shop at 116 Main Street was approved. The Clerk read proposal of A. W.�Gldenburg to purchase Lots 2 and south 2' of 3, Block 1201, Vista Del Mari tract for the sum of $150.00, the bid was accompanied by a deposit of $15.00. The matter was referred to the City Attorney. On motion by Bartlett seconded by Grable, demands approved by. the Finance Committee were ordered paid. The Clerk informed the Council that he had set 7:30 P.M. June 5th as the time for the hearing of the' Huntington State Oil Company's application to drill State 10 and 11. 1 v 0, Page3, May 15, 1944 Application m L Standard Oil Co. On motion by He.nrickson seconded by Hawes, application of :. the Standard Oil Company to drill wells A 69 and B-80 was approved. City Coll. On motion by Grable seconded by Bartlett, City Collector s al ary Blossom was granted a salary of $35.00 per month under classifi- cation "B" beginning June 1, 1944. Fire Chief - On motion by Grable seconded by Bartlett, fire chief s al ary increase Sargent was advanced to classification "D" $255.00 per"month beginning June 1, 1944. Surety bond On motion by A-enrickson seconded by Hawes, the request of the cancelled Fidelity and Deposit Company to cancel surety'bond of H.R.Hamilton was approved. • Lots Attorney Overacker informed the Council that a number of other lots were in position to be sold by the City. and that he believed the City Clerk and City Treasurer could assist in doing the work rather than hiring outside, help and, on motion by Henrickson.seconded by Grable, the suggestions of the City Attorney were approved and City Clerk C.R.Furr and City Treasurer W. M. Clegg were authorized to -� make the necessary analysis for tax title. Baseball Councilman Henrickson stated that he had discussed with the night > High School Board lighting the high school court for night ball and Y r other games. The matter was referred back to Councilman Henrickson with the request that he again discuss the matter with the High School Board and report back to the City Council. Tree damaged Engineer Overmyer stated that a large eucalyptus tree in front of Lot 7 in Block 515 had been ringed with an ax apparently for the purpose of destroying the tree. The matter was referred to the Chief of Police and the City Attorney to investigate and report back to the ej-1 @1 City Council for action against the guilty parties.
