MINUTES �w Mayor Council Chamber, City Mall, Huntington Beach, California Monday, September 17, 1945 The regular meeting of the City Council was called to order at 70-30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Quit -claim On motion by Henrickson seconded by Grable, City Attorney deed ® acreage Overacker was authorized to prepare a quit -claim deed covering oil lease on the city owned 44 and 52 acre tracts respectively and have same executed by lessee. Oil Lease- The Clerk presented and read an oil lease -agreement between Agreement the City of Huntington Beach and C,. J. Gibson, 650 So. Grand, -Avenue, J.Gibson r Los Angeles, covering the city owned 44 acres, and on motion by Henrickson seconded by Bartlett, the -Mayor and Clerk were authorized to execute same after its approval as to form by the City Attorney and after quit -claim deed has been received from a former lessee. Block 1011 W.P. The Clerk read a letter from W.. Melvin Strong asking the City Youth Activities Archery to secure a lease -agreement from the Huntington Beach Company covering Block 1011, Wesley Park Tract, for a period of five years to be used as an archery, and on motion by Henrickson seconded by Grable, the i J_ I City Clerk was directed to make application to the Huntington Beach }' Company for the above named lease -agreement. The matter of.securing an easement to extend -Memphis Street across • L ZI2�i Page #2 - Minutes Sept, 17, 1945 Extend Memphis the Pacific Electric and►Southern Oacific railway tracks and across St. across P.E. Blocks 1011 and 908, owned by the Huntington Beach Company, and connecting with Lake Avenue was discussed. The matter was referred to the City Engineer and City Attorney to make application to secure the easement. ' Paint City The Clerk read a letter from Engineer Overmyer stating that it Hall would cost $1,374.00 to paint the Memorial Hall one coat and City Hall two coats exclusive of material. On motion by Bartlett seconded by Grable, the Engineer was authorized to have the City Hall painted two coats and to employ Lyndon Wells to do the work under the supervision of the City Engineer. APPLICATIONS: On motion by Bartlett seconded by Henrickson, the application of 21 B1dg.Cont.- Cox Henry C. Cox to engage in the business of building contractor at 225 Crest Avenue was approved. Gasoline On motion by Grable seconded by Hawes, the application of 0. E. delivery - Felton Felton for license to conduct the business of gasoline and refined oil delivery was approved. Sheet Metal Wks- On motion by Hawes seconded by Henrickson, the application of Lee Poteet 0. Poteet to conduct the business of sheet metal works at 510 Main Street was approved. Elect.Contr.- On motion by Hawes seconded by Henrickson, the application of Glenn Irwin M. Glenn for license to engage in the business of electrical con- tracting was approved. B1dg.Contr.- On motion by Bartlett seconded by Henrickson the application of Frazier t Alonzo J. Frazier for license to conduct the business of building con- tractor was approved. Insurance - On motion by Henrickson seconded by Hawes_the,,,comprehensive and Mrs.Dabney automobile insurance policy, as submitted by Ila:N..Dabney, for the en- suing three years was accepted and all othet: '.offers re j-ected. p The Clerk informed the Council -that he had received the re or't of . Claim for m injury an accident in which Mrs. Eula Derigo, address 515 6th Street, claims. . E to have been injured. The report states that the accident occurred about 10:30 P.M. September 3rd, in front of 908 Main Street and was alleged toF have been caused when Mrs. Derigo stepped om an uneven obstruction of bricks which had been laid irregularly in the parking between the sidewalk and curb. Mrs. Derigo claims to have broken her forearm in two places near the wrist. The matter was referred to the City Attorney for his advice. Gov't.Bldgs.- Mr. Frazier addressed the Council relative to the wrecking and re - On pier moval of government owned buildings on the outer end of the pier. He re- commended that the City purchase same from the U. S. Army Engineer at the price of $50.00 and resell to himself, and on motion by Henrickson seconded by Hawes, -the matter was referred to the City Engineer to investigate and report back. Page #3 - Minutes Sept.17, 1945 V Girl Scouts Mrs. Kirkpatrict asked permission to use the Lake Park building for the Girl Scout troop from 6 to 9 P.M. each and every Wednesday instead of afternoons as at present. She stated that on.account of her work she was unable to, meet with the girls in the afternoons. Sept.19'th - On motion by Hawes seconded by Bartlett, Mrs. Kirkpatrick and Girl Scouts the Girl Scouts were given permission to use the Lake Park Clubhouse September 19th from 6 to 9 P.M. Rental rates - The Clerk informed the Council that rental rates for both Memorial Memo.Hall & Lake Park Hall and Lake Park building were entirely to low considering the accommodations Clubhouse furnished by the City. In the discussion it was brought out that outside organizations were taking advantage of the 05.00 rate for Memorial Hall and $2.00 rate for Lake Park building by having some member of their organization in the city engage the hall. It was the opinion of the Council that a rule should be adopted determining what was a local or- ganization and that the low rents should apply only to Huntington Beach citizens and organizations and that even the present low rates should be increased. The matter was referred to the Streets and Parks committee for its recommendation. Pav-A-Lon - Councilman Bartlett stated that he believed that some regulations ground floor should be put into effect covering the use of the ground floor of the Pav-A-Lon and that it was being used now by groups living outside the city almost to the exclusion of all others. The matter was referred to the Beach and Pier Committee. Ord.#489 The Clerk read Ordinance No. 489 annexing certain territory to the Annexing certain City of Huntington Beach. This being the second and final reading, on ` territory motion by Hawes seconded by Henrickson, Ordinance No. 488 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES:. Councilmen: None. ABSENT: Councilmen: None, Ord.#489 - The Clerk read Ordinance No. 489 annexing certain --territory to the Annexing certain City of Huntington Beach. ABSENT: Councilmen: None. 12 Ton The Clerk read offer of Culbertson Chevrolet Company to furnish Truck with hoist the city with a 1946 Chevrolet 1� ton Flat Bed Truck with hoist at the _ Ga total price of $2,020,31, and on motion by Bartlett seconded by Grable, the offer was accepted and purchase authorized. Application On motion by Bartlett seconded by Henrickson, the application of Welding - Potts PotV!s Welding Company to conduct the business of welding at 523-17th Street was approved. r Page #4 - Minutes Sept.17,1945 T' J. C. Linton- Mayor Talbert stated that J. C. Linton had made a proposal to take lease golf course over the management of the municipal golf course under a three year agree- ment beginning October 1, 1945. Mr. Linton proposed to pay the city $50.00 cash each month together with 25% of all playing fees. It being further understood that Mr. Linton is to pay all operating expenses and for all . repairs of operating equipment; that the City is to pay rent for'the grounds and ,for water used on the grounds and for replacement of equipment, and on motion by Henrickson seconded by Hawes, the city attorney was authorized to prepare a working agreement and in doing so to consult with the city clerk and submit same at next -meeting of the City Council. Taxi -Ord. Attorney Overacker stated that he had secured a copy of the Monterey taxi ordinance and was preparing one along the same lines -for the City of Huntington Beach. Stenographic On motion by Henrickson seconded by Hawes stenographic allowance for allowance in- creased for.City Attorney Overacker was inereaded to $150.00 per month beginning July City Attey i, 1945. Tax Deeded lots City Attorney Overacker stated that approximately seven tax deeded, to be sold lots can be offered for sale at the October meeting, and on motion by Henrickson seconded by Hawes, the City. Clerk was authorized to advertise for sale at auction such lots as are now clear, Park site to Councilman Hawes stated that he had discussed the matter of planning be planned the City's 52 acre park site with Planning Engineer Cornell who has agreed to meet with the City Council and consider the matter of retaining Mr., Cornell for preparing plans. Dr. Hawes was authorized to make arrangements for the meeting between Mr. Cornell and the City Council at an early date._ Homer Dowty Upon recommendation of the City Engineer and on motion by Henrickson Assistant 'B1dg.Insp. seconded by Bartlett, Homer D•owty was appointed assistant building inspector to serve at -the will and pleasure of ;the City Council. ^ On motion by Henrickson seconded by Bartlett, the Council adjourned, A _.
