Monday, June 3, 1946.
The regular meeting of the City Council was called to order at 7:30
P. M. .by Mayor Bartlett.
Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett.
Councilmen absent: None.
Minutes On motion by Grable seconded by Terry, minutes for the month of May
were approved as read.
Monthly `TYe Clerk read monthly reports of the City Treasurer, City Clerk,

motion by Grable seconded by Langenbeck, same were accepted and ordered

Report
Public The Clerk presented copies of report from the Coordinator of Public
Relations
Relations to each of the City Councilmen.
Application - The Clerk presented and read application of Arthur Vetch to install
Arthur Vetch
and operate mechanical amusement device at Betty's Malt Shop, 102 Main

Street, and on motion by Grable seconded by Langenbeck, license was ordered
issued.
Cigar stand® On motion by Grable seconded by Langenbeck, the application of R. L.
R.L.Riley
Riley to operate cigar stand at 213 Main Street was approved.
Special The Clerk presented and read Special Census Report from the Depart -
Census
report ment of Commerce, Washington, D.C., reading as follows:
III .HEREBY CERTIFY, That according to the returns of the
Special Census, taken as of May 10, 1946, the population
of the City of Huntington Beach, County of Orange, State
of California, was 5,173. The population was distributed
by race and sex, as follows:

No action was taken by the City Council.
Parking The Clerk presented and read parking meter trial lease to the City
meters- by Duncan Meter Corporation, and on motion by Hawes seconded by Grable, the
Mayor and Clerk were authorized to execute same on behalf of the City.
Complaint The Clerk read a letter from Mr. & Mrs. C. C. Wilson whose residence
Oil on atrjstiocated at 9th and Ocean, complaining about oil and other refuse being
dumped onto their property from an adjoining oil well, also asking that -the
Council take some action to have the derrick removed. The Clerk also read
a similar letter from Mr. & Mrs. C. C. Campbell, owners of the Huntington Inn.
This letter,in addition to the complaint offered by Mr. and Mrs. Wilson,

stated that water -was allowed to run along the gutter and curb along
Ocean Avenue in front of their property. They asked that the Council
take immediate action to have this practice discontinued. The matter
was referred to the Oil Committee, the City Engineer and the Fire Chief
to check and report at next meeting of the Council.

Mr. Pence o The Clerk read a letter from Harry R. Pence proposing.to operate
Tram
a tram on the municipal.pier, also to the municipal and privately owned
trailer parks in return for which he offered to pay the City 22% on the
gross income from such operation. No action was taken by the City Council.
Agreement - The Clerk presented and read an agreement between the City of
K.W.Thompson
Tram on pier Huntington Beach and Kenneth W. Thompson covering the operation of a
tram car on the municipal pier for a period of one year beginning June
3, 1946, and ending June 2, 1947, and on motion by Langenbeck seconded
by Grable, the Mayor and City Clerk were authorized to execute same on

Dr.Hawes returns Dr. Hawes returned at this time,,8;35 P.M.
Mrs. Rice The Clerk read a letter from Mrs. Agnes M. Rice asking -for a
license to conduct the business of fortune telling at the yearly rate of
$50.00, business to be conducted in house at 405 Third Street. She was
informed by the Mayor that the regular rate for fortune telling as
prescribed by the City is $20.00 per day. Whereupon the applicant
stated that this rate would be prohibitive and that farther action in
the matter of a license application would not be necessary. No action
was taken by the City Council.

The matter was referred to the Streets and Parks Committee to investigate
and report.
Road to
Bert Harding addressed the Council r.elative.to a road to the airport

and asked that the matter be referred.to the Chamber of Commerce. The
Mayor referred the matter to the Streets and Parks Committee and the City
Engineer to investigate and furnish a preliminary estimate of cost to
extend Newland road,also look into the feasibility of constructing a
temporary road to the Coast Highway over the Newland Road right of way.
Asks for lease - The Clerk read a letter from Forest A. Deal asking for a lease on
fish stand .
city property at the intersection of Ocean Boulevard and Highway 39 or
on some other part of city property along the boulevard for the purpose
of operating a small fish stand. The matter was referred to the Beach
and Pier Committee to investigate and offer their recommendations.
Fence around The Clerk=read a letter from City Engineer Overmyer stating that a

fence around the Sewage Disposal plant, the area of which is 400 ft. x
500 ft. with two gates, would cost approximately $2,485.00. After some

discussion, it was decided to.delay building the fence until after the
meeting of the Legislature in 1947.
Girl Scout The Clerk read a letter from Adah,Kirkpatrick asking for free use

Free use of. and waiver of deposit of the Lake Park building for Girl Scout meetings,
Bldg.l yr.
and on motion by Grable seconded by Hawes,, the request was granted for
both free use and waiver of deposit for a period of one year beginning
June 3, 1946. It being understood that this pertained to Girl Scout
meetings only.
W.R.C. free use On motion.by Langenbeck seconded by Terry, the Council voted to

1946, for use of Memorial Hall by the W.R.C.
Traffic The Clerk read a letter from Governor Earl Warren inviting the
Safety Conf. .
City Council to attend a Traffic Safety Conference.in the Assembly
Chamber, Sacramento, June 7th, and on motion by Hawes.seconded by Grable,

the -Chief of Police was authorized to attend if in his opinion he believed -�
the information would be vital to the City of Huntington Beach.
Petition ® The Clerk read a petition signed by property owners in the vicinity

of Block 1007, Vista Del Mar Tract, asking that the City Council grade the
alley running through this block and that sewer line be laid through the
alley. The matter was referred.to the Streets and Parks Committee and
City Engineer Overmyer to investigate and furnish estimate of preliminary
cost of construction.
Mrs. Hardy The Clerk read a letter from the secretary of the Huntington Beach
reappointed on -
Library public Library stating that the term of Mrs. Mollie Hardy expired June 30,

1946.and recommending that Mrs. Hardy be reappointed for a term expiring
June 30, 1948. The Mayor announced that he was.reappointing Mrs. Hardy for
the term expiring June 30, 1948, and on motion by Hawes seconded by Grable,
the appointment was confirmed by the City Council.
Agreement m The Clerk read an agreement between the City of Huntington Beach

and Chas. D. Shaw whereby the latter was granted permission to rent beach'
umbrellas, back rests and surf riders and to sell sun tan lotion on the
beach near the band stand for a period.of one year beginning June 1, 1946,
and ending May 31, 1947, and on motion by Grable seconded by Langenbeck,
the Mayor and Clerk were authorized to execute same on behalf of the City.
Mr. Bannister The Clerk read.a letter from R. E. Bannister asking permission to

was granted to have the tree removed providing it meets with the approval of
the Streets and Parks Committee.
Water service. Councilman Hawes stated that he had had a conference.with the officers

posal plt. of the Southern California Water Company and discussed the matter of extending

water service to the sewage disposal plant but that a full report is not ready
at the present time but probably will be at next meeting.

plans and specifications for resurfacing Main Street, 2nd Street.,
3rd Street, 6th Street, 8th Street, 9th Street and llth Street and
present same at next meeting of the City Council.
Application
On motion by Langenbeck seconded by Hawes, the application of
Calif . surf
riders
California Surf Rider by Chas. D. Shaw for license -to conduct the
business of renting beach umbrellas, surf riders, back rests and
selling of sun tan lotion was approved.

On motion by Hawes seconded by Grable, the surety bond of Tracy 0.

district The Clerk read a letter from the Chamber of Commerce asking the'

that may be important to a possible home building program. The letter
stated that the Huntington Beach Company already has .placed fifty
building sites on the market in that area.and they assure many more
will be available providing facilities are adequate. The blocks
specifically mentioned were 911, 912, 913, 1013, 1113, 1014, 1114, 1214,
.1701, 17020 1703, 1901, 1802, 1803, 1901, 1902, and on motion by Hawes
seconded by Grable, the matter was referred to the Streets and Parks
Committee and City Engineer to investigate and report back to the City
Council.

of Memo Hall

asking for free use of Memorial Hall on the evening of June 8th and
waiver of deposit charges. The hall to be used by the Air Squadron

sponsored by the American Legion, and on motion by Terry seconded by
Grable, permission was granted and charges waived.'

On motion by'Hawes.seconded by Grable, the appointment of E.S.Hillis'
Special officer
as special officer by the Chief of Police at the rate of $8.50 per 4ay
was approved.

The Clerk read a letter from C. K. Cole asking to have palm tree in

front of 750 and 752 Main Street.removed. The matter was referred to the
Streets and Parks Committee for their investigation and report.

Commission recommended that the City Council deny the application, and
on mot -ion by Langenbeck seconded.by Hawes, the application of L. W. Dye
to operate junk yard on Lots. 9 and 11, Block 522, was denied.
Crossing The Clerk read a letter from Attorney Ray H. Overacker stating that
he was in receipt of the fourth order extending time.for the installation
of a crossing between Chicago Street and Lake Avenue. The letter was.
ordered filed.
Lifeguard The Clerk read a letter from the Harbor Division of Los Angeles,
Tel.line
Office of the Commanding Officer, Fort McArthur, San_Pedro, California, -
to the effect that it was not "the policy of the Army to lease its cable
in competition with.the telephone company and recommending that the City
through the Lifeguard Department contact the Associated Telephone Com-
pany and secure their permission.for the line between Huntington Beach
and Beal Beach, and on motion by.Grable seconded by Langenbeck, Chief
Lifeguard Higgins was authorized to contact,the Associated Telephone
,7 Company and report back to the City Council.
Calif.League of The Clerk read a letter from the California League of Cities
Cities =
San Diego stating that the annual convention.will be held in San Diego September
16th to 19th, inclusive. Members of the City Council and heads of
departments were asked to submit their reservations to the city clerk
as soon as possible.
Lots 4-5-6-7-. The Clerk read a letter from J. K. McDonald, real estate dealer,

VDM coffering the sum of $450.00 for Lots 4, 5, 6, 7, 8 and 9 in.Bloek 15-01,
Vista Del Mar Tract. The letter stated that his client is willing to
accept quitclaim deed and tax title only, and on motion by Hawes seconded
by Langenbeck, the City Attorney was authorized to prepare resolution nd
quitclaim deed and present to City Council at its next meeting.,.
Veterans of The Clerk presented and read a letter from'Veterans of Foreign Wars,
Foreign Wars
Huntington Beach Post No. 7368, signed by Eldon V. Seibert, Commander and
. Harold Mays, quartermaster, asking for permission to use the Memorial Hall,
lower floor, as a regular.pladeof-ineeting. Meetings to be held on the
first and third Mondays of each month, also they requested that the
organization be given access to the Committee room for safe keeping of
supplies such as standards and colors, books etc., and on motion by Grable,
seconded by Langenbeck, the application was rejected and the Clerk directed
to write a letter explaining the policy of the City Council which in effect
is that they do not have the authority to allow any organization -to use
Memorial Hall, lower floor, on regular dates, thus depriving the citizens -
of.Huntington Beach the use of the hall.
Weeds The Clerk informed the Council that "this was the time set for hearing
objections to the action of the City Council -and the Superintendent of
Streets in ordering weed abatement in the City. The Clerk informed the
Council that he had received no written.or verbal objections. The Mayor
asked if there wars anyone in the audience who objected. There being none,

on motion by Dawes seconded by Grable, the Superintendent of Streets was
directed .to proceed immediately to abate the nuisance.
Ajax Amusements o On motion by Hawes seconded by Langenbeck, the application of �
Neon sign
Ajax Amusements to erect sign on the city park opposite the Pav-A-Lon
was denied and the Clerk directed to write Ajax.Amusements and state
that this park was leased to the'City by the Pacific Electric Land
Company for.park purposes only and with g special provision that no
signs be erected on the property.
Standard Oil Co, The Clerk informed the Council that this was the date set for

the hearing of the Standard Oil Company asking permission to drill
Pacific Electric No. 32. That all notices required by law had been
posted and that no objections had been received in the office of the
City Clerk. The Mayor asked if there was anyone in the audience who T
objected. The City Engineer stated that no hazard would be caused in
drilling the well, and -on motion by Grable seconded by Hawes, license

was granted. Councilman Langenbeck declining to vote.
Surrey
The Clerk informed the Council that an old surrey was being stored
at a cost of $2.50 per month. After some discussion and on motion by
Langenbeck seconded by Terry, the City Engineer was authorized to dispose
of the vehicle.
Demands
On motion by Grable seconded by Langenbeck, demands approved by
the Finance Committee were ordered paid.
Fire insurance
The Clerk informed the Council that in the near future the City
,
would make application for a renewal of fire insurance on city owned
buildings for a period of three years and asked if the City Council
i
wished to follow its past policy of dividing the insurance between the
various agents or if they wished to get lowest bid from an individual
agent. The matter was referred to the insurance committee for its re-
commendation at next meeting of the City Council.
Transfer of
On motion by Hawes seconded by Grable, the City Treasurer was
funds
authorized to transfer the sum of $18.22,now in the 1911 Bond Act
Fund, to the general funds of the City.

Card tables to
Councilman Grable stated that he believed the City should impose
be licensed
a license on card tables in the City. After some discussion and.on
motion by Grable seconded by Langenbeck, the City Attorney was'autho-
rized to prepare an ordinance licensing card games at the rate of
$300.00 per table per year plus a unit amount of $500.00 for each
place of business. That the limit be two tables to each place of-.
business and that only one table to each 500 population or a major
fraction thereof be allowed in the City. Motion put and carried
by the following vote:
AYES: Councilmen: Grable, Terry, Langenbeck, Bartlett.

Station wagon
Chief Lifeguard Higgins informed the Council that the station

wagon now in the hands of the Red Cross is available to the lifeguards

and badly needed at Sunset Beach during the summer months, and on motion
by Grable seconded by Langenbeck, the Red Cross was asked to return the
station wagon to the City for city use.
Chief.Lifeguard Higgins made a report concerning pollution of the
beach on account of dumping of vast from ships and also to the type of
pollution and stated that the Fish and Game Commission had discontinued
its POLLUTION DETAIL. Mr. Higgins said he believed that by request, the
Fish and Game Commission might again,employ the pollution detail. The
matter was referred to the Beach and Pier Committee.
Hengoed o Relief On motion by Hawes seconded by Grable, the fire chief was'autho-
fireman rized to employ Wm. Hengoed as relief fireman from June 1st to Septem-
ber 1st, salary classification "C", $190.00 per month.
On motion by Grable seconded by Hawes, the Council adjourned.
