Y Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Minutes. On motion by Grable seconded by Hawes, minutes for the month of February were approved as read. Monthly The Clerk read monthly reports of the City Treasurer, City Clerk, • reports - City Collector, City Judge, City Engineer and Chief of Police, and on r motion by Hawes seconded by Henrickson, same were accepted and ordered filed. APPLICATIONS; On motion by Bartlett seconded by Henrickson, the application of Cafe J. R. Tanksley for license to operate cafe at 225 Seventeenth Street was approved. Appliances - On motion by Hawes seconded by Henrickson, the application of Lambert Ele c .. & _gas Ross for license to conduct the.business of electric and gas appliances at 307 Main Street was approved. Electrical On motion by kenrickson seconded by Bartlett, the application of contracting Allied Electric Company for license to engage in the,electrical con- tracting business was approved. Rite Neon Co. On motion by Grable seconded by Bartlett, the application of Rite Neon Company for license to engage in the business of servicing Neon signs was approved. Termite control -. On motion by Hawes seconded by Grable, the application of George E. Geo.E.Peterson Peterson for license to conduct termite control was approved. Help -Yourself On motion by Hawes seconded by Henrickson,.the application of Ben laundry -Kading - Kading for license to conduct Help -Yourself laundry at 608 - 14th Street was approved. Application The Clerk read application of Lewis L. McGinnis of D-22, municipal 1.,,r denied. - pony photos Mun.Tr.Camp trailer park to conduct the business of pony photographs, the business address D-22, municipal trailer park and house to house canvas, and on motion by Bartlett seconded by Henrickson, the request was denied. Mr. Cornell The Clerk read a letter from Ralph D. Cornell, landscape artist, 3723 Wilshire Blvd., Los Angeles,.California. The letter referred to discussion of February 19th between the City Council ;. members of and park commission and Mr. Cornell regarding future plans for city park on the City's 49 acres. Mr. Cornell submitted an offer of $2,500.00 for the necessary planning. The letter was ordered filed for future reference and' consideration. Page #2 - Minutes' March 4, 1946 Richard. Mo The Clerk read a letter from Richard M. Beeson submitting his. Beeson resignation as park superintendent of the City of Huntington Beach. Mr. Beeson stated that -he had enjoyed.the work immensely and that his reason for resigning -was the fact that he had an opportunity to get a position whereby he could further his education in the landscaping field, and -on motion by Bartlett seconded by Ienrickson, the resignation was ti accepted. Mr'. Strong _ The Clerk read a letter from Melvin Strong, Director of Youth Activities, asking for waving of the $$5.00 charge for use -of Memorial Hall on January loth, January 24th, for potluck dinners held for.fathers and sons and Mothers and daughters and one to be held March 28th for Cub r Scouts and on May 1st for'Brownie Scouts, and on motion by Henrickson • seconded by Hawes, the request was granted with the provision that the regular $10.00 deposit be made to cover breakage and loss of dishes, etc. Mr. Dant - On motion by Hawes seconded by Bartlett, permission was granted buoys . Orville W. Dant to install and maintain six mooring buoys adjacent to the Huntington Beach pier and the city clerk was authorized to furnish certified -excerpt of Minutes containing this action of the City Council to the U. S. y Engineer, War Department, 711 South Flower Street, Los Angeles, California. So. Ca'if. The Clerk read a letter from City Engineer Harry A. Overmyer stating Water Co. J leakage that his office had received numerous complaints of water leakage in the , area situated between Wesley Avenue and 17th Street and Main Street and Lake Avenue, and that upon investigation it was determined that the South- ern California Water Company have several water lines in this area that are leaking badly and that if permitted to exist in their present con- dition, it will cause serious damage to our street surfacing as well as an inconvenience to the residents living in that vicinity, and -on motion y by Henrickson seconded by Grable, the city clerk was authorized to write the Southern California Water Company to the effect -that the City Council requests the lines be replaced where needed. Assistance League - On motion by Bartlett seconded by Henrickson, the request of the Free use Assistance League of Huntington Beach by Elizabeth McDonald for free use of of Memo Hall Memorial Hall for the evening of March 21, 1946, to hold an evening card party for the Presbyterian Community Hospital was granted. Petition - The Clerk and read a resented streets P petition signed by 210 operators and residents of the Huntington Beach oil field in the vicinity of 17th and 23rd Streets requesting immediate action in repairing streets in that vicinity. The matter was referred to the Streets and Parks Committee and the City Engineer. Life boat' The Clerk read a letter -from Orville W. Dant requesting permission ,to on pier install and maintain a life boat on the Huntington Beach pier, boat to be 20 feet in length and 9 feet in width, and to conform to the regulations of the Maritime Commission. Boat to be mounted on davits from the east side of the pier behind -the ticket office where it would be immediately avail- able for emergency use by their employees and also by the chief life guard q60 rage :t�s o 1ainu-ces lAarch 4, 1946. of Huntington Beach, and on motion by Henrickson seconded by Hawes, the request was granted with the provision that installation be made under the supervision of the City Engineer. 4. B. Garden Club On motion by Hawes seconded by Bartlett, the request of the Huntington Beach Garden Club for use of Memorial Hall May llth and 12th, 1946, for a special charge of $5.00 per day was granted. Bid on Lots 2-4 & The Clerk read bid of A. & G. Oil Company, George Thomas, S, Blk 521, HB superintendent, 522 ® 14th Street, Huntington Beach, in the amount of $400,00 for Lots 2, 4 and 6, Block 521, 17th Street section, and on motion by Henrickson seconded by Hawes, the bid was accepted and the City Attorney authorized to prepare quitclaim deed, it being understood that the City is not to be required to clear title to the above named lots. Demands On motion by Bartlett seconded by Grable, demands approved by the Finance Committee were ordered paid® Golf Course The Clerk read a letter from Angie Mollica, manager of the 25% green fees waived municipal golf course, asking that the City Council waive its 250 of the golf course gree#ees so that the funds can be used for im- provement of the golf course, and on motion by Henrickson seconded by Bartlett, the Council voted to waive the 25% playing fee charges for the period December 11, 1945 to August 10, 1946, with the under— standing that Mr. Mollica is to submit regular playing fee reports to the City Council monthly and furnish the City with a record showing to what use the 25% refund has been used. This report is to be furnished monthly. Speed limit on The Clerk read a letter from R. R. Miller, Jr., 411 Delaware Ocean Ave. Avenue, Huntington Beach, objecting to the establishment of a 35 mile per hour zone along Ocean Avenue. The letter was referred to the City Attorney. On motion by Bartlett seconded by Grable, the City Attorney was authorized to take the necessary steps and make application to the State Highway Patrol for a 35 mile speed limit on that portion of Ocean Avenue now under a 55 mile speed limit. The matter to be brought before the State Highway Patrol and other authorities. Mr. Lindley R. G. Lindley addressed the Council and offered to present a map covering a new subdivision on the east side. He was directed to present the map to the Planning Commission at its meeting of March 9th. Spaulding m On motion by Hawes seconded by Grable, the Council voted to permit Bait stand Verne Spaulding to operate a bait stand at the corner of Ocean Avenue and Highway 39 for the rental of $15.00 per month beginning March 1, 1946. It being expressly understood that the permit is on a month to month basis and subject to cancellation by the City Council upon thirty d'ayo notice. Contract m The Clerk presented contract between the City of Huntington Beach Garrish Bros. F-�age f4 ® rrIflnuzes L i � P"arch 4, 1946 Contract - and Georgians, W. Garrish covering agreement to operate airplane field Garrish Bros. on the city owned 44 acres adjoining the easterly city limits, and on motion by Councilman Henrickson seconded by Councilman Hawes, the Mayor and Clerk were authorized to execute the agreement. Motion put and carried unanimously. y Water well to On motion by Hawes seconded by Bartlett, the City Engineer was be capped authorized to remove the compressor and cap the water well located on the cityes 44 acres. ` Parking airplanes On motion by Hawes seconded by Henrickson, the Health and Sanitation Committee of the City Council and the city engineer were authorized to il r t investigate the matter of parking airplanes near the sewage disposal plant and submit their recommendations at next meeting of the City Council. Lease m Lease Lillie The Clerk read a letter from Cameron L. Lillie, attorney -at -law, Attly611 Federal Building, Los Angeles, concerning lease of the cafe on the outer end of the municipal pier. Mr. Lillie contended that the awarding of the lease was irregular and asked that same be set aside and new bids called for. No action was taken by the City Council. Lease o The Clerk read lease of the cafe building on the outer end of the Mrs. Allen municipal pier to Hazel Allen for the period of one year at the rate of on motion by Bartlett seconded by Hawes, the`Agayor and Clerk $840.00 per year, payable monthly in advance, and/ were authorized to execute the lease. Reso. 989 - The Clerk read Resolution No. 989 establishing new rates for use of", charges on memo. Hall Memorial Hall, and on motion by Hawes seconded by Grable, Resolution No. 989 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. P arcing - Councilman Bartlett asked when the Council proposed to take some 1,,Ieters action on the installation of parking meters. No definite action was taken by the Council. Lease Air. Bert Harding, associated with Garrish Bros, in airplane develop- Garrish Bros. went in and near the easterly city limits, presented a letter in which objection was made to the granting of -permit for the operation of an air field in the Costa Mesa area and only about two miles from the Huntington Beach field. The letter stated that in the interest of public safety this permit should not be granted. It was also stated that in Los Angeles County a three mile radius was required, this making airports not less than six miles distance apart, and on motion by Grable seconded by Hawes, the City Clerk was directed to write a letter to the Orange County Planning Commission protesting in the interest of public safety.
