a 0 q Minutes Monthly Reports Surety Bonds MINUTES Council Chamber, City Hall, .'Huntington Beach, California Monday, August'7, 1944 The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor Talbert. Councilmen present: Henrickson, Grable,.Hawes,,Bartlett, Talbert. Councilmen absents None. On motion by Henrickson seconded by Hawes, minutes for the month of July were approved as read. The Clerk read monthly reports of the City Treasurer, City Collector, City Engineer, City Judge and Chief of Police and, on motion by Grable seconded by Hawes, same were accepted and ordered filed. On motion by Henrickson seconded by Bartlett, the surety bonds of Bucey Housemoving Company, West Coast Neon Sign Company and Joseph L. Edwards were approved. Councilman Hawes At this time, 7:45 P.P., Councilman Hawes was called from the called out chambers. Country Fair On motion by Henrickson seconded by Bartlett, the sum of $500.00 was allocated to the Country Fair to apply on expenses, same to be paid out on demands only. Vacations ® On motion by Grable seconded by Henrickson, the following vacations were suspended and full time allowed: P. L. Huddle, Street Foreman - 2 weeks Joe Hughes - 2 weeks E. R. Hensley - 2 weeks Joe Palladino - 2 weeks A. L. Umphenour ® 1 week This upon recommendation of City Engineer Overmyer. Applications On motion by Henrickson seconded by Grable, the application for Neon sign approved building permit to erect Neon sign by Walter G. Van Dyke was approved. Riding Academy On motion by Henrickson seconded by Grable, the application for approved license to conduct riding academy by 0. M. Porter was gpproved._ West Coast Neon On motion by Grable seconded by Bartlett, the application of West Sign Co. Coast Neon Sign Company for license to construct Neon signs was approved. - Hotel m 804 Ocean On motion by Bartlett seconded by Henrickson, the application for license by Ed Bennett to operate hotel at 804 Ocean Avenue was approved. Cafe m 112=18th 3t. On motion by Grable seconded by Henrickson, the application for license to operate cafe at 112 ® l9th Street by Lillian E. Davis was approved. Page #2, Minutes Aug,7, 1944 T• � Hearing This. being the date set for hearing on the application of Huntobtate Co© Huntington State Company for special permit.to drill wells, State No. 14 and No. 15, the Mayor asked if anyone in the audience had any objections to issuing the permit. -There were no objections. The Clerk informed the Council that no objections had been received by his office and the Engineer stated that there would be no hazard in allowing the permit and, on motion by Grable seconded by Bartlett, the permits were approved. Councilman returns Hawes At this time, 7:50 P.M., Councilman Hawes returned. Contract = The Clerk presented and read contract between the City of Hunting- ' Co of Co iton Beach and the Chamber of Commerce for the year July 1, 1944 to June 30, 1945 and, on motion by Grable seconded by Bartlett, the Mayor and J Clerk were authorized to execute the contract. Motion put and carried unanimously. r Resoo #946 "1 The Clerk presented and read Resolution No. 946 authorizing the City Land from Mills Land & Water Clerk to accept deed to certain property from the Mills Land and Water Coo Company and, on motion by Henrickson seconded by Grable, Resolution No. 946 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None, Resoo947 The Clerk read Resolution No. 947 cancelling taxes upon certain tax Cancelling taxes deeded property within the City and, on.motion by Hawes seconded by Grable, Resolution No. 947 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Demands On motion by Grable seconded by Bartlett, demands approved by the Finance Committee were ordered paid. Lots 11 & 12, On motion by Henrickson seconded by Hawes, the City Attorney was Bl•k. 802 VDM authorized to write Security Title Insurance and Guarantee Company of Santa Ana and state that the City will defend title to Lots 11 and"12, !I Block 902, vista Del Mar Tract, sold to Florence M. Preston, in the event of a suit. A copy of the City Attorney°.s letter to be filed with the City Clerk. Denio et al The City Attorney stated that he had received a letter from Judge Trial. .Octo 2 . West of Santa Ana regarding the Denio et al case and the.trial was set for October 2, 19440 ' Agreement to The Clerk read an agreement between the County of Orange and the City buy tax deed lots from County of Huntington Beach covering the proposed sale by the County of certain tax deed lots to the City at $10.00 each, said property consisting of approximately sixty-eight parcels or lots, also Resolution No. 949 authorizing the Mayor and Clerk to execute the agreement and, on motion by r Page #3, Minutes Aug. 7, 1944 • l 1 Resoo0948 Grable seconded b Hawes, Resolution No. Y 948 was passed and adopted by the following vote: F AYES: :Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. Harris covering Lots 17 and 19 in Block 317, Huntington Beach 17th Street Section and, on motion by Henrickson.seconded by Bartlett, the deed was ordered cancelled. Quitclaim deed The Clerk presented and read quitclaim deed covering Lots ' 17 and 19, Block 317, Huntington Beach 17th Street Section from the *, City o'.f'*,'Huritingtbn,:�Beach� to. -Gladys'• Ca-Harrib-, : dated asr of°'the 7th ddt'of`August, 1944 and, on motion by Henrickson seconded by Bart- , lett, the Mayor and Clerk were authorized to execute same on behalf of the City. Fires on beach Councilman Henrickson stated that fires were being burned on the beach indiscriminately and recommended that the police department be given power to regulate same and, on motion by Henrickson seconded by Bartlett, the City Attorney was authorized to amend the ordinance so as to abate the nuisance. , Slob Machines The matter of licensing slot machines as suggested by Councilman Henrickson was referred to the City Attorney to investigate and advise. Congressman Phillips Mayor Talbert stated that Congressman Phillips would visit Hunt- ington Beach August loth at about 2 P.M. and would discuss with the City Council and others the matter of priorities on building of homes in Huntington Beach. Mayor.Talbert stated that he could not attend the meeting"but suggested other councilmen and officials of.the City be present. Gardenden Club a n,Preso H.B. Mr. R. G. Hudson, president of the Garden Club, asked the City G• Council to furnish two policemen to guard the property of the exhibitors during the Country Fair, August 17th, l8th, 19th and 20th at the Pav-A-Lon. He also asked that the fire chief examine the arrangement of displays before the opening day. Liability Ins. On motion by Bartlett seconded by Henrickson, the City Clerk was, authorized to accept a rider to the city's liability policy which will t provide protection to the Garden Club and others during the Country Fair. state Guard Mayor Talbert stated that Captain Hopkins of the newly formed State Guard was very anxious to secure quarters for the Guard and its equipment, There was some discussion on the matter but nothing definite was arrived at. The matter was continued. S. R. Bowen On motion by Hawes seconded by Bartlett, the City Clerk was directed to write the widow and family of former Mayor S. R.. Bowen and express the sympathy of the city councilmen to the bereaved family. Councilmen.absent: None., Ord,#483 Ordinance No. 483, regulating use of the public beach, was given' first reading _ its first reading at this time by the clerk. D. C. Terry - The clerk read a letter from D. C. Terry asking permission to have Tree in parkway tree removed from the parkwayNin front of his residence. The matter was i Councilman Haawes arrives Application Cafe Application Auto supply Application Electric- sign War Dept, alley referred to the Streets and Parks Committee. Councilman Hawes arrived at this time, 7:40 P. M. On motion by Grpble seconded by Bartlett, the application of Dale D. Potts to operate cafe at 412 Walnut was approved. On motion by Hawes seconded by Henrickson, the application of Lew A. Kinney for license to operate auto supply at 121 Main Street was approved. On motion by Bartlett seconded by Hawes, the application of Lew A. Kinney to erect electric sign at 121 Main Street was approved. The Clerk read a letter from the office of the Division Engineer, War Department, asking permission to fence a certain portion of an alley and, on motion by Hawes seconded by Henrickson, permission was granted. Renew lease on On motion by Henrickson seconded by Hawes, the.Clerk was directed to golf course write the Huntington Beach Company and request renewal of the golf course lease. 1 A
