Monday, June 5, 1944
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Talbert.

Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert.
Councilmen absent: None.
Minutes On motion by Henrickson seconded by Bartlett, minutes for the
month of May were approved as read.
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, •
reports
City Collector, City Judge, City Engineer and Chief of Police and, on
motion by Grable seconded by Hawes, same were accepted and ordered
filed.
Talbert The Clerk read a letter from the Talbert -Drainage District which

District was a reply to a letter from the Mayor relative to allowing certain
property to be excluded from the district to be used for park purposes
by the City oflHuntington Beach. The letter expressed willingness' to
comply under -certain conditions. The matter was held over by the
r,
City Council for later action.
Country Fair A letter was read from the H.B.Garden Club relative to the forth-

coming annual Country Fair to be held August:l7th, 18th, 19th and 20th _
and asking certain improvements be made in the outdoor stage and, on
motion by Henrickson seconded by Hawes, the city engineer was authori-
zed to repair and paint the grandstand and install walk connecting it
with the concrete sidewalk on the beach.
C. of C.
On motion by Hawes seconded by Bartlett, the Chamber of Commerce
4th of July
was given permission to operate a merry-go-round, ferric wheel and other
entertainment on vacant lots on Main Street at Orange Avenue July 1st
to 4th inclusive, without city license.
Chicago Sto
The Clerk read a letter from Attorney Overacker to the effect
Crossing
that he had just received from the Railroad Commission of California
an order extending to June.16, 1945 the time in which to complete the
Chicago Street crossing.
Audit
The Clerk read a letter from Diehl.and Company, certified public
accountants, to the effect that city records had been audited for the
quarter ending December 31, 1943. The letter was ordered filed.
Count to auction
Lot N,602 VDM.
The Clerk read a letter from Don S. Mozley, County Tax Collect -
or, stating that the County would sell at auction Lot 14, Block 602,
Vista Del Mar Tract and asking if the City had any objections and,
on motion by Henrickson seconded by Hawes, the Council consented to the
,
sale and referred the matter to the City Attorney.

Youth
y Activities- The Clerk read a letter from Dr. W. Melvin Strong, director Youth
Memo. Hall activities in Huntington Beach, stating that it was agreeable with him and
th-e various other organizations that the Job's Daughters and De Molay
J
groups should have the Memorial Hall on the first, second and third Fridays
of each month and that they as individuals be permitted to invite friends,
non-members of these groups for whom they can be responsible, to the dances.
The -fourth Friday to be taken by the P.T.A. for the Elementary Schools
"Eighth" graders and, on motion by gable seconded by Bartlett, permission
was granted as above outlined to continue at the will and pleasure of the
City Council and with the understanding that should the hall be urgently
required for other purposes dates may be cancelled. Motion put and carried,
• Councilman Hawes voting No.
Bid on On motion by Henrickson seconded by Hawes, the bid of J. K. McDonald in
Lot 17, 14,.
HB the amount of $125,00 for tax deed lot 17 in Block 314, Huntington Beach Tract,
was accepted and the Clerk directed to furnish escrow instructions.
Bid = The Clerk read bid of J. K. McDonald in the amount of $550.00 for
Lots 21 23,
25 & 27doLs 21, 23, 25 and 27 in Block 314, Huntington Beach Tract. A check in the

amount of $50.00 accompanied the bid. The matter was referred to the City
Attorney to
investigate status of title.

Clerk read application of A. D.

Memorial Hall for Sunday afternoon meetings for a period of several .

on motion by Bartlett seconded
by Grable, the request was denied.

Life Guard The
Clerk read a letter from Chief Life Guard -Delbert -Higgins in which
statistics

were recorded showing the number
of out of town visitors to the
beach during the summer season and recommending that the City make application
to the County for the sum of $4,000.00 per year to help defray life guard

0942 expenses. The Clerk.read Resolution No. 942 requesting aid from the County
in the sum of $4,000,00 to assist in defraying life guard expense and, on
motion by Henrickson seconded by Bartlett, Resolution No. 942 was passed -and
adopted by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Life guards The Clerk read a letter from Chief Life Guard Higgins asking per -

months mission to employ a number of life guards beginning June 15, 1944 and, on motion
by Hawes seconded by Grable, permission was granted.

the alley was referred to the Chief of Police for his investigation and
recommendation.

approved.
Shoe shine On motion by Henrickson seconded by Hawes, the application of J. C. Stone.J
shop
for license to operate shoe shine shop at 111j Main Street was approved.

Transfer of On motion by Bartlett seconded by Grable, the application

for transfer of taxi license from D. L. Batterton to Walter G.
Van Dyke was approved.
Salary Ord, The Clerk gave salary ordinance No. 482 its second and final

reading and, on notion by Henrickson seconded by Hawes, Ordinance No.
492 was passed and adopted by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Neon Sign On motion by Grable seconded by Hawes, the application of
Victor Terry to erect Neon sign at 127 Main Street was approved.
Telephone in On motion by Henrickson seconded by Grable, the Clerk was
Boy Scour cabin
directed to order telephone installed in the Boy Scout cabin.
Application to drill: On motion by Hawes seconded by Bartlett, the application of
Southwest Expo.
Southwest Exploration Company for permission to drill wells J-19,
.J-19, J-20 and J-21 was approved.
Standard Oil Co. On motion by Henrickson seconded by Grable, the application
of Standard Oil Company for permission to drill wells B"91, B42 and
B-83 was approved.
City owned Engineer Overmyer stated that he had an incomplete applica-

tion to drill an oil well on city owned land near the easterly city
limits. The matter was referred back to the City Engineer and City
Attorney for complete information.

if anyone had any objections to issuing special permit No. 3. There
being none, on motion by Hawes seconded by Bartlett, the application was
approved.

if anyone had any objections to issuing Special Permit #4. There being
none, on motion by Hawes seconded by Bartlett, the application for

permit by the Standard Oil Company to drill P. E. #h31, the Mayor asked
if anyone had any objections to issuing Special Permit No. 5. There
being none, on motion by Grable seconded by Hawes, the application for
special permit was approved.

by the Huntington State Company to drill State #10, the Mayor asked if
anyone had any objections to issuing Special Permit No. 1. There being

Hearing -; This being the date set for hearing of petition for special

#2 for State permit by the Huntington state Company to drill State #11, the Mayor

There being none, on motion by Hawes seconded by Grable, the applica-
tion for special permit was approved.
Hearing set for The Clerk informed the -Council that.he had set 7:30 P.M. Monday,

June 19th as the time for hearing on application.of the -Huntington State
Company for special permit to drill State No. 12.
4uit Claim The Clerk read Quit Claim deed of the City of.Huntington Beach
deed on
Lots 17 & 19 conveying Lots 17 and 19 in Block 317 to Gladys C. Harris. A check for
3�7 $237.32, balance due, was submitted by the City Attorney and, on motion by
Henrickson seconded by Hawes, the Mayor and Clerk were authorized to
execute the deed.
Abatement This being the time set by the City Council for hearing object-

Ions to the Council's resolution to destroy weeds, the Mayor asked if any
objections had been received. There being none, on motion by Henrickson
seconded by Bartlett, the Superintendent of Streets was authorized and
directed to abate the weed nuisance.
Camp ground On motion by Henrickson seconded by Hawes, the recommendation of
employees for
summer City Engineer Overmyer to employ tYe following at the municipal camp
grounds June 15th to September 15th was approved:

State Guard On motion by Hawes seconded by Grable, the Clerk was directed to
write and ask the proper officer of the local State Guard to remove
equipment now being stored in the Horseshoe Club house.
Demands On motion by Grable seconded by Bartlett, demands approved by the
Finance Committee were ordered paid.
Remove tree On motion by Grable seconded by gawes, the City Engineer was autho-
rized to remove small Acacia Tree in the 600 block on California Avenue.
Petition Board of On cation by Grable seconded -by Bartlett, Mayor Talbert and City
Supervisors for
help to. Attorney Overacker were authorized to appear before the County Board of

gd: expa Supervisors and petition them to grant the.City the sum of $4,000.00 to•
help defray life guard expenses in Huntington Beach.
Truck The matter of purchasing a truct to mount equipment now in the
Vir`e Equip.
Fire Department was referred to the Police and Fire Committee to investi-
gate and report,

Vacations The City Council unofficially went on record as favoring
the policy followed last year and allow pay for vacation time in
the event employees are required to remain on the job without
vacations.
Repair On motion by Hawes seconded by Grable, City Engineer Overmyer
Fountain
was authorized to repair fountain and install tile on the first
floor of the Pav A -Lon.
Budget The Clerk informed the Council that a preliminary budget
for 1944-1945 would be ready for next meeting'of the City Council.
On motion by Henrickson seconded by Hawes, the Council
adjourned.
