HomeMy WebLinkAbout1946-02-08MINUTES OF PLANNING COhVAISSION Council Chamber, City Hall, Huntington Beach, California Friday, February 9, 1946 The regular meeting of the Huntington Beach Planning Commission was called to order at 7:30 P.M., by Chairman Langenbeck. Aembers present: Langenbeck, Furr, Hudson, Overmyer, Kaufman, Shaw, Bristol, Overaeker and consulting engineer Parks. Members absent Davis. , City Councilmen present: Henrickson, Bartlett, Hawes, Talbert. Minutes The secretary read minutes for the month of January 1946, there being no errors or corrections, the Chair declared the minutes approved as read. Pubic This being the'date and -time set by the Commission at its - Hearing regular meeting of January 11, 1946, for holding a public hearing, the seeretary.informe d the Commission that "Notice of Public Hearing" was regularly published in the Huntington Beach News on the 24th day of January, 1946, and that no written objections had been received at the office of -the secretary. Chairman Langenbeok reviewed in brief work of the -Planning Work --of -Commission to*date. He stated that the Commission has been,in Planning operation for the past year; that members of the Commission Commissioneceived no compensation; that it is a non -political organization and that it has no authority in itself but acts as a planning and advisory organization as provided by law. He also explained briefly the purpose and effects of planning. Map Consulting engineer Parks presented a land use map and presentedexplained same ,in detail*, At the conclusion of which Chairman Langenbeck asked if there was anyone in the audience who had any questions to ask or any objections to the, proposed ordinance and land use plan. Harry Harry LeBard, 410 - 9th Street, asked if other.cities in LeBard Orange County now had similar zoning ordinances'. He was informed by Engineer Parks that a number of cities had adopted land use plans. Yard Engineer Parks explained to the audience the yard regulations regulation the proposed ordinance. R.G.Lindle R..G..Lindley of Alabama Avenue asked about regulations c Yvering ga"rages and fence's in the R-1 District. The matter was explained to his satisfaction. Whitfield John Whitfield asked about set back lines in the R-1 district, also side yard regulations. The matter was explained to his satisfaction. 1 • C7 .I Ethington Gordon Ethington asked for an explanation and description of what constituted an R-3 District. Explanation was given to his satisfaction. Audience. The following property owners in the audience expressed expressed their .approval of the work of the Planning Commission: approval. Harry LeBard, R. G. Lindley, T. B. Talbert, Frank Bray, John Whitfield, Gordon Ethington B. R. Ries, A. C. Achey, A. C. Achey addressed the Commission and stated that he Achey believed that zoning and land use regulations, as outlined by tfie Commission, would have a good influence on the F.H.A. in granting loans in the construction of new homes and other buildings. • Overmyer Harry A. Overmyer called attention to land use on a portion of Block 705, Wesley Park Tract, and recommended that the following lots be made to read R-3, - Lots 8 - 10 - 12 - 14 - 16 - 19 and 20. Approval Chairman Langenbeck asked those in the audience if they wished unanii- to express their approval of the general plans as outlined by the moue. Commission to date and if they approved,to so express by a show of hands. There were approximately 35 in the audience and their approval was unanimous. 1 • At this time, 9:15, the chairman declared.the hearing adjourned and stated that the next hearing would be held at 7:30 P.M. Thursday, February 21, 1946. r Commission again called to order at 9.20 P.M. by Chairman Langenbeck. All members of the Commission except Davis were present. R-3 On motion by Hudson seconded by Kaufman, Lots 9, 100 12, 14, 16, 19 and 20 in Block 705, Wesley #dark tract, were placed under R-3 land use. Motion put and carried unanimously. District Mr. Overmyer said that he still believed some provisions should be aroundmade to proteot the district immediately around the schools against schoolindustry. Members of the Commission agreed and stated that this will be - - a matter to be taken up under the first amendment to the land use plan. okdditional Upon recommendation of City Attorney Overacker, the City Engineer map was asked to prepare additional map showing the land use plan.
