The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor. Bartlett.
Councilmen present Grable, Terry, Hawes, Langenbeck, Bartlett.

Salary - On motion by Hawes seconded by Terry, and on recommendation of the

Planning Commission, the salary of G. M. Parks, planning engineer, was
increased to $75.00 per month, effective May 1, 1946.

approved.
The Clerk read a letter from Chas. H. Donahue and Wes. W. Cowling
making application for concessions of all kinds on the beach front be-
tween 5th Street and 9th Street. The matter was referred to the Beach
and Pier Committee .
At this time, 9:00 o'clock P.M., the Clerk informed the Mayor
that this was `the---time-set.--by set. -by notice in the Huntington Beach News and
the City Council for selling certain lots at public auction. The Mayor
C.H.King offered Lots 19 and.20 in Block 213 and same were sold to C. H. King
for the sum of 4520.00 same being the highest bid offered. �-
Lots'6 & 8, 312, Lots 6 and S in Block 312 were offered and same were sold to
Matthew Nicholas
Matthew Nicholas, 753 Stanton.St., Pasadena, for the sum of $800.00, same 10,
being the highest bidder.
Lot 19, 316, Lot 19, Block 316, was offered for sale to the highest bidder and

was sold to C. E. Beam, 1994 Lindley Ave., Pasadena, for the sum of
$150.00, same being the highest bid made. `
Jack S. Kinney of the California Physician's Service, 743 Grandview
Street, Los Angeles, addressed the Council relative to the California

Physician's Service available to employees and asked permission to

contact the city employees with a view of organizing the phisician
service among the city employees of Huntington Beach. No action was
taken by the City Council and Mr. Kinney was referred to Delbert Higgins, p
president of the H. B. Employees' Association.
Rhoads - redrill The Clerk presented and read application of Sam F. Rhoads to
or deepen well � �,
redrill or deepen a well on Lots 3, 4 and 6, Block 911, Wesley 'ark
Tract, and on motion by Langenbeck seconded by Grable, permission
was granted.
Mr. Guppy - The Clerk read a letter from Roy A. Guppy of Guppy's Ceramics
asking that Lots 22, 23 and 24 in Block 602, Vista Del Mar Tract, be

reclassified as M-1-0 district. After some discussion, the Clerk
read Resolution No. 994, a resolution of the City Council of the City
of Huntington Beach, granting permission for the construction of
factory on Lots 22, 23 and 24 in Block 602, Vista Del Mar Tract, and
on motion by Grable seconded by Hawes, Resolution No. 994 was passed
and adopted by the following vote:

On motion by Grable seconded by Hawes, the application of
Harlan Hazelwood for permit to erect Neon sign at 304 Ocean Avenue
was approved.
On motion by Hawes..seconded by Langenbeck, the application of
Merle and Marie Lester for permit to erect electrical sign at 305
Main Street was approved.
On motion by Grable seconded by Terry, the application of
Norris Beauty Bar to erect Neon sign at 205 Main Street was approved.
On motion by Hawes seconded by Grable, the application of
Standard Oil Company of California to drill oil well, Huntington B-93,
in the barley field was approved. Councilman Langenbeck not voting.
On motion by Grable seconded by Langenbeck, the application of
Atlantic Oil Company, Miller and Ford, to drill well No. 1 in Block
1706 and well No. 2 in Block 1705, East Side Villa Tract, was approved.
Neon sign On motion by Hawes seconded by Langenbeck, the application of
J. C. Lauer
J. C. Lauer for permit to erect Neon sign at 316 Walnut Avenue was
approved.

Trees - The request of R. J. Ferguson to have trees removed at 611
611 Joliet
Joliet was referred to the Streets and Parks Committee for its in-
vestigation and report.
Wilshire Oil Co.The Clerk read application of the Wilshire Oil Company to
storage
tanks erect two 12,000 barrels oil storage tanks and construct a protect-
ion wall around same at 19th and Olive. The permit was approved by
Fire Chief J. K. Sargent, and on motion by Grable seconded by Langen-
beck, the permit was approved and permission granted provided the
permit is approved and signed by the City Engineer.
P.E.Ry. Co. The Clerk read a letter from the Pacific Electric Railway Company
Crossing at
Chicago in the matter of the application of the City of Huntington Beach for
permission to construct a public highway across the railroad tracks of
the Pacific Electric Railway Company, under application No. 24882, same
being crossing from Chicago to Third Street in Huntington Beach. The
letter called attention to the fact that the application for this
crossing expires June 16, 1946. The City Council discussed the matter
and all agreed that the crossing should be constructed as soon as
possible, and on motion by Hawes seconded by Grable, the letter was
referred to the City Attorney to make application for an extension of
one year and the City Engineer was directed to;furnish an estimate of
cost for constructing the crossing at next meeting of the City Council.
Wharfinger - On motion by Hawes seconded by Grable, the appointment of Charles
Montague
W. Montague as wharfinger and special officer on the pier at a salary
of $175.00 per month, beginning April 16, 1946, and to serve during
the will and pleasure of the City Council.
Shaw - The Clerk read a letter from Chas. D. Shaw, 1632 Montana Avenue,
surf riders
Santa Monica, Telephone Santa Monica 5-5287, asking for permission
to store surf riders under the city bandstand on the beach and to
engage in the business of renting same during season, and on motion by
a.
Hawes seconded by Langenbeek, the matter was referred to the City
Attorney to contact the applicant and after determining specifically
what he desires and the type of business to be engaged in, prepare a
contract and submit same to the City Council.
The above named letter was accompanied by a check in the amount
of $150.00 to cover one year's rental.
Request for The Clerk read a letter signed by Elsie I. Chambers and Elsie
St. light
Patrick, 901 Frankfort Street, asking the city to install a street
light at intersection of Frankfort and Hill Streets, and on motion by
Grable seconded by Hawes, the engineer was instructed to install the
light as soon as material is available.
Complaint - The Clerk read a letter from Ivan R. Smith, 622 Main Street, dated
Laundry
April 24, 1946, complaining about the unsanitary conditions and dangerous
. conditions of the laundry located on Main Street and asking that immediate

action be taken by the City Council to require the operator of the
laundry to

to ordinances
of the City of Huntington Beach, and o

by Grable
seconded by Langenbeck, the City Attorney was
authorized to take
the matter up
with the laundry company and advise
them that they must conform with city ordinances in the operation
of the laundry.
Legion Auxiliary- The Clerk read a letter from the Legion Auxiliary objecting
to.the payment of the Memorial Hall March 12th initiation, and on
motion.by Langenbeck seconded by Grable, cancellation was denied.
Memo. Hall - Free The Clerk read a letter from Dr. Melvin Strong, youth so-
use May 15th - �.
Girl Scout troop ordinator, asking for free use of Memorial Hall by a Girl Scout
Troop on May 15th and stated that the reason for the request for •
free use was due to the fact that it is a girl scout troop and
without funds, and on motion by Grable seconded by Langenbeck, the
permit was granted.
Trees to be removed On motion by Grable seconded by Terry, application of Jack
Greer to have five small eucalyptus trees removed from the parking
fronting his property at the corner of Hill and Geneva was approved
and City Engineer Overmyer directed to have same removed.
Fluorescent lights The City Clerk asked permission of the City Council to have '.

and on motion by Hawes seconded by Grable, permission was granted.
Demands On motion by Grable seconded by Langenbeck, demands approved --
by the Finance Committee were ordered paid.
Need Reso. #995 The Clerk presented and read weed resolution No. 995, and on y
motion by Hawes.se.eonded by Langenbeck, Resolution No. 995 was
passed and adopted by the following vote:

NOES: Councilmen: None.
ABSENT: Councilmen: None.
Mrs. Derigo - Attorney Overacker informed the Council that the City and
accident Superintendent of Streets had been sued by Eula Derigo for the
sum of $1,000.00 on account of an alleged accident and that the '
City was being represented by the City Attorney and that the matter
had been referred to the City's insurance company.
League of Cities Attorney pveracker stated that the League of -Cities will meet
in Memorial Hall at 6:45 P.M., Thursday, May 23rd, and that all city
officials are invited to attend but reservations must be made not
later then Tuesday, May 21st. No action was taken by the Council.
Parking Councilman Grable stated that he believed the City Council
meters should take definite action to have parking meters installed in Y
Huntington Beach, and on motion by Grable seconded by Hawes, the
Engineer was directed to proceed with arrangements for the install-
ation of Miller Parking meters as follows:

Main Street, Ocean Avenue to Orange Avenue,
Ocean Avenue, land side 2nd Street to 6th Street,
Ocean Avenue, ocean side, 2nd street to 6th Street, inclusive,
Walnut Avenue, 3rd Street to 5th Street,
Olive Avenue, 3rd Street to 5th Street.
The meters on the ocean side of Ocean Avenue to allow for a five hour
or less parking time. All other meters one hour or less. Motion put
and carried, Councilman Langenbeck voting "No" and stating that he pre-
ferred to first try the method of parking regulations by ordinance.
Pollution on Mayor Bartlett called attention of the Council to pollution on the
beach
beach caused by dumping garbage and spoiled meats by the Navy into the
ocean thus causing a very unsanitary condition along the bathing beach,
and on motion by Langenbeck seconded by Hawes, the City Clerk was
• directed to write Congressman Phillips, the two California Senators
and the Orange County Health Department and ask that action be taken
immediately for the discontinuance of the practice of dumping garbage
along the coast line.
Salaries Councilman Langenbeck asked that the Mayor appoint a committee to
consider salaries of city employees. The Mayor appointed the Finance
Committee consisting of Hawes and Langenbeck and Councilman Terry and
City Engineer Overmyer on the committee. Chairman Hawes stated that he
would have all information ready and asked the committee to meet with
him in the Council Chamber at 7:30 P.M. Monday, May 13th.
Tram on Mayor Bartlett reported that he had received some information on
pier
a tram to be used for carrying passengers to the. outer end of the muni-
cipal pier and suggested that if installation is to be made, it should
be in the near future. On motion by Grable seconded by Terry, the
matter was referred to the Beach and Pier Committee and city attorney
to prepare a contract and submit to the City Council at its next meeting.
. Wentworth to
On motion by Hawes seconded by Grable, Vernon Wentworth was
trailer park
transferred from the Street Department to the trailer camp as of May
3
1st, salary $190.00 per month, Classification "E", this on recommendation
of the City Engineer.
Driveways for Councilman Terry suggested that the City Engineer contact oil
oil companies
companies with a view of requiring them to install regular driveways
across the curb and sidewalks to their property in place of the
temporary arrangements now being used.
Waste water The Council and City Engineer discussed the pollution of the
streets with waste water and it developed that street paving is being
destroyed and in some cases the waste water is flowing in open drains
along the streets in front of hotels and resident6property and that
complaints have been registered against this type of waste water dis-
posal. No definite action was taken by the City Council.
