HomeMy WebLinkAbout1945-10-01MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, October 1, 1945 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Bartlett, Talbert. Councilmen absent: Hawes (Councilman Hawes arrived at 8:00 P.M.) Minutes On motion by Grable seconded by Bartlett, minutes for the month of September were approved as read. ,Monthly The -Clerk read monthly reports of the City Treasurer, City Clerk,, Reports City Collector, City Engineer, City Judge and Chief of Police, and on • motion,by Henrickson seconded by Bartlett, same were accepted and APPLICATIONS: ordered filed. General Roofing On motion by Grable seconded by Bartlett, the application of & Paint Co. General Roofing and Paint Company for license to conduct the business of roofing and siding contractor was approved. Ellis & Murrey® On motion by Bartlett seconded by Henrickson, the application of Service Station Ellis and Murrey for license to conduct the business of service station and repair shop at 120 Ocean Avenue was approved. :Singleton o On motion by Grable seconded by Bartlett, the application of Anna market E., Singleton for license to conduct the business of grocery and meat market at the Sea Breeze camp was approved. S.W.Exp. Co.- On motion by Henrickson seconded by Grable, the application of State J-53 Southwest'Exploration Company to drill well 1°State J-53" was approved. 0. of C., The Clerk read a letter from the Chamber of Commerce stating that signs :;-- they had made arrangements with the Automobile Club of Southern Calif- ornia to erect three porcelain enamel signs, 19 x 24 inches, one at. 5th and Oceah, one at Main and Orange and one in front of the Chamber of Commerce and asked that the City Council approve their action, and on motion by Bartlett seconded by Grable, action of the Chamber of Commerce was approved. � Mr. Hudson The Clerk read a letter from R. G. Hudson asking the City to have ' surplus dirt removed from Lots 16 and 18 in Block 211. The matter was referred to the City Engineer to contact the owner and get his consent in writing. Rates to be ,charged for use The Clerk read a letter from Councilmen Grable and Bartlett re - of bldgs. commending certain rates to be charged and deposits to be.made for use of the Lake Park building and Memorial Hall. The matter was referred to the City Attorney to prepare a resolution in accordance with the recommendations. Lake Park Bldg. The matter -,of reserving the Lake Park building for the Carl Scouts Girl Scouts each and every Wednesday from 6:30 to 8:00 P.M. was discussed; no action taken by the Council. • Dr. Hawes arrived Page #2 - Minutes Oct,l, 1945 At this time 9:00 o°clock P.M. Councilman Hawes arrived. Bids on The Clerk informed the Council that this was the date set for tax deed lots receiving and considering bids for the purchase of city tax deed lots. The Mayor offered Lots 5 and 6 in Block 1002, Vista Del Mar Tract, Knoll Section, and the following bids were read: Lots 5 & 6 Fred C. Hermann $255.00, A.J.Parker $300.00 and J. K. McDonald $250,00. Blk 1002 VDM The lots were offered to the audience forbidding and the highest and best bid was that of J. K. McDonald in the amount of $345.00 and upon J.K.McDonald order of the Mayor and consent.of the Council, the lots were sold to J. K. McDonald. Lots 15 & 17 The Mayor offered Lots 15 and 17 in Block 313, the Clerk read the Blk 313 --- following bids and informed the Mayor the following written bid had been ,. submitted: A. J. Johnson $395.00, Jack Greer $400.00 and Matthew Nichols $500,00. The lots were then offered by the Mayor to the audience for bidding, the highest and best bid being that of Jack Greer in the amount of $555.00, Jack Greer, and upon consent of the Council and order of the Mayor, the lots were sold to Jack Greer. 7,8 & 9, The Clerk announced that lots 7, 8 and 9, Block 1101, Vista Del Mar Blk 1101 VDM Tract, Knoll Section,'were ready for sale and that no written bids had been received. The Mayor proceeded to auction them off to the audience. A number of bids were made, the last and best being by Lyndon A. Wells in the L.A.Wells amount of $395.00 and upon consent of the Council and order of the Mayor, the lots were sold to the highest and best bidder, Lyndon A. Wells. Pt.19 & 21, The Clerk informed the Mayor that a fraction of Lots 19 and 21, Blk 504 Block 504, Main Street Section, were ready for sale, that written bids J.K.Mc- had been previously received and cancelled and that no written bids were Donald effective as of this date. The parcels were offered to the audience to Lights on at 15th & Orange Concession ;on pier be sold to the highest bidder, a number of bids were made, the highest and best being that -of J. K. McDonald in the anount of $175.00 and upon consent of the Council and order of the Mayor, the parcels were sold to the high- est and best bidder J.K.McDonald in the amount of $175.00. Mr. Hermann addressed the Council and asked that lights be turned on in the vicinity of 15th Street and Orange Avenue, and on motion by Henrick- son seconded by Grable, the engineer was authorized to replace fixtures and turn on the lights as requested. The Clerk read a letter from Frances J. St. John asking for a con- cession on the municipal pier. Councilman Bartlett recommended that a new building be built for the life guard department on a T near the center of the pier and that their present quarters be rented for a concession, and on motion -by Henrickson seconded by Grable, the City Engineer was autho- rized to prepare detailed plans and specifications for a new life guard station in'accordance with recommendations of the Beach and Pier Committee. Page #3 e 11inutes Oct.1,1945 Demands On motion by Grable seconded by Bartlett, demands approved by the Finance Committee were ordered paid. Discarded The City Clerk was directed to endeavor to secure a buyer for heaters the discarded heaters in the City Hall building. ' Fire siren On motion by Grable.seconded by Hawes, and upon recommendation of Fire Chief Sargent, the Fire Department.was authorized to use the fire siren in the future. Ord. on taxi cabs The Clerk read a proposed ordinance regulating operation of taxi cabs in the City of Huntington Beach. The ordinance was referred back to the City 'Attorney, the Chief of Police, the City Clerk and Council— i men Henrickson and Bartlett to be revised and to determine the amount of annual license fees and whether or not a permit fee should be !�.. charged. 4 lTO Dry gas tax Councilman Henrickson called attention to the 1*¢ per 1000 Cu.ft. .dry gas,resolution and stated that some of the companies are paying while others have declined to do so and that it was his opinion that collections should be discontinued unless all were required to pay. The matter was referred to the City Attorney for his recommendations as t soon.as convenient. A Paint Car #.29 On motion by Bartlett seo=nded by Grable, the Chief of Police was given authority to have car No. 29 painted and fenders repaired at the Culbertson garage in an amount not to exceed $119.25. Mr. Cornell Councilman Hawes stated that he could make arrangements to meet with Planning Engineer Cornell at 11:00 A.M. October 29th. All of the City Councilmen stated that they could be on hand in the event the meeting can be arranged. R.E.McIntosh R. E. McIntosh addressed the Council and stated that the building located at the corner of Main and Olive on Lots 26 and 29 in Block 203 were 7.92 inches over on Olive Avenue and recommended that the only solution would be for the city to abandon that much of Olive Avenue and that in turn the property owners down the line toward Walnut Avenue would deed the same amount of space to the -adjoining property, and on motion by Bartlett seconded by Henrickson, the city attorney was authorized to prepare an ordinance of intention to abandon in accordance with the recommendations. r On motion by Henrickson seconded by Bartlet , the Council adjourned. y uierK ana ex-o-1-r.-iolo u-Le of the City Council.
