The regular meeting of.the City Council was called to order at
7:30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert.
Councilmen absent: None.
The Clerk read offer of Allen A. Anderson in the amount of
$350.00 for Lots 2, 4 and 6 in Block 521, 17th Street Section;
check for $50.00 accompanied the bid. Bid was referred to the City
Attorney.
Bid on Lots The Clerk read bid of May Forrester in the amount of $540.00 for

k40DMLots 5, 6, t and 9 in Block 403, Vista Del Mar Tract; check in the
amount of $40.00 accompanied the bid. The bid was referred to the
City Attorney.
License - On motion by Hawes seconded by Bartlett, the application of
Mrs. Furr
Frances Furr for.City Realestate Broker!:_s license was approved.
Renew lease On motion by Bartlett seconded by Henrickson, the City Attorney
.of P.L.Wood
was authorized to renew lease of P. L. Wood on pier concession for a
period of one year beginning January 1, 1945, at the rate of $120.00
-� per year, payable quarterly.
Dr. Strong The Clerk read a letter from Dr. Melvin Strong thanking the City
for use of Memorial Hall for young people's dances on Friday nights.

by Hawes, Resolution No. 963 was passed and adopted by the following
vote:

The Mayor announced that he had appointed Dr. Henry S. Kaufman on
Planning Com.
the Huntington Beach Planning Commission to succeed C. L. Elliott for
the period ending April 24, 1948, and on motion by Henrickson seconded
by Grable, the appointment was approved.

Pav-A-Lon - The following motion by Councilman Henrickson seconded by
CI
Rental rate Councilman Bartlett; "That the casual rental rate on the Pav A -Lon
in future be increased to $35.00 per night except when otherwise
regulated by written contract." Motion put and carried unanimously.
Resolution On motion by Henrickson seconded by Hawes, the City Attorney
was authorized to prepare a resolution covering rental of all city
owned buildings.
W. J. Lively The Clerk read a letter from W. J. Lively offering to rent the
Pav-A-Lon for dances Wednesday, Friday.and Saturday nights for the
sum of $400,00 per month. No action was taken by the City Council.
Pav-A-Lon Mayor Talbert stated that this was the time set for discussing
Lease the matter of leasing the Pav-A-Lon for dances. Attorney Perelli
of 704 South Spring Street, Los Angeles, addressed the Council on
behalf of George M. Mitchell who had previously made application
for lease on the Pav-A-Lon for a period of one year beginning May
21, 1945. Attorney Perelli presented the Council with a copy of a
letter addressed to City Attorney Overacker in which the proposed
lease was discussed and giving references to Court decisions covering
alleged contracts between cities and individuals.
Councilman Henrickson asked City Attorney Overacker for his
opinion. Mr. Overacker referred to minutes of the City Council of
March.19, 1945 in which the City Council had directed and authorized
the City Attorney to prepare a new lease to George M. Mitchell for
a period of one year beginning with expiration of the present lease
at the rate of 035.00 per night and stated that it was his opinion
that there was sufficient grounds for a law suit.
Agreement The Clerk presented and read agreement between the City of Hunt-
ington Beach and George M. Mitchell covering rental of the Pav-A-Lon
for a period of one year beginning May 21, 1945. The agreement was
referred back to the City Attorney with the request that he exclude
August 16th, 17th. 18th and 19th at which time the Country -Fair is
to be held in the Pav-A-Lon.. Agreement to be resubmitted to the
City Council.
Lights on On motion by Bartlett seconded by Hawes, the City Engineer was
ball ground
authorized to reinstall lights on the ball grounds at the High School
by May 1st or soon thereafter.
Ord. #484 - The Clerk gave license ordinance No. 494 its first reading at
First reading
this time.
Sewage Plant Councilman Hawes stated that the sewage plant is being operated
but that further repairs will be needed and he will submit a report
in the near future.
Oil Wells - The matter of preparing an ordinance to compel all oil operators
ordinance
to clean up premises, es.jpecially after wells have been abandoned,
was referred to the City Attorney.

Green Fees
Mayor Talbert stated that the Council should consider the

question of green fees for service men. That if allowed to play
free they would probably monopolize the course. The matter was
deferred until next meeting of the City Council.
Girl Scout
Engineer Overmyer stated that Girl Scout Troop No. 3 desired
Troop #3
to use the Lake Park Club House on the first and Third Tuesdays
from 7 to 9:30 P.M. Councilmen discussed the matter.and decided
that it would not be a good policy to tie the hall up indefinitely
and that the Scout Leaders wbuld have to make application the same

as other organizations for use of the hall.

Municipal
On motion by Henrickson seconded by Grable, Ralph St. Clair was

transferred to the municipal trailer park as of April 16th, salary

$175.00 per month, overtime not to exceed $25.00 per month and free
use of the cottage.
Orange County City Attorney Overacker stated that the Orange County League of
League meeting
Cities will meet at Anaheim on Thursday evening, April 26th and at
Huntington Beach in a joint meeting with the Los Angeles County
League May 24th at Memorial Hall.
On motion by Hawes seconded by Henrickson, the Council adjourned.
