HomeMy WebLinkAbout1946-04-15MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, April 15, 1946 The regular meeting of the City Council was called to order at 7:30 P. M. by Mayor Talbert. Councilmen•present: Henrickson, Grable, Hawes, Bartlett, Talbert. Councilmen absent: None. Census The Clerk read a letter from the Department of Census, Washington, D.C., stating that the approximate cost of the census of the City.of • Huntington Beach, based on an assumed population of 4,500 is $650.00 and that a deposit of $425.00 will be required to be drawn upon by a repre- sentative of the Census Department, and on motion by Grable seconded by 0 Bartlett, the city treasurer was authorized to deposit a sum not ex- ceeding $500.00 subject to order of the local supervisor of the Bureau of Census. Orange County The Clerk informed the Council that the Orange County League would League meet jointly with the Los Angeles County League at the Hilton Hotel, Long Red Cross - National Housing Agency Beach, 6:30 P.M. Thursday, April l8th. The Clerk was directed to make reservations for eight from Huntington Beach. The Clerk read a letter from Clive L. Adams, Huntington Beach Red Cross chairman, asking permission to use the horseshoe club house as headquarters for the Huntington Beach Red Cross and that the City paint and repair the building. The Clerk informed the Council that Engineer Overmyer had made an estimate of $50.00 or less for doing the work, and on motion by Bartlett seconded by Henrickson, the Clerk was directed to inform Mr. Adams that they may use the horseshoe club house and that necessary repairs and painting will be done. Mayor Talbert presented a letter from the National Housing Agency, Broadway Arcade Building, Room 1220, 542 So. Broadway, Los Angeles, together with forms for making application for Federal Emergency housing. The matter was referred to Dr. Hawes for his investigation and advice. Ordinance The Clerk presented and gave Ordinance 494 of the City of Huntington #494 passed Beach, permitting right hand turns against signals. This being the second and final reading, on motion by Hawes seconded by Henrickson, .._...._.. Ordinance No. 494 was passed and adopted by the following vote: ' AYES: Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. The first order of business was the canvassing of absentee ballots. Absentee It was determined that there were 25 absentee ballots cast ballots for the following officers and Proposition No. 1: A. L. 'Overacker City Attorney 14 Proposition No. 1 Yes 10 Proposition Noo 1 No 5 The City Council then proceeded to canvass and check the ballots cast at the General Municipal Election April 9, 1946. error One error was found, namely: that the Election Board of Consolidated Precinct "Al' had shown the number of ballots received by David K. Jones, candidate for city councilman, was 118 and the City Council determined that same should read 108. The error being in addition and made by the election board. Resolution There being no further errors; the Clerk presented and read #993 Resolution No. 993, declaring the results of said above named General Municipal Election, and on motion by Hawes seconded by Grable, Resolution No. 993 was passed and adopted by the following vote: AYES Councilmen: Henrickson, Grable, Hawes, Bartlett, Talbert. NOES: Councilmen: None. ABSENT: Councilmen: None. Statement of result of Election The statement of result of election is as follows: STATEMENT OF RESULT OF ELECTION 1. That the whole number of votes cast in the City of Huntington Beach at said General Municipal Election including all absentee votes is 1672. 2. Mayor Talbert addressed the Council and the audience and thanked everyone for their support and cooperation during his twelve years in office on the City Council. He offered his support and cooperation to the newly elected city councilmen and other officers. Bartlett Council Chamber, City Hall, Huntington Beach, California I.Icnday, April. 15, 196 Immediately following the adjournment, the Clerk administered the Oath of Office to the newly elected officers as follows; James P. Terry, Councilman Vernon E. Langenbeck, Councilman Ray H. Overacker, City Attorney Charles P. Patton, City Judge Donald H. Blossom, Chief of Police The Clerk then called the new Council to order and informed them that the next matter of business was that of choosing a permanent chairman and/or mayor for the ensuing tivo years. Whereupon, Councilman Grable moved that Ted W. Bartlett be nominated. The motion was seconded by Councilman Hawes. There being no further nominations, Councilman Hawes moved that nominations be closed, after which by unanimous vote, Ted W. Bartlett was elected mayor for the ensuring two year term. I_Iayor Bartlett Mayor Bartlett addressed the audience and stated that it will be &Ctdressed the audience his desire to work for the best interest of the City of Huntington Beach during his term of office and asked for constructive criticism at any and all times. Councilman `Ferry Councilman Terry addressed the audience and thanked the voters for their support at the recent election and stated that it is his desire to at all times serve the City of Huntington Beach for its best interest, Councilman Councilman. Langenbeck addressed the audience and thanked them for Langenbeck their support and stated that it would be his desire to serve the best interest of the people and that should mistakes occur, they would not be intentional. Frog -ram Mayor Bartlett again addressed the audience and stated that the Council was working out a constructive Program and asked tYiat people be patient because of the fact that there is an acute shortage of material. �►iarfinger On motion by Hawes seconded by Grable, the Mayor and City Engineer were authorized to select a wharfinger for the municipal pier, services to begin on or after April 16, 1946. Leave of absence Fire Chief Sargent stated that fireman Cordon B. Talbert had asked Gordon 'halbert for a leave of absence starting May lst and to continue until October 1st on account of illness. It being understood that the first two weeks of the above time be charged to vacation and seven days to sick leave, and on motion by Grable seconded by Hawes, permission was granted. t • PaFre Z.Inut e s Apr.1.1. 1." ,-i•94r) q(lid f'�e��'1 �3vexyer Upon recommendation of Fire Chief Sargent and on motion by Hawes seconded by Grabl.e, the Fire Chief was authorized to employ Earl Overmyer under Clascifi.cation "C" beginning Llay 1st, 1946, and to serve at the will and pleasure of the City Council. Y:.c. `,!r_xner Ml.lis H. darner, Chairman of the Board of Supervisors of Orange County and president of the Huntington Beach Chamber of Commerce ` addressed the newly organized Council and offered his services both as an official and a private citizen.. E. 1.1. Rodrigues addressed -the Council and stated that he had Care secured material to be used in the reconditioning of two old street cars and asked permit to install same along Ocean Avenue about one - quarter mile easterly from F;.r.st Street. On motion by Langenbeck seconded by Hanes, the ;Mans were referred to the Huntington Beach Planning Commission for its recommendation. - There being no further business to come before the Council, on motion by Grable seconded by Hawes, the Council adjourned.
