Monday, December 4, 1944 The regular meeting of the City Council was called to order J at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. On motion by Grable seconded by Hawes, minutes for the month of November were approved as read. The Clerk read monthly reports`of the City Clerk, City Treas- urer, City Collector, City Judge, City Engineer and Chief of Police, and on motion by-Henrickson seconded by Bartlett, same were accepted and ordered filed. Engineer Overmyer stated that the Signal Pipe•Line'Company was laying a line across the city and had not secured the proper permission, and on motion by Grable seconded by Hawes, the Engi- neer was directed to notify them to make the necessary applica- tion•and arrangements for installing pipe lines and excavations or immediately cease work. F.L.Richardson- On motion by Grable seconded by Bartlett, the application of Help -yourself laundry F. L. Richardson to operate Help -Yourself laundry at 214 Hart-, ford Street was approved. D. Wein On motion by Grable seconded by Hawes, the application of-D. painting Wein for license to conduct the business of painting contractor was approved. Glen McCallister- On motion by Henrickson seconded by Hawes, the application of Lunch room Glen McCallister for license to operate lunch room at 304 Ocean Avenue was approved. Adams & Lindley- On motion by Grable seconded by Hawes, the application of Cafe Clive L. Adams and R. G. Lindley for license to operate cafe at 113 Main Street was approved. Surety Bond- On motion by Henrickson seconded by Dawes, the surety bond B. R. Beoqrd of B. R. Beard to engage in the electrical business was approved. Standard Oil Coo On motion by Bartlett seconded by Hawes, the application of Well - A-73 Standard Oil Company for oil well permit to drill A-73 was approved. Orange Co. Anyone wishing to attend must notify the City Attorney on or before noon of Tuesday, December 12th. Mr. Clapp re- The Clerk read a letter from Sam Clapp asking that trees be re- quests removal of trees at moved and curb and sidewalk be repaired at 204 Geneva Street. The 204 Geneva letter was referred to the City Engineer and Park Committee to invest- igate and advise. ,;. San Pedro Comm A letter from the San 0edro Commercial Company offering to contract mercial - Co;_ e Garbage for the collection and disposal of garbage was read and ordered filed. Mr.Mitchell The Clerk read a letter from L. E. Mitchell asking that a tree . asks removal of tree- 920 be removed from in front of his place, 920 Main Street, for the reason Main St.' that it is destroying the sidewalk .and that there is danger of broken limbs falling on pedestrians and parked cars. The matter was referred �a to the Streets and Parks Committee and City Engineer, Bid Lot 22, The Clerk read bid of C. E. Sandstrom in the amount of $75.00 Blk 4o4 for Lot 22 in Block 404, Huntington Beach. A check in the amount of $7.50 accompanied the bid. Sherman Christmas h IL Musicale Denny Music -and Arts Committee Chairman, asking the City to allocate the sum of $1 0.00 from 5 the music fund to hel p defray expenses for the annual musicale to be held Sunday afternoon, December 17.th, and on motion by Henrickson seconded by Grable, the amount was allocated. C. of. C. Christmas fund The Clerk read a letter from the. Chamber of Commerce, H. M. Hepburn president, asking the City to allocate the sum of $100.00 from the Christmas fund to be used in.caring for military personnel during the Christmas season, and on motion by Grable seconded by Hawes, the request was granted. Norton & Bailey - The Clerk read a letter from Morton and Bailey, contractors, contractors 710 Ocean Avenue, Seal Beach, asking the City Council to waive certain specifications for the installation of vents and other plumbing material during the construction of new houses approved by the W.P.B. Engineer Overmyer explained to the.Council the city's re— quirements also the manner in which the contractors desired to sub- stitute material, and on motion by Henrickeon seconded by Bartlett, the matter was taken under advisement. Cancellation of The Clerk read cancellation of an agreement dated October 15, agreement acreage 1943, between the City. of Huntington Beach, lessor, and B. Aldabe and Felix V. Hernandez, lessee, and on motion by Henrickson seconded by Hawes, the Mayor and Clerk were ordered to execute the cancellation agreement. Lease The Clerk read a lease between the City of Huntington Beach and Dwight .Hughes Dwight Hughes, 1152 E. First Street, Long Beach, California, cover- ing lease on city owned real property and certain building near the Page #3 m Minutes December 4, 1944 Planning Commission Tax Deeded Lots D erlands Toilets under pier easterly city limits for a period of five years commencing November 1, 1944, total rental $2,700,00, and on motion by Henrickson seconded by Hawes, the Mayor and Clerk were authorized to execute the lease, The Clerk informed members of the City Council that the Hunt- ington.Beach Planning Commission will meet at 7:30 P.M. Friday, Deap.A ember 9th, in the Council Chambers. The Mayor and City Councilmen discussed the matter of serving notices in connection with the sale of tax deeded lots. It was suggested and agreed that Delbert Higgins will assist the City Attorney in serving notices in accordance with the city Attorneys.s instructions. On motion by Grable seconded by Bartlett, demands approved by the Finance Committee were ordered paid. On motion by Henrickson seconded by Hawes, the City Engineer was authorized to check up and furnish an estimate of cost for the repair and replacement of toilet facilities under the pier entrance. Mr. Hudson Mr. Hudson, president of the Garden Club, addressed the Council and suggested that an association be formed from the following:orm ganizations, City of Huntington Beach, Garden Club, Chamber of, Commerce and Citizens' service Club, for the purpose of staging an annual fair similar to that staged by the Garden Club last year. The Mayor appointed City Attorney Overacker, Dr. Hawes and Council- man Grable as a committee to investigate and report back to the City Council, Youth Org. Engineer Overmyer submitted a communication from the Youth Organization of Huntington Beach relative to the City furnishing a recreational building. The matter was taken under advisement for report at next meeting. Lake Park City Engineer Overmyer was authorized to check up cost of Club house covering the kitchen floor in the Lake Park Club house and invest- igate the cost of furnishing a new kitchen range. Meeting,,- Fullerton- Chamber of Commerce secretary Gallienne informed the Council housing for colored people that there would be a meeting Thursday noon, December 7th, in the California hotel at Fullerton for the purpose of discussing housing for colored people. Stray dogs The matter of controlling stray dogs was referred to the Chief of Police with authorization to secure an efficient dog catcher. On motion by Hawes seconded by Bartlett, a Co cil adjourned.
