HomeMy WebLinkAbout1945-11-054 6-U MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, November 5, 1945 r The regular meeting of the City Council was called.to order.at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Hawes, Bartlett, Talbert. Councilmen absent: Grable. Minutes On motion by Bartlett seconded by Henrickson, minutes for the month of October were approved as read. • Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, < Reports City Collector, City Judge, City Engineer and Chief of Police, and on motion by Henrickson seconded by Bartlett, same were accepted and ordered filed. Pier landing Mayor Talbert asked if there was anyone in the audience interested d. in the pier landing lease. Rex Parker stated that he had come to the Council meeting to listen to the discussion relative to the landing but was not prepared to -make any offer at this time. The Mayor informed him that the Council would meet to consider the matter again at noon Thursday, November 8th. Brewster & The Clerk read a letter from Virgil Brewster and Ernie Anshutz Anshut z - Ice house asking permission to lease a small plot of land located on the westerly side of the city's 52 acres for the purpose of moving their ice house. ` The matter was referred to the Beach and Pier Committee. APPLICATIONS: Gas engine service- On motion by Henrickson seconded by Bartlett, the application of ., Weir, Donald A. Weir and R. V. Weir for license to conduct gas engine service at 517 - 16th Street was approved. Cafe- On motion by Bartlett seconded by Hawes, the application of James Jame s Cunl if f e Cunliffe for license to operate cafe in the Huntington Beach Company's pavilion was approved. Wheel -tax- On motion by Ienrickson seconded by Bartlett, the application of Broom Wendell M. Brown for wheel -tax license was approved. Refrigeration On motion by Bartlett seconded by Hawes, the application of Robert repair -Wilson E. Wilson for license to conduct the business of refrigeration service at 619 Delaware Avenue was approved.. Wheel -tax- On motion by Hawes seconded by Henrickson, the application of H. G. H ., : G.-_Marqua Marqua for wheel -tax license was approved. Riley R. L. Riley for license to conduct the business of cafe at 213z Hain Street was approved. Bicycle repair- On motion by Henrickson seconded by Hawes, the application of Eugene W. Colman Colman for license to conduct the.business of bicycle repair and accessories at 328 - llth Street was approved. Cafe - On motion by Henrickson seconded by Bartlett, -the application of Boterman John F. Boterman'for license to conduct thee -business of cafe at 120 Main Street was approved. Restaurant - On motion by Hawes seconded by Bartlett, the application of Geneva Green Green for license to conduct the business of restaurant at 113 Main Street was approved. > Elec.Contr.- On motion by Henrickson seconded by Bartlett, the application of Hoff - Hoffman & Jacobs man & Jacobs, 1122 Gaviota Avenue, Long Beach, to conduct the business of electrical contracting was approved. Beauty Shop - On motion by Bartlett seconded by Hawes, the application of Gilberta Sommers A. Sommers for license to conduct the business of cosmetology at 125 Sixth Street, Apartment "A", was approved. Surety bond - On motion by Henrickson seconded by Hawes, the surety bond of Walter E. Hoffman & Jacobs Hoffman and Jerry S. Jacobs, electrical contractors, was accepted and ordered filed. Surety Bond - On motion by Bartlett seconded by Hawes, the surety bond of Irwin M. Glenn - Glenn, 1621 Hunter Avenue, Whittier, electrical contractor, was approved. the, application of So. -west Exp. On motion by Henrickson seconded by Hawes,/the Southwest Exploration --- Co. D-1 Company to drill well D-1 was approved. Eagle Oil & On motion by Henrickson seconded by Bartlett, the application of the Ref.Co.- Redrill Eagle Oil & Refining Company, Inc. to redrill well on Blocks 1707 and 1708, East Side Villa Tract, was approved. St. light on The Clerk read a letter from Lee S. Pratt and A. L. Honnell requesting Williams St. that a street light be erected on Williams Street between Highway 39 and Florida Avenue. This was referred to the City Engineer for investigation F and report. Claim - Denio etThe Clerk presented claim of Denio et al in the amount of $3,067.95; al same was ordered filed. State Lands The Clerk read a letter from the State Lands Commission requesting that Com. - drainage storm drain service be extended so as to take care of their property located at the corner of 17th Street and Ocean Avenue. On motion by Henrickson seconded by Hawes, the City Engineer was directed to include this work in his plans for drainage in that vicinity. Engineer Overmyer informed the City Council that drainage plans are now practically completed and ready for their consideration. G.W.Tubbs - The request of G. W. Tubbs for lease on the lower floor of.the Pav-A-Lon '• to be used as an arcade was referred to the Beach and Pier Committee. Page #3 e Minutes Nov.5,1945 The Clerk read a letter from Marion A. Speer, owner of Western Western Trails Museum Trails Musuem, R#1, Box 478, Huntington Beach, asking the City Council to recommend that the U. S.'Government furnish the museum with war relics, and on motion by Henrickson seconded by Hawes, the City Council went on record as endorsing the plan and the City Clerk was directed to write the letter as suggested by Mr. Speer. Barrows resigns The Clerk read a letter from Grover W. Barrows tendering his, resignation to engage in private business, and on motion by Henrickson seconded by Bartlett, the resignation was accepted. Street light The Clerk read a letter from Victor Terry asking the city to install street light back of his home at 637 Frankfort Street. The matter was referred to the City Engineer for his recommendations. U.S.O. A letter from the U.S.O. asking for permission to erect.a sign in front of their building at 464 Ocean Avenue was ordered filed. Wilson & Miller- The Clerk read a letter from Wilson & Miller, accountants, si-fined accountants signed by Dave Wilson, 908 Main Street, making application to the City Council to audit city records. The matter was referred to the City Clerk for his investigation. H.B.Country The Clerk read a letter from the H. B. Country Fair Association, Fair. R. G. Hudson, president, recommending that the City take over the affairs of the Country Fair and that the City Council endeavor to secure the support of Orange County and the 32nd Agricultural Commission. It was recommended that the fair grounds be located on the city owned 52 acres in the easterly part of the city. The Mayor stated that the City Council ' is now considering plans .for use of the 52 acres and if suitable arrange- ments can be made, the city will endeavor to cooperate with the County Fair Association. The City Council authorized Mr. Hudson to inform the Associated Chamber of Commerce and the special committee of which he is a member that the city looks with favor upon establishing an annual County Fair at Huntington Beach. Dogs o The Clerk read a letter from Chief of Police Blossom informing the City Council that under present conditions it is impossible for the Police Department to control the nuisance of stray dogs in this city and �. recommended that the City either enter into an agreement with the County or make the necessary provisions for taking care of the situation in accord - with ance/city ordinances. This.would necessitate the employment of a pound master, the operating of a dog catcher wagon and proper buildings to be used as a pound. The ­matter was referred.to the Police and Fire Committee and Chief of Police to contact the County authorities and report their findings. Drumm & Delmar, Attorneys Drumm and Delmar addressed the Council and summarized ~ attorneys their plans for action in the case of Denio et al ve City of Huntington Beach. Audit The Clerk presented, and read a3-'portiori`-of the annual audit of Diehl and Company, certified public accountants. The audit covers the period ending June 30, 1945. Same was.ordered filed. Claim for The Clerk: pre sente(j�,x:claim for damages on account of alleged accident damages - Derigo by Eula. Derigo. The Clerk informed the. -Council that copy of the claim for damages had been delivered to Huston, Suter & Huston, insurance agents, and to the City Attorney. No action was taken by the Council. Salary Ord. The Clerk gave salary ordinance No. 490�its first reading. #490— 1st reading Engineer Overmyer submitted a penciled sketehVshowing the site of • Proposed ' Park site the proposed park betwwen 6th and 9th streets, and on motion.by Hawes seconded sketch by Henrickson, the city attorney was'authorized to make application to the Huntington Beach Company for a lease covering the beach front as described in the sketch and submit same to the City Council. Reso.#978- The Clerk read Resolution No. 979, a resolution of the City Council Deed to Lots 5 & 6, selling certain real property and authorizing deed for same, and on motion Blk 1006 y Oliver by Hawes seconded by Henrickson, Resolution No. 978 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: Grable. Ord. 979- The Clerk read Resolution No. 979, a resolution of the City Council Deed to Lots 15 &317,selling certain real property and authorizing deed for same, and on motion by BlkGreer Bartlett seconded by Henrickson, Resolution No. 979 was passed and adopted by the following vote: AYES: Councilmen; Henrickson, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: Grable. Escrow On motion by Henrickson seconded by Bartlett, the City Clerk was authorized to 'execute escrow instructions in the above named sales. Demands On motion by Bartlett seconded by Henrickson, demands approved by the Finance Committee werd ordered paid.
