M., by 'Mayor Talbert. Councilmen present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Minutes On motion by Henrickson seconded by Hawes, minutes for the month of March were approved as read. S Monthly The Clerk read monthly reports of the City Treasurer, City'Clerk, Reports City Collector, City Judge, City Engineer and Chief of Police, and on motion by G14able seconded by Bartlett, same were accepted and ordered f it ed. " APPLICATIONS: Jack Long The Clerk read application of Jack Long for license to engage in the business of massage and foot.correction, 310,Walnut Avenue, and on motion by. Henrickson seconded .by Bartlett, the license was granted. Cafe -- Mrs. The Clerk read application of .Alverna I. Puckett for license to Puckett operate cafe at 412 Walnut Avenue, and on motion by'Bartlett seconded. by Grable, license.was granted. Concession - The Clerk read application of Jim Knox and Charles A. Derigo for Knoxu-&'._,Der go license to,conduct the business of beach concession, lower floor of Pav-A-Lon, and on motion by Bartlett seconded by Henrickson, license was granted. Jerry L. Young The Clerk read application of Jerry L. Young for license to conduct business of concession at concessions 22 and 23 in Huntington Beach Company's building on beach, and on motion by Grable seconded by Hawes, - license was granted. King Welding shop - Wright & for license to operate machine shop and welding shop at 422 Main Street, King and on motion by Bartlett seconded by Grable, license was granted. Circus The Clerk read application of Barney.O'Hern Wotld Wide Circus, animal show, in Block 303, and on motion by Henrickson seconded by Hawes, license was granted. Restaurant - 'The Clerk read application of John Dailey for license to,operate John Dailey restaurant, Garland House, at 113 Main Street, and on motion by Hawes seconded by Bartlett, license was granted.. Painting contractor- The Clerk read application of R. F. McElhaney for license to McElhaney engage in the business of painting contractor, and on motion by Bartlett. seconded by Hawes, the license was granted. Wheel -tax - The Clerk read application of Cutting's Wholesale Groceries ; Cutting's wheel -tax license for wholesale delivery, and on motion by Henrickson seconded by Bartlett, the license was granted. Auto repairs The Clerk read application of Chester L. Kahler for license to f' C.L.Kahler engage in the business of auto repairs at 713 Acacia, and on motion by Henrickson seconded by Hawes, the license was granted. W. R. Haynes - The Clerk read application of W. R. Haynes for license to dis- - Frozen food distribution tribute wholesale fresh packaged frozen foots by truck, and on motion by Hawes seconded by Grable, license was granted. Fainting contractor - The Clerk read application of Ted Leubbin for license.to engage Leubbin in the business of painting contractor, and on motion by Bartlett y seconded by Hawes, license -was granted. Application to The Clerk read a letter from Sam F. Rhoads making -application rebuild derrick to rebuild derrick and repair, redrill or deepen well on Lots 3, 4 and 6, Block 911, Wesley Park Section. The application was referred back to the Engineer's office to secure the usual contract, bond -and regular application. H. B. Garden Club The ' Clerk read a, letter from the Huntington Beach Garden Club asking the City to appropriate money for a display on the stage of, the Memorial Hall May llth and 12th Flower Show. R. G. Hudson, chair- man of the show, addressed the Council and outlined in brief, the display being prepared by the Garden Club and stated that it would cost approximately $100.00 to decorate the stage, and on motion by Henrickson seconded by Grable, the Council appropriated an amount not to exceed $100.00 for defraying expenses of decorating the stage. C. of C. The Clerk read a letter from the Chamber of Commerce asking the Easter musicale City Council to assist in defraying the expense of the Easter musicale program Sunday afternoon, April 21st, in Memorial Hall. , i The sum requested was $150.00, and on motion by Bartlett seconded by Grable, the Council appropriated the sum of $150.00 to assist in defraying expenses. �t Z11 '1 0 Spanish cafe on Ocean Ave.. Page #3 - Minutes April 1, 1946 Engineer Overmyer submitted sketch of proposed construction to be located opposite the municipal trailer park and immediately south of the Sea Breeze Trailer Park a nd on Ocean Avenue. Mr. Overmyer stated that the structure is to consist of two street.cars to be remodeled and used for a Spanish cafe. E. M. Rodrigues, 529 South Ross, Santa Ana, the owner of -the above named, addressed the Council and stated that he had applied for material for remodeling the cars and that the estimated cost would be approximately $1,000.00.. No motion was made by the City Council but on being asked their opinion.by the Mayor, all went on'record as willing to grant the permit as soon as applicant can furnish the engineer with satisfactory evidence of being able to secure the necessary labor and material for - the construction and -remodeling of the above named equipment. It being understood that the structure will present an attractive appearance. Permission or rejection to'be considered by the City Council at the earliest possible date. Air Scouts - A committee headed by Lem Berry of the Air Scouts addressed the B-17 Council and asked that the B-17, recently purchased from the United States Government, be located near the fire station in Triangle-, Park, and on motion by Henrickson seconded by Grable, the Council designated the location to be just north of the City Fire Hall facing - Main Street. Damage to pier There was some discussion about damage to.the municipal pier by by -War Dept. the War Department, and on motion by Henrickson seconded by Hawes, the City Engineer was directed to prepare a detailed claim and present same for payment. -�, Gov't Bldgs. The Clerk read a letter from James S. Lawshe of the Huntington 17th St.park Beach Company asking further information concerning the proposed.'.: ., location of government buildings on 17th Street park to be used as residences. Mr. Lawshe asked in particular,how long buildings are • to remain and who is to stand the expense. The matter was held over pending further information to be delivered to Mayor Talbert by government officials. So.Callf. Water The Clerk read a letter from the Southern California Water Co. Company relative to leaks in the water company's lines in the Wesley Avenue, Main Street and Lake Avenue sections. The letter stated that immediate action would be taken to repair the leaks. No beer to be The Clerk read a letter from William and Maude M. Lester to sold on Mun.pier the effect that beer will not be sold on the municipal pier or on boats while moored at the pier. The letter was ordered filed. Census The Clerk informed the Council that he had, in accordance with • Y, their order, made application to the Bureau of Census to have a special census of the City of Huntington Beach in the near future. Page 4 - Minutes April 1, 1946 Demands On motion by Bartlett seconded by Grable, demands approved by the Finance Committee were ordered paid. Surety bond - On motion by Henrickson seconded by Hawes, the surety bond of Albert Watkins Y Albert Watkins was accepted and ordered filed. Surety Bond - On motion by Grable seconded by Bartlett, the surety bond of Allied Elec.Co. the DBA Allied Electric Company was accepted and ordered filed. Ord. No.494 - The Clerk gave Ordinance No. 494, regulating right hand turns traffic 1st reading at Main and Ocean Avenue, its first reading. Speed limit - Attorney Overacker stated that he had written a letter to the Ocean Ave. Department of Public Works relative to a proposed city ordinance reducing the speed limit on Ocean Avenue but up to the present he W had received no reply. • Mr. Lawshe - Engineer Overmyer stated that Mr. Lawshe of the Huntington Ocean front ^� -Beach Company requested detailed plans for the proposed improvement c" of the ocean front between 6th and 9th streets, inclusive. C. of C. The Clerk read a letter from the Chamber of Commerce outlining proposed plans for improvement of the beach front from 6th to 9th Streets, and on motion by Henrickson seconded by Grable, the City Council approved the recommendations of the Chamber of Commerce and the City Pttorney was authorized to transmit same to the Huntington Beach T Company for their consideration. Reso.992 - The Clerk read Resolution No. 992 accepting deed from George E. City accepts deed to alley Carter and Mary E. Carter to 15 foot alley running north and south in Block 1007, Vista Del Mar Tract, Section 7, and on motion by Henrick son seconded by Hawes, Resolution No. 992 was passed and adopted -,by the following vote: AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Lots to be On motion by Henrickson seconded by Dawes, the Clerk was authorized advertised to advertise the following tax deeded lots for sale to the highest bidder 41 at 9:00 o'clock P.M. Monday, May 6, 1946; Lots 18 & 20, Block 213, H. B. Tract, Lots 6 & 8, Block 312, H. B. Tract, ' Lot 18, Block 316, 17th St. Section. On motion by Henrickson seconded by Hawes, the Council adjourned until 8:00 o'clock P.M.
