The regular meeting of the City Council was called to order at 7:30 ' o'clock P.M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. , Councilmen absent: None. r'inutes On motion by Hawes seconded by Grable, minutes for the month of January were approved as read. Monthly The Clerk read monthly reports of the City Clerk, City Treasurer, + reports • City Collector, City Judge, City Engineer, Chief of Police and the annual report of the Chief of Police, and on motion by Grable seconded by Bart- lett, same were accepted and ordered filed. Applications: On motion by Henrickson seconded by Hawes, the application of J. C. T Radio sales,- Lauer for license to operate radio sales, service and appliances at 316 J.C.Lauer Walnut Avenue, was approved. y Wheel -tax - On motion by Grable seconded by Bartlett, the application of M. J. M.J.Vincent Vincent for wheel -tax license to conduct wholesale produce deliveries was approved. , Wh-el-tax - On motion by Bartlett seconded by Henrickson, the application of G. C.LgcCelvey G.-C. McCelvey for wheel -tax license to deliver pies, etc. wholesale was approved. * Garage - On motion by Bartlett seconded by Henrickson, the application of D.O.Robertson David 0. Robertson for license to conduct garage at 110 - 6th Street was approved. Salary - Upon recommendation of Chief of Police Blossom and motion by Harold Mays, patrolman - Grable seconded by Hawes, police officer Harold Mays, Jr. was advanced Class."C" to Classification "C" $190.00 per month as of February 1, 1946. Roy E. Douthett - Upon recommendation of Chief of Police Blossom and on motion by employed as patrolman Henrickson seconded by Bartlett, Roy E. Douthett was employed as patrolman at the salary of $175.00 per month beginning February 1, 1946. ` Permission to On motion by Henrickson seconded by Hawes, permission was given edit curb Hamilton and Sherman to out curb and install driveway opposite Lots 7 and 9 in Block 122. f Irene Galbraith - The Clerk read a letter from Irene Galbraith, 3932* - 4th Street, request denied Long Beach, asking permission to conduct a business at 706 Main Street. This being in the zone restricted against business, on motion by Grable seconded by Bartlett, the request was denied. Petition - The Clerk read a petition signed by owners of property on First Lights, Sidewalks & curb on First Street asking the City to install street lights and to install sidewalks St. and curb between Olive Avenue and Walnut Avenue on First Street. The i matter was referred to the City Engineer for investigation. ra6e vc, minutes c� February 4, 1946 • Fred G. Morgan - Asks for lease The Clerk read a letter from Fred G. Morgan, 7200 Coast Highway, on 2 acres Newport Beach, asking permission to lease the two acres owned by the City at the junction of Highway 39 and Ocean Boulevard for a period of five years and offered the sum of $1,500*00 for the five year period. Bids on The matter was referred to the Beach and Pier Committee. This being the time set for opening and examining bids for furnish - Gasoline - ing the City with gasoline for the ensuing year beginning February 15, 1946, the Clerk opened and read the following bids: "'. Standard Oil Co., Chevron Supreme:gasoline 13¢; Chevron gasoline 1196, Wilshire Oil Co., Wilshire Ethyl gasoline .113�; Economy gasoline .098¢. Co., Paragon Ethyl gasoline .11j�,; Paragon Long Mileage .09-3/4¢. • And on motion by Henrickson seconded by Hawes,, the bid of Socal Oil and lief- r. ining Company was accepted and all other bids -rejected. Contract awarded to On motion by Henrickson seconded by Bartlett, the Mayor and City Clerk Socal Oil Ref.Co. Were authorized to execute contract with Socal Oil and Refining Company. Proposals for The Clerk read the following proposals for leasing the cafe building on leasing ca;Re outer end of the municipal pier: at outer end of pief. L. Keefover, $450.00 per year for the years 1946, 1947 & 1948. Dwight K. Clapp, $$360.00 per year for a five year lease. Chas. A..Derigo, $475.00 for the first year; subject to adjustment at the end of that period. J. B. Dailey, $66o.00 for the first year with an option of a three to five year lease. Paul Murray, $480.00 per- year. Norma'A. Stockwell, $200.00 per year plus 2216' of aid. gross received over $50.00 each day, with "an option to renew the lease at the end of the, first year on terms to be mutually agreed upon.and based on the gross received on the first years business. a . Carried On motion by Hawes seconded by Grable, the proposals were referred to the over Beach and Pier Committee for its recommendation at the next meeting of'the City Council. .. D.K.Clapp Dwight Clapp addressed the Council and asked to have his bid withdrawn withdraws his bid and asked that the successful bidder purchase the equipment he now has in the building. Demands On motion by Bartlett seconded by Grable, demands approved by the Finance Committee were ordered paid. Agreement - The Clerk presented And read agreement between the City of Hunt - Chas. B. Tipton ington Beach and Chas. B. Tipton covering lease of a pier concession. On motion by Hawes seconded by Grable, the Mayor and Clerk were authorized to execute same. Yage fj, minutes February 4, 1946 Agreerient The Clerk -presented and read an agreement between the City of P.L.Wood Huntington Beach and P. L. Wood and Genevieve Wood covering lease on a building located on T #3 of the municipal pier, and on motion by Henrickson seconded by Hawes, the Mayor and Clerk were authorized to execute same on behalf of the City. Agreement _ The Clerk read an agreement between the City of Huntington Beach Frances St.John and E'rances J. St. John covering a lease on a building located on the municipal pier, and on motion by Hawes seconded by Henrickson, the Ma,ror and Clerk were authorized to execute same on behalf of the City. Neon sign e On motion by Bartlett seconded by Grable, the City Clerk was Police - authorized to have a green Noen sign reading "Police" on the south side of the police office. American Legion - The Clerk informed the Council that the American Legion asked ,j.=,,nitor either that the City appropriate more money for the ,janitor service or have the janitor work done by some member of the city force. The Y Clerk informed the Council that he believed the present city hall janitor would be willing to take the work for a reasonable advance Y in pay, and on motion by Henrickson seconded by Bartlett, the City Clerk was authorized to offer the present janitor the sure of $2'.00 per month for doing the work. Contract _ To be amended e The Clerk read a contract between the City of Huntington Beach Ajax Amusement and Frank M. Linnell, doing business as Ajax Amusement Company, cover® Co. ing a lease on the ground floor of the Pav®A-Lon. The lease was dis- cussed and suggestions made that amendments be made to the effect that any lease made by the lessee first be submitted to the City Council for its aporoval, That the pump room be excluded from the lease, and that the liability insurance be made to cover accidents that miTht occur on account of the occupancy of the building, and on motion by Bartlett seconded by Hawes, the matter was referred back to the Beach and Pier Committee and the City Attorney for the above and any other amendments that may seem necessary or advisable. B. 60 g sto the Governor aid to State Senators and Assemblymen in support of Senate Bill 90 and Assembly Bill 60, providing funds for the cities of California, and on motion by Henrickson seconded by Bartlett, the Council anoroved the action of the City Clerk. Orange Co. - The Clerk read a letter from the City of Brea relative to sewage re c o�:�p1enda.t i one ' se,va.ge Jis;�osa.1 disposal in Orange County and on motion by Hawes seconded by Grable, the City Council went on record reauesting the Board of Supervisors of Orange County to employ a sanitary engineer to study the public sanitary needs of Orange County and make recommendations therefor. Motion put and carried unanimously. e rage f4, minutes February 4, 1946 g 1 Att°ys Rutan & Tucker The Clerk read a letter from Attorneys Rutan and Tucker to the effect that they had been retained by Lee Mansdorf to represent him in the matter of an agreement between the City of Huntington Beach and Dwight Hughes and also in the matter of an alleged agreement between Mansdorf and Garrish Bros., the last paragraph of the letter reading as follows: "It is respectfully requested that the matter raised by the a ttempted cancellation of the lease by Garrish and by this letter be thoroughly investigated, and that the said master lease of December 4th, 1944, not be cancelled by the City". Mr. L. C. Todd, claiming to be assistant manager for Mr. Mansdorf, addressed the Council and gave his opinion of the status of certain agreements referred to in the above letter. Mr. John Garrish addressed the Council and gave his version of the agreement. The Mayor and City Council referred the matter back to the lessees wi`h recommendation that they get to,7ether and straighten the matter out and again appear before the City Council. ConrrPte Mr. Herman addressed the Council and stated that he wished to buy the Vixer old concrete mixer owned by the City and offered approximately $25,00 for the mixer without the motor, and on motion by Henrickson seconded by Hawes, the matter was referred to Engineer Overmyer and Street Foreman Huddle with authority to act. Eauipmnt for Delbert Higgins submitted a list o-f new equipment needed in the Life Life Guard De;7)t. Guard De:v.rtment , total amount being $710.00, and on .motion by Grable Oil clerning nl,i nt seconded by Hawes, the City Controller was authorized to issue an order for the necessary equipments Mr. Herman addressed the .Council relative to an oil cleaning plant on 14th Street and recommended that a cement retaining wall be placed amount the plant for the protection of the adjoining property owners. The Mayor contin- ued the Committee previously appointed to investigate the matter and asked that a further report be given the City Council.
