Council Chamber, City Hall,
Huntington Beach, California
Monday, February 19, 1945
The.regular meeting of the City Council was called to order at 7:30
P.M. by Mayor Talbert.
Councilmen present: Talbert, Henrickson, Bartlett.
Councilman Hawes arrived at 7:45 P.M.
Councilmen absent: Grable.
' Special Permit This being the date set for hearing on the application of the Hunt -
Drill ington State Company for special permit to drill well, State No. 20, the

Mayor asked if anyone had any objections. There being none, on motion by
Bartlett seconded by Henrickson, the permit was granted.
"State" J-40 On motion by Henrickson seconded by Bartlett, Application of South-
west Exploration Company to drill "State" J-4.0 was approved.
"State" J-35 On motion by Henrickson seconded by Bartlett, the application of
Y Southwest Exploration Company for permit to drill "State" J-35 was approved.

Standard Oil Co. On motion by Henrickson seconded by Bartlett, the application of
Hunt.A-76 Standard Oil Company of California for permit to drill Huntington A-76
was.approved.
Soft Water On motion by Bartlett seconded by Henrickson, the license applica-

Recreation Mr. W. N. Cookerly of the State Land Office addressed the Council
Bldg -
State asks and asked permission to lease the Standard Oil Recreation Building owned
permission
to lease . by the City and now located on Standard Oil Company property. Mr. Cookerly
stated that he had received tentative permission from the Standard Oil
Company to use the building on their grounds. The matter was referred to
Mayor Talbert to formulate an agreement for rental.
H.B.Country The Clerk read a letter from the Huntington Beach Country Fair asking
Fair -Aug. 16,
17,18 & 19 permission to use the Pav-A-Lon to stage the Third annual Country Fair
August 16th, 17th, 18th and 19th, 1945, and on motion by Henrickson second-
ed by Bartlett, permission was granted at the usual charge of $25.00 per night.
Bid on Lots The Clerk read bid of C. M. Rood in the amount of $875.00 for Lots
1-2-3-4-8-9 &
10,Blk 812 1-2-3-4-8-9 and 10 in Block 812, Wesley Park Tract. A check in the amount

of $250.00 accompanied the bid. The bid was ordered filed for further
reference.
Mr. McCormick- On motion by Hawes seconded by Bartlett, the application of Ray

McCormick for permission to eut,curb on Magnolia for purpose of entrance
to his garage at 428 - 7th Street was granted.

Meeting - War A letter from The War Manpower Commission inviting the Mayor

American Legion
The Clerk informed the Council that the American Legion

Pav-A-Lon
wished to stage a dance in the Pav-A-Lon on the evefiftg of
March 14, 1945, to promote funds necessary to equip a sun room
at the Army Air Base, Santa Ana, to be used in connection with.
the hospital for disabled members of the Armed.Forces, and on
motion by Bartlett seconded by Hawes, permission was granted at
the usual Yee of $25.00.
Orange County
The Clerk read a letter from Attorney Overacker stating that
League meeting
the next meeting of the Orange County League of Cities will be

held at the Elks Club, 423 North Los Angeles Street, Anaheim, on
Friday evening, February 23d at 6:45 P.M.

Claim -
The Clerk read claim of Denio, Hart, Taubman and Simpson, and
Denio et al
on motion by Henrickson seconded by Hawes, same was ordered filed.

Trailer Park-
The Clerk read a letter from Engineer Overmyer recommending
Ralph St. Clair
the transfer of Ralph St. Clair to the trailer park to replace Jack
Killian,resigned, and on motion by Henrickson seconded by Bartlett,
the request was granted and St. Clair -to be placed in Classification
"C" and allowed overtime so as to net not to exceed $200.00 per
month during the time he is employed at the trailer park.
Mervil Larson - On motion by Bartlett seconded by Henrickson,.Mervil C. Larson
employed
was employed as sign painter, Classification "C", $200.00 per month, y
effective immediately to serve at the will and pleasure of the City
Council. r
Cliff King - The Clerk read a letter from Cliff King explaining the type of
Concession
improvements he proposed to make on his concession in -the Pav-A-Lon. %,
The proposed sign was referred to the Beach and Pier Committee and the
City Engineer for further investigation.
Demands On motion by Bartlett seconded by Henrickson, demands approved
by the Finance Committee were ordered paid.
Dangerous Harvey W. Brooks addressed the Council relative to the dangerous r
intersection
intersection at Lake Avenue, First Street and Olive Avenue. Engineer
Overmyer was directed to make a caution sign and notify trucks to
reduce speed at this point.
Memorial Hall Mr. Brooks requested permission of the City Council to use Memo-
rial F-all Sunday afternoon for orchestra rehearsal. The matter was
taken under advisement.
Mr. Strong Councilman Henrickson stated Melvin Strong, youth coordinator,
desired quarters for recreation. No action was taken by the Council.
Parking on Mayor Talbert called attention to careless parking on Main
Main Street
Street and other close -in business streets. Secretary Gallienne of the y
Chamber of Commerce stated that the businessmen's committee of the .

Curbs
Y
Chamber of Commerce is taking this matter under advisement and will
no doubt make recommendations to the City Council in the near future.
The matter of installing curbs in the vicinity of new buildings
on the east side was referred to Engineer Overmyer with authority to
contract for same.
On motion by Henrickson seconded by Bartlett, the Council
adjourned.
