MINUTES OF PLANNING COMMISSION
Council.Chamber, City Hall,
Huntington Beach, California
Friday, April 12, 1946
The regular meeting of the Huntington Beach'
Planning Commission was called to order at 7:30 P.M.
by Chairman Langenbeck.,
Members present: Langenbeck, Overmyer, Shaw,,Kaufman,
Davis, Hudson, Bristol, Overacker,
Furr and Consulting Engineer Parks.
Members absent: None.
Term of Chairman Langenbeck stated that the term of office
office of both the chairman and of commissioner Davis expire April
24th and the secretary was directed to advise the City
Council accordingly.
Minutes On motion by Kaufman seconded by Bristol, minutes
for the month of March were approved as read.
Guppy's The Clerk read a letter from Guppy's California
Ceramics Ceramics, 11308 South Main Street, Los Angeles, California.
The letter stated that the company is in the act,_, of
purchasing Lots 22, 24 and 26 in Block 602, Vista Del Mar,
Knoll Section, upon which is erected a building two stories
high occupying approximately one-third of the land area.
That it is the desire of the company to have these lots
spot zoned under IL-1-0 and the property to be used for the
manufacture and sale of pottery products.
The secretary was directed to notify

submit plans of
the present buildings.
Blighted pqr. Kennedy of Santa Ana addressed the, Commission
areas relative to clearing up blighted area and stated that he
and his company were prepared to offer their services to
the Planning Commission and the City of Huntington Beach.
A general discussion of the blighted area especially in
the oil field was had.
Mr. Overmyer On motion by Bristol seconded by Kaufman, Engineer
Overmyer was made the chairman of a committee of his own
selection to make a survey of the blighted areas in the
R-1 area and report back to the Commission at an early date.
Surety bonds On motion by Kaufman seconded by Bristol, the city
attorney was.authorized to secure information from other
cities regarding surety bonds accompanying applications
for erecting derricks and drilling oil wells. The purpose
,of such bonds being to insure a complete cleaning up of
the premises after operations have ceased.
Trolley cars - Engineer Parks stated that he attended the County
Ocean View Planning Commission this date and that there was an ap-
plication to the Commission for a permit to set up two
old trolley cars on Highway 39 in the south portion of
Ocea View, and that the matter will again come up for
hearing Friday, April 26th, and on motion by Overacker
seconded by Kaufman, the secretary was directed to write
the Orange County Planning Commission to the effect that
the Huntington Beach Planning Commission is opposed to
such action in that it will set a precedent which might
allow the erection of many such structures along the
State highways.

Subdivisions Chairman L'angenbeck presented a letter in-
viting members of the Commission to attend a meeting
to be held on Thursday, April 19, 1946, 2:00 P.M.
for the purpose of discussing the regulations of new
subdivisions.
Engineer Parks submitted copies of subdiv-
ision ordinances for study by the members.
On motion by Overmyer seconded by Bristol,
the Commission adjourned.
