M. by the City Clerk. Councilmen present: Henrickson, Grable, Hawes, Bartlett. Councilmen absent: Talbert. Henrickson On motion by Grable seconded by Hawes, Councilman Henrickson was Mayor.pro-tem appointed mayor pro-tem. Minutes On motion by Hawes seconded by Grable, minutes for the month of November were approved as read. Monthly reports The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, City Judge, City Engineer and Chief of Police, and on motion by Grable seconded by Hawes, same were accepted and ordered filed. A Pav-A=Lon. The Clerk read a letter from G. W. Tubbs offering to pay the City Lower floor $100.00 per.month or $1200.00 per year beginning January 1, 1946, for the G. W . T_ ubbs . second year $1,500.00, for the third year $1,620.00, the fourth and fifth years to be decided upon by the City Council in accordance with,: the ex- pansion of the business. The lease to be for five years and to carry a five.year'option for concession on lower floor of pavilion.. Pav-A=Lon - The Clerk read a.letter from the Ajax Amusements, 402 Jergins Trust Ajax Amusements Building, Long Beach, offering to pay the city $100.00 per month plus 5% on all sums taken in during one month over $2,000.00. The offers were taken under advisement until the meeting of December 17th. APPLICATIONS:' On motion by Hawes seconded by Bartlett, the application of Norman Norman Biehm radio shop Biehm for license to operate radio repair and electric appliances service at Fifth and Main was approved. L.R.Biehm o On motion by Grable seconded by Hawes, the application of L. R. 4; Service Station Biehm for license to conduct the business of service station at Fifth . and Main Streets was approved. .' Bryant for license to conduct the business of used and new cars and repair shop at 311 Walnut Avenue was approved. H.B.Plastic Co. On motion by Hawes seconded by Bartlett, the application of H. B. Plastic Company for license to conduct the business of plastic fabrication ay 713 Acacia Street was approved. D.A.Trester On motion by Grable seconded by Bartlett, the application of D. A. painting coast. Treater for license to conduct the business o.f painting contractor at 619 ® 16th Street was approved. Sporting goods - On motion by Bartlett seconded by Grable,,the application of Domingo D.Bastanchury Bastanchury for license to conduct the business of sporting goods sales at 464 Ocean Avenue was approved. 440 Page #2 - Dec. 3, 1945 Contract = Stevenson Chemical The Clerk read contract between the Stevenson Chemical Company, Company 641 Gibbon Street, Los Angeles, and the City of Huntington Beach for furnishing the city with liquid chlorine at $4.00 per hundred pounds, and on motion by Grable seconded by Hawes, the Mayor and City Clerk were authorized to execute the agreement on behalf of the city. Jack Ducommun City Engineer Overmyer recommended that Jack C.Ducommun be retained as janitor at the pavilion and pier for a period of nine months, and on motion by Councilman Hawes seconded by Councilman Grable, the City Clerk was authorized and directed to write the State Employees' Retirement System and respectfully request that Jack,C. Ducommun be permitted to remain in the employ of the City for a period not exceeding nine months. D. K. Clapp - The Clerk read a letter from D. K. Clapp asking permission to erect a room twenty-four feet square on a portion of ground ad- joining the present beach cafe to be used in the same manner in which the present one is being used, and on motion by Bartlett seconded by Hawes, permission was granted with the provisions that the building be erected under the supervision of the City Engineer. Fire Hall.- On motion by Hawes seconded by Grable, the City Engineer was, paint woodworks `authorized to paint the woodworks on the fire hall building. Install driveway P The Clerk read a letter from the Huntington State Company, Hunt.State Co.. asking permission to break curb and install driveway on the north side of walnut Avenue west of 20th Street, and on motion by Hawes seconded by Bartlett, permission was granted. 0, T. Ellis- The Clerk read a letter from 0. T. Ellis in which he offered redeem Lots 37 & 39 Blk,813 W.P. to redeem Lots 37 and 39 in Block 813, Wesley Park Tract, by paying all past due taxes and assessments, and on motion by Hawes seconded by Grable, the city attorney was authorized to prepare the necessary papers for reconveying the property to 0. T. Ellis and Gaye Harris Ellis, husband and wife as joint tenants, upon the payment of $486.27 to the city. Consolidated Steel On motion by Bartlett seconded by Grable, the Consolidated Steel Co. = Memorial Hall Company of Newport Beach was granted use of the Memorial Hall Sunday, December 23d, at a rental of $25.00. Parking meters Ray Bowles, representing the Park-O-Meter Company, addressed the Council and'demonstrated the meter produced and sold by their company. The price of the meter with coin register is $59.50 installed and with- out coin register $57.00 installed, payment to be made by the city as follows - the city shall remit 75% of the receipts of all rreters in- stalled under the contract on a monthly basis during the trial period. "Should -the City elect to retain the meters, it will be given credit a against the purchase price of the 75% paid during the trial period, 0 1 -r 1 Page #3 - December 3, 1945 4 4 ILL and thereafter the City shall continue to make remittances to the Company on a monthly basis of 50% of the meter revenue, until an. amount equal to the full purchase price has been paid, at which time the city will be given a Bill of Sale and cease to make any further payments. Miller Parking A representative of.the Miller Parking Meter Company address® Meter Co.. ed the Council and demonstrated their meter. The cost of which would be approximately $79.00 with payments similar to the above. The matter was taken under advisement by the City Council until the meeting of December.17th. Mr. McKee Wm. McKee addressed the Council and stated that he was making • an extension in the rear of 226 Main Street and that underneath the area where he is laying a concrete floor there is now installed a vitrified sewer line. He stated that it is almost impossible to purchase soil pipe to replace the present line and asked permission to use the vitrified line. He was referred to the city engineer for the decision. Orange Co. The Clerk read a letter from the secretary of the Orange County League of Cities League of Cities calling attention to meeting to be held.,at 6:30 P.M. Thursday evening, Deeember'13th at the Santa Ana Country Club. The i The following stated that they would be at the meeting, Grable 1, Bartlett 2, Overacker 2. Remove trees - The Clerk read a letter from Gordon H. Ethington asking perm Et hingto n mission to remove palms at 302 Huntington Avenue and.replace them with trees suitable to the engineer, and on motion by Bartlett seconded by •Grable, permission was granted. - Mr. Strong- The Clerk read a letter.from Melvin Strong suggesting that the City erect a building to be used by the Girl Scouts. It was suggested by `City°Engineer..-Overmyer that addition could be built to the present Lake Park building which might be satisfactory. The matter was referred • to the Streets and Parks Committee for investigation and report. •' Memorial lisal On motion by Hawes seconded by Grable, the request of Melvin N Strong for free use of Memorial Hall for a Fathers and Sons potluck January loth and Mothers and Daughters party on January 24th was granted. Mr. Wilson The matter of employing Dave Wilson to audit city records was taken under advisement. Ord. #492 The Clerk read Ordinance No. 492,.prescribing terms and conditions passed & adopted. Taxi cabs under which taxi cabs and rent cars can be operated in the city of Hunt- ington Beach. This being the second and final reading, on motion by Hawes seconded by Bartlett, Ordinance No. 492 was passed and adopted by the following vote; AYES: Councilmen: Grable, Hawes, Bartlett, Henrickson. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. 442- Page #4--Dec-3, 1945 Demands On motion by Bartlett seconded by Grable, demands approved by the Finance Committee were ordered paid. Vacation On motion by Hawes seconded by Grable, Bud Higgins was Higgins granted a two weeks vacation starting December.-l8th.. Vacation On motion by Bartlett seconded by Hawes, Fire Chief Sargent Sargent was granted a.two weeks vacation beginning December 15th On motion by Grable seconded by Hawes,,th6 Council adjourned.
