Monday, February 19, 1946 .
The regular meeting of the City Council was called to order at 7:30
P.M. by the Clerk.
Councilmen present: Henrickson, Grable, Hawes, Bartlett.
Councilmen absent: Talbert.
Councilman Henrickson
Mayor pro-tem, On motion by Bartlett seconded by Grable, Councilman Henrickson was
appointed mayor pro-tem.

LPPLICATIONS:
)elivery of Butane On motion by Bartlett seconded by Hawes, the application of Cedric E.
Jones to conduct the business of trucking, delivery of Butane to trailer
courts, was approved.
Lumbing Contractor -
% C.Hermann On motion by Grable seconded by Hawes, the application of Fred C.
Hermann for license to engage in the business of plumbing contractor,
1410 Orange Avenue, was approved.

ors. Montgomery On motion by Hawes seconded by Bartlett, the application of Leila B.
Montgomery for license to conduct the business of Help Yourself Laundry
at 502 Alabama was approved.

On motion by Hawes seconded by Bartlett, the surety bond of Fred C.

Hermann to engage in the plumbing contracting business was approved.
State M-1 This being the date set for hearing in the matter of application of
(amilton & Sherman
Hamilton and Sherman to drill State M-1 on Lots 5, 6 and 7 in Block 122,
Huntington Beach 17th Street Section, the Clerk informed the Council
that no objections had been received in the office of. the City Clerk,
The Mayor asked if anyone in the audience had any objections to this
well being drilled and Engineer Overmyer stated that there would be no
hazard in drilling the well. There being no objections, on motion by'

Grable seconded by Hawes, the engineer was authorized to issue permit.
Surety Bond
On motion by Grable seconded by Hawes, the surety bond of Hamilton and
Sherman, operators, in the amount of $500,00 accompanying application for

The Clerk gave Ordinance No. 493, amending salary ordinance, its

Lease o The Clerk read application of Mrs. Hazel Allen for lease on the cafe

building on the outer end of the municipal pier with offer of $940.00 per
year as a rental, also application of T. G. Ray in the amount of $735.00 for
same purpose, and on motion by Hawes"seconded by Grable, the City Attorney
was authorized to prepare a lease between the City of Huntington Beach

and Mrs, Hazel Allen covering the cafe building on the outer end of the municipal
pier for a period of one year at a rental of $840.00, City Attorney Overaeker
to consult with the Beach and Pier Committee in the preparation of the lease.
The Clerk read a letter signed by Roy Ferguson, 611 Joliet, W. E. Spikes,
915 Florida and 0. Knisley, 608 Joliet, stating that a dangerout condition
existed in the 600 block on Joliet on account of tree limb and asked that
the tree be removed. The matter was referred to the City Engineer and
Street Committee.
The Clerk read a letter from the members of the Church Council of the
Foursquare Gospel Church on Lake Avenue asking the city to remove the euca-
lyptus tree in front of the church. The matter was referred to the City
Engineer for his investigation.
Claim o _ The Clerk presented claim of Denio et al dated February 4, 1946, same

was ordered filed.
Mr. Richards -A Mr, Richards appeared before the Council and asked for permit to rent
surf boards and umbrellas on the beach. The matter was referred to the
Beach and Pier Committee and the applicant advised to submit a written
proposal.
Mr.Spaulding e %Zr. Vern Spaulding addressed the Council relative to a bait stand he is
now using on city property at the corner of Highway 39 and Ocean Avenue and
stated that he would be willing to pay a reasonable rental at any time the
City called upon him to do so.
Agreement - The Clerk read agreement between the City of Huntington Beach and Frank
Ajax Amusement Co.
M. Linnell, doing business as Ajax Amusement Company, leasing the lower floor
of the -�Pav-A-Lon building, and on motion by Hawes seconded by Grable, the
Mayor and Clerk were authorized to execute same on behalf of the City.
Demands On motion by Bartlett seconded by Grable, demands approved by the
Finance Committee were ordered paid.
Agreement m The Clerk read a lease -agreement between the City of Huntington Beach
Garrish
and Georgiana W. Garrish covering use of certain acreage owned by the City
as an airplane field. The matter was discussed and execution of the agree-
ment deferred until a later date.
Resolution The Clerk read Resolution No. 987 calling a general municipal election

+1 The Clerk read Resolution No. 988, authorizing proposition No.
1 on the ballot amending the City Charter, and on motion by Hawes
seconded by Bartlett, Resolution No. 988 was passed and adopted by
the following vote:

NOES: Councilmen: None

League of Cities®
2-28-46 City Attorney ®veracker informed the Council, that the League of
Orange County Cities will meet in Fullerton, Thursday, February 28th
at 6:30 P.M. dinner and that Attorney Louis Burke would be the main 1
speaker. The following councilmen and officials stated they would
attend the meeting: Place Towne House, 516 N.Spadra Road, Fullerton.

Beeson Engineer Overmyer stated that Park Superintendent Beeson reports

for duty on February 25th, and on motion by Hawes seconded by Grable,
Richard Beeson was employed as park superintendent under the super-
vision of the City Engineer at -a salary of $225.00 per month, Class
"D", beginning February 25, 1946.
First St. lights -
Engineer Overmyer reported to the Council concerning an.-applica=
tion by residents for lights on First Street between Walnut and Olive
Avenues. He stated that it would be possible to install gooseneck

lights just as soon as material is available. No action was taken by
the Council.
Charges for Lake
Park Bldg. & Memo The following charges for use of the Lake Park building and Memo —
Hall
rial Hall were agreed upon by the City Council and the City Attorney
authorized to prepare resolution accordingly;
Lake Park Building - local users $4.00 per day without kitchen prime
vileges and $6.00 per day with kitchen privileges. Out of town users `
$8.00 per day without kitchen privileges and $12.00 per day with kitchen
privileges.
Memorial Hall - local users $5.00 per day without kitchen, $15.00 per

day with kitchen privileges or for dances. Out of town users $25.00
per day without kitchen privileges, $35.00 per day with kitchen
privileges or for dances. It�being understood that the above charges Y
are to apply to any fraction of a day.
That a deposit of $10.00 in advance to cover broken and lost
dishes, silverware, cooking utensils and other equipment, this to
apply to both Lake Park and Memorial Hall®

The term local people is to include those living within the city
limits of Huntington Beach only. The term local organizations to mean
any established club, church, lodge or society having a regular estab-
lished lodge, club or headquarters in Huntington Beach and includes
Orange County League of Cities, Chamber of Commerce, Orange County
Coast Association, Orange County Peace Officers Association.
No charge to be made for either hall for gatherings of Huntington
Beach citizens where the general public is invited and where no dinner
is served or no dancing.
On motion by Bartlett seconded by Grable, the Council adjourned®
