HomeMy WebLinkAbout1946-03-18I U 0 0- MINUTES Council (Chamber, City Hall, Huntington Beach, California Monday, March 18, 1946 + The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Mr. McCallen - M. M. McCallen addressed the Council on behalf of the Air Scout Air Scout Patrol Patrol, a division of the Boy Scouts under Dr. Strong. Mr. McCallen stated that he and others had been asked to sponsor the scout patrol • but at present they have no funds; that the United States Government is selling to the scout troop a B-17 airplane for conversion into a club house to be located in the.City of Huntington Beach; that the plane is now at Seattle and that it will cost approximately $400.00 to have it flown to Huntington Beach and a possible $400.00 more for gasoline to fuel the plane. He statedthat it was the purpose of the ' Committee to use the plane both for the scouts and as a memorial to those boys of Huntirg ton Beach who lost their lives in the.last war, and on motion by Bartlett seconded by Grable,.the City Council approved the purchase and agreed to pay for the transportation and cost of transportation. Bill to be presented after the plane has reached Huntington Beach. T. B. Talbert's The Clerk presented and read a letter from the Huntington Beach subdivision Tract #1153 Planning Commission to the effect that the commission had approved T. B. Talbert's subdivision Tract No. 1153, together with the sub- division map, provided certain changes were made, and on motion by Hawes seconded by Bartlett, the recommendations of the Planning Commis- sion were accepted and the City Council approved the man of Tract No. 1153, subject to the changes as recommended by the Huntington Beach Planning Commission. Street Mr. T. B. Talbert asked the City Council if they would recommend that he reserve a street running from west to east along the south line of his sixty acre property and along the northerly line of the City's 52 ,acres. Line to extend from a prolongation of Huntington Avenue to .r Highway 39, and on motion by Hawes seconded by Henrickson, the City Council approved and recommended the suggestions of Mr. Talbert. R. G. Lindley's The City Clerk presented a map and a letter from the Huntington subdivision - Tract #1156 Beach Planning Commission recommending approval of R. G. Lindley sub- ., division, Tract No. 1156, and on motion by Henrickson seconded by Hawes, the map and subdivision were accepted and approved by the City Council. C. of C.- Ocean frontage The Clerk read a letter from the Huntington Beach Chamber of Commerce urging the City to acquire by lease -agreement from.the i `f U e j Page 2 - minutes" -, March 18, 1946 `f Huntington Beach Company that portion of ocean frontage from Sixth to Ninth Streets, inclusive, and on motion by Henrickson seconded by Bartlett, the City Clerk was directed to write the Huntington Beach Company and apply for a lease of the above named property for a period ,. of ten years or longer. Housing The Clerk read a letter from the Huntington Beach Chamber of facilities for servicemen Commerce relative to Federal Aid in providing housing facilities for veterans and servicemen. The letter recommended that the City secure the use of the 17th Street Park for that purpose,-. and on motion by Hen- J rickson seconded by Hawes, the Clerk was directed to contact the Hunt- ington Beach Company and ask permission to use the 17th Street Park for temporary housing of veterans and servicemen: Mrs. Westmoreland- On motion by Bartlett seconded by Hawes, Mrs. Westmoreland was authorized to construct an eight foot extension to the store she now owns located on the city trailer park. The construction to be under the supervision.of the City Engineer. + Telephone line On motion to sewage plant by Henrickson seconded by Grable, the City Council & airplane approved the suggestion of Garrish Bros. -to have a telephone line run field to the sewage disposal plant and the airplane field, the city to pay one-half the expense of the line or approximately $40.00. Sign - Mr. Harding of Garrish Bros, addressed the Council and asked permission to erect a directional sign to the airplane field on city owned two acres at the intersection of Ocean Avenue and Highway 39, W and on motion by Henrickson seconded by Bartlett, permission was granted with the provision that the sign be removed at the will and pleasure of the City Council and that same be erected under the super- vision of the City Engineer. Parking Mr. A. G. Neff, representing the Karpark parking teeter addressed meters the Council and demonstrated their meter, the price of which he stated is $63.50 each plus freight of approximately $1.00 and $3.00 for in- 40 stallation. No action was taken by the City Council, Mr. Van Dyke - Mr. Van Dyke addressed the Council and stated that it will soon be necessary for him to move from his present quarters and asked permission to use a space of approximately 10 x 15 feet for an office on the south side of Ocean Avenue, preferably between Main Street and 5th Street, and on motion by Bartlett seconded by Grable, the matter was taken under `= advisement and referred to the Beach and Pier Committee. Government census to be On motion by Bartlett seconded by Grable and recommended by Mayor taken Talbert, the City Council voted unanimously to order a government census taken of the City of Huntington Beach in the immediate future and the .r Clerk was authorized to make application to the Federal Government to proceed with the work. 4 4.0 Page 3 - Minutes March 18, 1946 Tree to be On motion by Henrickson seconded by Hawes, Jack McDonough removed was granted permission to remove a small tree in front of 717 Olive Avenue. De Molays - The Clerk informed the Council that members of the De Molay damage to Memo. Hall group using Memorial Hall for dances on Friday nights were wrecking the walls of the men's rest room. The matter was re- ferred to the Chief of Police and Dr. Strong. Request to have The request of Mrs. Roy Ferguson, 611 Joliet Street, to tree removed have tree removed was referred to the Streets and Parks committee and the City Engineer to investigate and report. Request denied On motion by Bartlett seconded by Grable, the request of the Four Square Gospel church to have eucalyptus trees in front of their church on.Lake Avenue removed was denied. Councilman Bart- At this time, 9:20 P.M.,Councilman Bartlett asked to be lett excused excused from the City Council. APPLICATIONS: Derigo On motion by Henrickson seconded by Grable, the application of Eula and Charles Derigo for license to sell merchandise at 520 Main Street, was approved. Lester - On motion by Hawes seconded by Grable, the application of Merle variety store E. Lester for license to conduct the business of variety store at 305 Main Street was approved. Loftin - On motion by Grable seconded by Henrickson, the application of Clara dress shop Loftin to conduct the business of dress shop at 505 Joliet street was approved. Watkins - On motion by Henrickson seconded by Hawes, the application of plumbing Albert Watkins to conduct the business of plumbing and radiator repair at 207 Geneva was approved. Troutman - On motion by Hawes seconded by Grable, .the application of Beatrice beauty shop K. Troutman to conduct the business of beauty shop at 104 - 5th street was approved. . Pac. Sheet metal On motion.by Grable seconded by Hawes, the application of Pacific Wks. - Sheet Metal Works for license to conduct the business of sheet metal shop at 118 - 3rd Street was approved. Hudson - On motion by Grable seconded by Hawes, the application of R. G. Begonia Gardens Hudson to conduct the business of Begonia Gardens at 220 - 13th Street was approved. Wheel -tax - On motion by Henrickson seco nded.by Grable, the application of Bohemain Dist. Co. Bohemian Distributing Company for wheel -tax license, vholesale delivery, on all types of beverages in the City of Huntington Beach was approved. Traveller - On motion by Hawes seconded by Henrickson, the application of peddling T. D. Traveller to conduct the business of produce - retail, from house to house was approved. 0 s Page 4 - Minutes ' __. Young to conduct the business of -sale and repair of electrical ap- pliances at 1015 Orange Avenue was approved. Wholesale Del. On motion by Grable seconded by Hawes, the application of Ind - Ice cream ependent Dairies for wheel -tax license, wholesale ice cream, was approved. Castaing - On motion by Grable seconded by Hawes, the application of C. K. Plastic Feb. Castaing f6r license to conduct the.business of plastic fabrication at 303 - 3rd street was approved. License held - The Clerk informed the Council that he had applications for business license for produce market and soliciting for dry cleaning under the Soldiers' Exemption Act and asked that the City Attorney give an opinion before issuing the license. Cerrato for license to engage in the .t contractor's business of complete Neon sign service was referred back to Chief of Police Blossom for further information. Betty Crouch - On motion by Henrickson seconded by Hawes, the application of move sign Betty Crouch for permit to move sign from 119 Main street to 226 Main Street was approved. Bryant - sign On motion by Henrickson seconded by Grable, the application of Roy D. Bryant to erect electric sign at 311 Walnut was approved. Standard Oil - On motion by Grable seconded by Hawes, the application of Standard Hunt.B-92 Oil Company to drill Huntington B-92 was approved. Planning The Clerk presented and read the following from the Huntington ti Commission Beach Planning Commission; Summaries of Hearings, Report of Findings and Recommendations of Planning Commission, together with the proposed ordinance and districting map which have heretofore been approved by the Planning Commission. Same were in- spected by the City Council. On motion by Councilman Henrickson seconded by Councilman Hawes, the above documents and map presented by the Planning Commission were received by the City Council and ordered filed. Notice of On motion by Councilman Henrickson seconded by Councilman Grable, Hearing the Clerk was directed to advertise a"Notice of Hearing" to be held at 8:00 o'clock P. M. Friday, April 5, 1946. Hearing to be conducted by the City Council in the manner heretofore recommended Beach Planning Commission. by the Huntington Demands On motion by Grable seconded by Hawes, demands approved by the Finance Committee were ordered paid. Resolution #990- The Clerk read Resolution No. 990 establishing rates for Lake Lake Park Club house Park Club house, and on motion by Henrickson seconded No. by Hawes, Resolution 990 was passed and adopted by the following vote: 142 Page #5 - Minutes march 18, 1946 0^ r AYES: Councilmen: Henrickson, Grable, Hawes, Talbert. Resolution The Clerk read Resolution No. 991 authorizing the sale of 191 - sale of Its 2,4 & 6; lots 2, 4 and 6, Block 521, Huntington Beach 17th Street Section, .k 521, H.B. to A. & G. Oil Company, and on motion by Hawes seconded by Henrickson; Resolution No. 991 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: Bartlett. On motion by Henrickson seconded by Hawes, the Council adjourned to 8:00 o'clock P. M.
