MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, June 4, 1945
The regular meeting of the City Council was called to order
at . 7: 30 P.M. by Mayor Talbert.
Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert.
Councilmen absent: None.
Minutes On motion by Henrickson seconded by Hawes, minutes for the
month of May were approved as read.
Monthly The Clerk read monthly reports of the City Treasurer, City
Reports
Clerk, City Collector, City Judge, City Engineer and Chief of
Police, and on motion by Bartlett seconded by Henrickson, same were
accepted and ordered filed..
Club House -
The Clerk read a letter from City Engineer Overmyer contain -
Standard Oil
Camp
ing an estimate for moving and reconstructing the Standard Oil Com-
pany's club house, total $2,855.00, and on motion by Hawes seconded
by Grable, the report was accepted and ordered filed.
Bid of
Commander of the American Legion Post, Midway City, addressed
American Legion
Post
the City Council and stated that the Legion was badly in need of a
building and was especially anxious to have their bid of $500.00
accepted by the Council. Mayor Talbert recommended that the building
be moved to the city golf course and stated that he would personally
donate the sum of $1000.00 for reconstructing the building on the
course. The matter was discussed by members of the City Council with
the conclusion that when conditions warranted and material is avail-
able,.they would prefer to erect a new building on the golf course.
Bid accepted
On motion by Hawes seconded by Bartlett, the bid of Midway City
Post #555, American Legion, in the amount of $500.00,was accepted and
all other bids rejected.
Application -
On motion by Henrickson seconded by Hawes, the application of B.
to cut curb -
Jurkovich
M. Jurkovieh to cut curb and install driveway at 410 Main Street was
approved.
Golf Course - The Clerk read a letter from A. M. Andersen in which he offered
Mr. Andersen to take over the management of the local golf course at a salary of
$200.00 per month plus one-half of the green fees after same has
reached $300.00 a month. The City to furnish one man three days a
week to take care of the course and to pay rent and water charges and

Demands
On motion by Bartlett seconded by Grable, demands ap-
proved by the Finance Committee were ordered paid..
Repairs to Municipal On motion by Henrickson seconded by Hawes, City Engineer
Pier
Overmyer was authorized to proceed with making the necessary re-
pairs to the municipal pier caused by fire, estimated at approxi-'
mately $200.00.
On motion by Bartlett seconded by Hawes, the City Engineer
was authorized to make repairs at the land end of the pier at the
estimated cost of approximately $900.00.

The City Clerk was authorized to investigate the availability
of taking out fire insurance on the municipal pier.
Memo of Agreement

The Clerk read Memorandum of Agreement for the expenditure of

1/4¢ gasoline tax funds for State Highways within the City, also

Resolution No. 966 accepting the agreement and authorizing the Mayor
and Clerk to execute same. On motion by Henrickson seconded by
Bartlett, Resolution No. 966 was passed and adopted by the follow-
ing vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert.
NOES: Councilmen: None.-

4th of July
The Clerk read a letter from the Chamber of Commerce asking
permission to locate Merry -Go -Round, Ferris Wheel and other child-

ren�s rides, July 3d to 8th, on vacant property at the intersection
of Orange and Main Streets. Free permission for operation to be
given by the City, and on motion by Grable seconded by Bartlett,.

the request was granted.
Improvement -to
beach bluff
The Clerk read a letter from the Chamber of Commerce, Beach
and Pier Committee, concerning proposed improvements along the
beach front bluff between 5th and 9th streets. Committeeman
Warren Bristol explained the map as prepared by Planning Engineer
Parks, and on motion by Henrickson seconded by Bartlett, City Eng-
ineer Overmyer was authorized to prepare and submit preliminary
plans to the City Council who in turn will submit same to James S.
Lawshe, manager of the Huntington Beach Company, in accordance
with the request of the above named letter of the Chamber of
Commerce.

Agreeementement with -
The Clerk read Agreement between the City of Huntington Beach
Riggs & Henry
and Kermit M. Riggs and R. M. Henry, leasing to the last named par-
ties the Pav-A-Lon on Wednesday and Sunday nighte,beginning Wednesday,
the 6th day of June, 194 and ending Wednesday
the 5th of September, 194rj, except August 15th and 19th, for the sum
of $50.00 per night, and on motion by Grable seconded by Bartlett,
the Mayor and Clerk were authorized to execute same on behalf of the
City; Councilmen Henrickson, Grable, Bartlett and Talbert voting "Yes".
Councilman Hawes voting "No".

Amendment to
Agreement with The Clerk read amendment to agreement between the City of
Mitchell Huntington Beach and George 11. Mitchell providing for.the sum of $50.00
per night between the dates of June S, 1945 and September 1, 1945, inclu-
sive. On motion by Hawes seconded by Henrickson, the Mayor and City Clerk
were authorized to execute same.
Agreement with The Clerk read agreement between the County of Orange and the
County -
Life guardCity of Huntington Beach for the maintenance and operation of a life guard
crew from the mouth of the Santa Ana river to the southerly boundary of the
United States Naval Ammunitions and Net Depot at Seal Beach, California,
with the provisions that the County of Orange reimburse the City $4,365.00,
payments to be made beginning July 1, 1945, amount, #g73.00, a like amount
August 1, 1945, September 1, 1945, October 1, 1945 and May 1, 1946. and on
motion by Henrickson seconded by Hawes, the Mayor and Clerk were authorized
to execute same on behalf of the City.
Weeds The Clerk presented and read Affidavit.of Posting Notice for
Destroying Weeds by Superintendent of Streets Harry A. Overmyer. There
being no objections to the proceedings of the Superintendent of Streets and
the City Council.. On motion by Henrickson seconded by Bartlett, the Super-
intendent of Streets was authorized to abate the nuisance.
Mr. Ebert- The Clerk informed the Council that he had received a copy of

the Council in the near future.
Ord. #485 - The Clerk -gave Ordinance No. 485, amending the Building Ordi-

nance, its second and final reading, and on motion by Henrickson seconded
by Hawes, Ordinance No. 485 was passed and adopted by the following vote:
AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Lifeguards The Clerk read a letter from Chief lifeguard Higgins asking
for summer

Employed as of June 15, 1945, and on motion by Hawes seconded by Grable, the

Lease - On motion by Hawes seconded by Grable, the City Attorney was

authorized to prepare a three year lease between the City of Huntington
• Beach and Thayne S. Long for lease of bait concession on outer end of pier

at a rental of $100,00 per year payable quarterly in advance. The
agreement to provide for a two year renewal upon request.
Mr. De Guelle James De Guelle addressed the Council and stated that he
did not believe he could get sufficient food to justify opening his
concession on the outer end of the pier this season. The matter was
referred to the Beach and Pier Committee to confer with Mr. De Guelle.
Mr. Foster - Mr. Foster, representing the American Federation of Musi-
American Fed.
of Musicians cians, addressed the Council relative to contracts for dancing in the
Pav-A-Lon and stated that there was some question relative to the
employment of nonunion musicians but that he would check into the matter
farther with the officers of the organization before making recommenda-
tions to -the City.
New strings on piano On motion by Grable seconded by Hawes, the Beach and Pier
where needed Committee were authorized to have the necessary new strings put in the ,
piano and to provide a felt -cover to be used.when the piano is not
being operated.
Contract.® On motion by Bartlett seconded by Hawes, the City Attorney

St. John was authorized to prepare a contract beween the City of Huntirg ton Beach
and Mrs. Madge Francis and Frances J. St. John covering the concession
formerly used by Tipton on the municipal pier for the period,June 15th
to October 15th, 1945, inclusive, for a rental of $30.00 per month.
Bonds to be On-motion'by Hawes seconded.by Bartlett, the City Controller
purchased and City Treasurer were authorized to purchase eight Series F, $10,000.00
Bonds. Demand for same to be presented to the City Council at its next
meeting.
Chas. C. Washburn On recommendation of the Beach and Pier Committee and on
wharfinger motion by Hawes seconded by Grable, the Council voted to employ Chas.
•C. Washburn June 15th to September 15th as wharfinger on the municipal
pier at a salary of $150.00 per month, Glass "C" , and to bey under the
supervision of the Street Department.
Sewage Councilman Hawes stated that upon investigation he had
Dpilsspo0al found someone able to make the necessary repairs at the sewage disposal •
plant on a cost plus -basis or on contract but that he thought a cost
plus basis would be the best plan for the City, and on motion by Hawes
seconded by Grable, the City Engineer was authorized to begin the work of
repairing in accordance with Councilman Hawes' suggestion as soon as possible r
and the City Attorney was authorized to prepare an emergency resolution
providing for doing the work on a cost plus basis in an amount not to
exceed $1,000.00.
Trailer park On motion by Grable seconded by Bartlett, the City Attorney was

authorized to investigate ordinance covering the operation of trailer parks
and give his advice to the City Council as soon as convenient.
Curfew Ord. to Chief of Police Blossom recommended that the curfew ordinance
be amended

by Hawes seconded by Henrickson, the City Attorney was authorized to
prepare an emergency ordinance in accordance with recommendation of the
Chief of Police.
Bus Stop Chief of Police Blossom stated that J. R. Worthington of the
Pacific Electric Company wished to change the westerly bound bus stop
to Main and Ocean instead of 5th street and Ocean Avenue, and on motion

by Henrickson seconded by Hawes, the City Engineer was authorized to
prepare marking for bus stop as recommended by the Chief of Police.
' License - On motion by Bartlett seconded by Grable, the application of
Henry &
Riggs Henry and Riggs for license to operate the business of dances in the
Pav-A-Lon was approved.
Parking - On motion by Hawes seconded by Bartlett, Chief of Police
• Taxicab
Blossom was authorized to contact operators -of the City Cab Company and
select a suitable parking space on Walnut, if possible, between Main
Street and the first alley westerly.
Flood lights - Councilman Bartlett stated that soneone had been blacking out

the flood lights in front of the Pav-A-Lon and recommended that drapes be
placed on the windows. After some discussion, the Council decided to
leave the lights burn.
Store Bldg Mayor Talbert stated that someone wished to erect a small
store building along Ocean Avenue on city property near the east city
limits. No action was taken by the Council.
Ration Board City Engineer Overmyer stated that he was having difficulty in
operating the office of Price;Administration on account of lack of help,
and on motion by Grable seconded by Hawes, Engineer Overmyer was autho-
rized to employ a girl for a period of thirty days at 65¢ per hour.
Extending Councilman Hawes stated that he believed the Council should

reconsider the matter of extending the city limits covering certain
property adjoining the easterly city limits, and on motion by Hawes
seconded by Grable, the City Attorney was authorized to prepare a resolu-
tion of intentions to take in all that territory outside of the City
• between the city limits and Highway 39, also a 60 foot strip paralleling
easement of present sewer line to city sewage treatment plant and to in-
clude the city's 44.35 acres.
Denio et al City Attorney Overacker stated that the case of D'enio et al

3, County Court House.
