HomeMy WebLinkAbout1944-09-05ej11U y MINUTES Council Chamber, City Hall, Huntington Beach, Calif. Tuesday, September 5, 1944 The regular meeting of the City Council was called to order at 7:.30 P. M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Minutes On motion by Grable seconded by Hawes, minutes for the month of August were approved as read. Monthly reports The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, City Judge, City Engineer and Chief of Police and, on motion by Henrickson seconded by Bartlett, same were accepted and order- ed filed. Applications: On motion by Bartlett seconded by Hawes, the application of Ila N. Mrs. Dabney Dabney for real estate salesman's license was approved. • Beauty shop On motion by Grable seconded by Hawes,.the application of Betty Crouch to operate beauty shop at 119 Main Street was approved. r Service station On motion by Grable seconded by Bartlett, the application of Guy H. Lewis for license.to operate service station at Fifth and Main Streets was approved. T Garage On motion by Bartlett .seconded by Hawes, the application of Harry R. Pence for license to operate garage and automobile service at 420 , 5th Street was approved. Household. On motion by Henrickson seconded by Bartlett, the application of appliances Kenneth E. Austin for license to conduct the business of selling house- hold appliances at 474 Ocean Avenue was approved. Secondhand store On motion by Grable seconded by Hawes, the application of Walter G. Y Van Dyke to operate second hand store and sell.fishing tackle at 104 Main Street and 300 Walnut Avenue was approved. Harry E. Ballade On motion by Hawes seconded by Henrickson, the application of Harry E. Sallade for position in the Streets and Park Department was referred to the City Engineer and the Streets and Parks Committee r' 1- with authority to act. Date set for hearing The Clerk informed the Council that he had set the date of Sept- gil well permit. ell #30 ember 18th for hearing on application of Standard Oil Company to drill ' Standard Oil co. well No. 30. Oil lease The Clerk read a letter addressed to Attorney Overacker relative to acreage oil lease on the City's 96 acres and presented a check in the amount of $192.00 covering rental July 6th to September 6, 1944 and, on motion by Henrickson seconded by Grable, the Mayor and City Clerk were authorized ' to execute oil lease heretofore presented to the City Council on July St �41 AIVTCS _ ,, y 19, 1943, said contract being attached to an option. Bid on Lot The bid of Mrs. Fern Sylvester of $100,00 on tax deeded Lot 12 in l2,Blk 1203, VDM Block 1203, Vista Del Mar Tract was referred to the City Attorney. Asks to have The Clerk read a letter from Mrs. Leila B. Montgomery asking the tree removed City to remove a tree in front of 502 Alabama Avenue. The letter was referred to the Streets and Parks Committee to investigate and report A to the City Council. Applications- The Clerk read application of the Southwest Exploration Company for Southwest Exp.Co. oil well permits covering State J-26, J-27 and J-29 and, on motion by Henrickson seconded by Hawes, same were approved. Standard Oi1Co. The Clerk read application for oil well permit presented by Standard Oil Company on Huntington B-84 and, on motion by Bartlett seconded by Grable, permit was granted. Tax Deeded lot The Clerk informed the Council that Kenneth M. Bishop, 2255 Magnolia Kenneth Bishop Avenue, Long Beach, had not exercised.his option of April 14, 1944 to • purchase tax deeded lots 10 and 12 in.Block 312, Huntington Beach Tract and, on motion by Henrickson seconded by Bartlett, the bid was cancelled and the lots ordered placed on sale. Bids on Ins. The Clerk informed the Council that this was the date to open and on automobiles examine informal bids on insurance for city owned automobiles. A letter was read from Ila N. Dabney to the effect that she.was unable to get a bid from her company. Bid of Chris H. King $1,235.00, Huston, Suter and Huston $1,144,40 and, on motion by Hawes seconded by Bartlett, the bids w were referred to the insurance committee for study and report at next meeting of the Council. Mr.- Hudson, pres. Garden Club Mr. Hudson, president of the Garden Club, addressed the Council and thanked them and officials and employees of the City for their assistance in conducting the Country Fair. Mr. Hudson recommended that the City Council look into the matter of forming a Bounty Fair Association. This was referred to the Streets and Parks Committee. Demands On motion by Bartlett seconded by Grable, demands approved by the Finance Committee were ordered paid. Mr. De Guelle The Clerk read a statement from James De Guelle covering damage to files claim for damage to restaurant property located at the end of the Municipal Pier. He claims equip,on pier that the Army has destroyed or damaged property in the sum of $999.06 as follows- 48 ft. counter at $15.00 per running ft. - - - - - --.$720.00 13 et. Back Bar at $15.00 per running ft. - - - _ _ _ _ 195.00 Hot water tank delimed and repaired - - - - - - - - - - 20.00 5window shades ____________________ 6.06 Repair tops of 4 stools at $2.00 each _ _ _ _ _ _ _ - 8.00 Replacing enclosure for hot plate, hot and cold water sink and sandwich board - - - - - - - - - - - - - - - - 30 e OO Y Replace dish washing sink - - - - - - - - - - - - - - - 20.00 8999-06 Mr. De'Guelle asked that some action be taken toward collecting this amount and, on motion by Hawes seconded by Henrickson, the matter was referred to the City Engineer with instructions to submit the bill to the U. S. Army for settlement. 0 j % Page #3- , Minutes - Sept. 5, 1944 Dishes & other At the request of the City Clerk and, on motion by Hawes equipment not to be moved from one bldg$econded by Bartlett, the Council voted to discontinue moving to another dishes, chairs and cooking utensils from one city owned building r to another and the City Clerk was authorized to purchase sufficient dishes. and other equipment to accommodate seventy-five people at the Lake Park Club house. Ration Board On motion by Hawes seconded by Grable, the Council.authorized the y transfer of Hazel Mollica to the Ration Board for four hours per day for a period not exceeding fifty days. Reso. #949 - The Clerk read Resolution No. 949 setting the tax rate for the ' Tax rate year 1944-1945 and, on motion by Henrickson seconded by Hawes, Reso- lution No. 949 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None, ABSENT: Councilmen: None. Ur. Ferebee m On motion by Grable seconded by Bartlett, and on recommendation of lass "E" the City Engineer, F. F. Ferebee, trash truck operator, was advanced from Classification "D" to Classification "E" $185.00 per month, , effective September 1, 1944. Mayor Talbert- Mayor Talbert stated to the Council that he believed the time had zoning arrived for making arrangements to zone certain portions of the City for residential purposes. The City Engineer and City Clerk were directed to bring maps and other planning commission -data to the next meeting of the City Council for study.
