HomeMy WebLinkAbout1946-01-07440 MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, January 7, 1946 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett,.Talbert. Councilmen absent: None. Minutes On motion by Grable seconded by Henrickson, minutes for the month of December were approved as read. Minutes Nov.9th Following motion made by Councilman Hawes: "That minutes for Nov - corrected - archery ember 9, 1945, be corrected so as to read as follows: The Clerk pre- sented and read a contract between the Huntington Beach Company and the City of Huntington Beach leasing to the City for a period of three years Block 1012, Wesley Park Tract, to be used as an archery range, and on motion by Henrickson seconded by Bartlett, the Mayor and City Clerk were authorized to execute same on behalf of the City. The City Engineer was authorized to proceed to clean the premises in the proper manner." Motion seconded by Councilman Grable, put and carried unanimously. Gibson Oil Co. C. J. Gibson of the Gibson Oil Company addressed the Council and Asks for lease on acreage asked for an oil lease covering the City's 44 acres and 52 acres located in the easterly portion of the City. The matter was referred to the City Attorney, the oil Committee, C. J. Gibson and Garrish Bros. to prepare and submit a contract to the City Council at its next meeting. Mr. Garrish Mr. Garrish of Garrish Bros,, lessees of a portion of the City's land, addressed the Council relative to entering into a new lease agree - went. This matter was referred to the City Attorney, to the Oil Committee, C. C. J. Gibson and Garrish Bros. to prepare a lease -agreement and submit to the City Council at its next meeting. Mrs. St. John - Mrs. St. John addressed the Council concerning her concession on Concession the pier. She was informed by the Mayor that it seems impossible to provide an adequate building on the pier at this time and accordingly she will have to make arrangements to vacate the present premise on or before February 1, 1946, so as to make room for Mr. Tipton who has a lease on the concession. Mr.. Dant - The Clerk read lease -agreement between the City of Huntington lease -boat landing Beach and Orville W. Dant in which the City grants Mr. Dant permission to use the municipal pier to facilitate the boarding, landing, embarking and disembarking of passengers, equipment and supplies to and from boats and barges, and on motion by Henrickson seconded by Bartlett, the Mayor and City Clerk were authorized to execute same on behalf of the City. Dant to erect Neon sign on the municipal pier under the supervision of the City Engineer was approved. �. MI -Co Bob Foote, representing the MI-CO.Parking Meter Company demonstrated Parking meters the parking meter manufactured by his company. So.Inp.hRfg. Chas. L. Partin, representing the Southern Implement Manufacturing Co. Company, stated that his company would have a parking meter on the market in the near future. Purchase On motion by Henrickson seconded by Hawes, the Council postponed postponed purchase of parking meters for a period of 60 days or until the March 4, 1946 meeting of the City Council. • Monroe Mr. Bowman, representing the.Monroe calculating machine, demonstrated his Cal.machine full automatic calculating machine. Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, City reports Collector, City Judge, City Engineer, Chief of Police and annual report of the chief life guard, and on motion by Grable seconded by Hawes, same were accepted and ordered filed. L. upholster#*dleson for license to conduct the business of upholstering and repair of furniture at 1019 Orange Avenue, was approved. Standard On motion by Henrickson seconded by Grable, the application of the Roofing C %iandard Roofing Company for license to conduct the business of roofing contractor was approved. Boats for On motion by Hawes seconded by Henrickson, the application of Orville hire - O.W.Dant W. Dant for license to conduct the business of boats for hire off the muni- cipal pier was approved. Pool Hall- On motion by Hawes seconded by Bartlett, the application of Alfred A.Pearson Pearson for license to conduct the business of Pool Hall at 203 Main Street was approved. Wheel -tax On motion by Grable seconded by Henrickson, the application of A. G. Marshall for wheel -tax license was approved. Eagle Oil On motion by Bartlett seconded by Grable, the application of Eagle GE#10 Oil and Refining Company for permit to drill G.E. 10 well on Lots 1 to 20, Block 1403 and Lots 1 to 20, Block 1404, T. J. Watson's Resubdivision, was approved. State Emp. On motion by Hawes seconded by Grable, the City Clerk was directed to Retirement write the State Employees' Retirement System and respectfully request that Diekoff August W. Diekoff be retained as gardener for the Huntington Beach Public �- Library for a period of six months.. Resol#992 The Clerk read Resolution No. 982 authorizing sale and deed to Cora Deed Belle Opsomer for a portion of Lot 1 in Block 2,-Redburn Tract and Lots 1 and 2 in Block 601, Vista Del Mar Tract, for the sum of $221.50, and on `t i c _. - - Page #3 - Minutes Jan.7,1946 motion by Hawes seconded by Henrickson, Resolution No. 982 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. Reso.#983- Deed to Gwen. and deed The Clerk read Resolution No. 983 authorizing sale/ of a portion Talbert of Lots 3 and 4 in Block 3, Redburn Tract, to Gwendolyn Reeves Talbert for the sum of $341.00, and on motion by Hawes seconded by Bartlett, Resolution No. 993 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Reso.#984 - and deed The Clerk read Resolution No. 994 authorizing sale/of Lots 7, Deed to L.A.Wells 8 and 9 in Block 1101, Vista Del Mar Tract, Knoll Section, to Lyndon A. Wells and Helen C. Wells, husband and wife, for the sum of $385.00, and on motion by Grable seconded by Hawes, Resolution No. 984 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Bids for On motion by Henrickson seconded by Bartlett, the City Clerk was gasoline contract directed to advertise for bids for furnishing the City with gasoline for the twelve month period beginning February 16, 1946; bids to be opened and examined at 9:00 o'Cloek P.M. February 4,.19 46. Contract - On motion by Bartlett seconded by Henrickson, the City Attorney P..L, Wood was authorized to prepare a three year contract between the City of Huntington Beach and P. L. Wood for concession on the municipal pier at $50.00 per.month, lease to date as of January 1, 1946. Annexation The Clerk read a letter from the Secretary of State calling attention to an original and duplicate certificate setting forth the filing in the State Office on December 14th of certified copy of Ordinances No. 48$ and 499 in the matter of annexation to the City of Huntington Beach of uninhabited territory. Harris Ellis, husband and wife as joint tenants, for the sum of $486.27, and on motion by Hawes seconded by Grable, Resolution No. 985 was passed and adopted by the following vote: AYES; Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None..
