HomeMy WebLinkAbout1946-06-17504 MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, June 17, 1946 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. -Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett. Councilmen absent: None. Claim The Clerk presented and read claim of Denio, Hart, Taubman and Simpson against the City of Huntington Beach, dated June 6, 1946. ` Same was ordered filed. Asks to have The Clerk read a letter from Marcus Howard relative to grading alley graded the alley running from loth to llth Streets between Main and Lake. Same was referred to the Streets and Parks Committee and City Engi- neer to investigate and report. `railer Park The Clerk read a letter from Wm. G. Soultaire, Captain, Air Corps, commending Ralph St. Clair and the City of Huntington Beach for the excellent treatment given visitors at the trailer park. The letter was ordered filed. ' Complaint o The Clerk read a letter from Ivan R. Smith, 626 Main Street, com- laundry plaining of the conditions at the Main Street laundry. The matter was referred to the Chief of Police. i Beach The Clerk read letters from Senators Wm, F. Knowland and Sheridan pollution Downey concerning beach pollution and stating that_a definite effort Y was being made to correct the condition. Councilman Langenbeck stated that the Fish and Game Commission had resumed employment of the POLLUTION DETAIL along the beach. Patrolman - On motion by Grable seconded by Hawes, the appointment of Bert W. Bert W. Harding 4- Jr. Harding Jr. by the Chief of Police as patrolman to replace Officer Douthett at a salary of $190,00 per month was approved, effective June 16, 1946. Driveway On motion by Hawes seconded by Langenbeck, the application of E. F. Klette for permission to build concrete driveway to Lot 1, Block 701, Vista Del Mar Tract, was approved. Cut curb- On motion by Grable seconded by Hawes, the request of Roy D. Bryant Motor Company for permission to cut curb and install driveway at a point approximately 70 feet southeasterly from the intersection of the alley between Main and Third Streets was approved. Dr, � S ro ng o The Clerk read a letter from Dr. Melvin Strong asking permission to Lake ark use Lake Park on the days of June 25th, 26th, 27th and 28th from 10:00 A.M. to 3:00 P.M. daily was approved. Permission was granted to use the 4- Club House for short periods during the afternoons provided the hall has r not been previously engaged, this on motion by Hawes seconded by Terry. 505 Page v2 - Minutes June 17,1946 Project Statement }ell Clerk The City/presented and read Project Statement No. 1, dated June 11, 1946, addressed to the Director of Public Works, Sacramento, California, which statement contained the estimated cost of construction of the proposed -im- provement of Main Street from Ocean Avenue to Clay Street by resurfacing same within the city limits and constructing concrete gutters in two blocks in accordance with State plans and specifications. Statement to the effect that the total work will cost approximately $24,210.02, and that the City will use $14,862.32 from the J� gas tax derived from the State and that the City will furnish an additional amount of $237.35 to cover survey - and plans and $9,347.70 to cover construction, said last named amounts to ' come from the City°s General Fund, and on motion by Langenbeck seconded by Terry, the Mayor and City Clerk were authorized to execute same on behalf of the City. Plans The City Engineer presented plans, specifications and special provisions Specifications 7. for the resurfacing and installation of concrete gutters on Main Street in the City of Huntington Beach, California, and on motion by Grable seconded by Terry, said plans, specifications and special provisions were adopted by the City Council of the City of Huntington Beach. Im'p9 of Stao- Engineer Overmyer informed the Council that plans and specifications for the improvement of Second,;Third, Sixth, Eighth, Ninth and Eleventh were ready to be submitted to the City Council, and on motion by Terry seconded by Grable, the Engineer was directed to present same at next meeting of the ! Council. 0 C. of Co t 4th of July Wolfe & Hurst - monthly payroll , Wolfe and -Ben Hurst be placed on the regular monthly payroll as assistants at the trailer park at a salary of $190.00 per month, Classification "E", effective June 16, 1946, and on motion by Grable seconded by Hawes, the request was granted. The Clerk read a letter from the Chamber of Commerce asking permission to allow merry-go-round, Perris wheel, children°s rides, etc., for the Fourth The Clerk read a letter from Engineer Overmyer recommending that Audley of July holidays on the vacant lots near the intersection of M� and Orange --- Streets, and on motion by Hawes seconded by Grable, the request was granted. APPLICATIONS The Clerk presented and read the following applications for licenses; FOR LICENSES Beulah Westmoreland to conduct the business of lunch counter at store in muni6lpal trailer park. Avery C. Davis to conduct the business of jewelry store at 1192 Main Street. Harold W.Hansen to conduct the business of concession in Huntington Beach Company's concession No. 31, J. M. Bila to conduct the business of selling soft drinks and confectioner- ies in Huntington Beach concessions 32 and 33. Albert Azzara to conduct the business of repair shop at 110 Main Street. Cornet Store to conduct the business of variety store at 224 Main Street. Wayne Pickering to conduct the business of gasoline service station at 602 Ocean Avenue. 506 Page #3 m Yinutes June 17$ 1946 B. M. Jurkovich to conduct the business of sales of Hudson cars " and home appliances at 410 Main Street. Carolyn J. Fitzgerald to conduct the business of Beauty Shop at 125 ® 6th Street, and on motion by Hawes seconded by Langenbeck, same were approved and ordered filed. Application The application of Ellen M. Kranz for license to conduct referred to City AW Y the business of Beauty Shop at 1005 Huntington Avenue was re- ferred to the City Attorney with authority to refer same to the Planning Commission if he deemed it advisable. F. & S. Sales Co. The Clerk read application of F. & S. Sales Company, W. E. Foust, to,install and -operate mechanical amusement devices at the Huntington Beach Golf Course Club House, Ken Bentley 440 Main Street, Garland House 111 Main Street, Firs. Allen's concession on end of ` municipal pier and an additional machine at 107 Cafe, 107 Main Street, and on motion by Grable seconded by Terry, the application was approved and accepted. Lifeguards for The Clerk read a list of appointments and salaries for life- summer months, guards, and on motion by Hawes seconded by Grable, same was submitted to the City Attorney to include in the new salary ordinance. Chief OPI - a Lifeguard Higgins called attention to the fact that the ordinance does not provide for a sufficient number of lifeguards. List of appoint- ments and full salaries are as follows: Capt. Mayor Bartlett stated that he had investigated the matter and that 1 there was no serious grounds for complaint. Telephone at Rolf The City Clerk was directed to discontinue payments for telephone course service at the golf course. Smoked fish On motion by Langenbeck seconded by Terry, Forrest R. Deal was F.R.Deal given permission to use city ground near the intersection of Ocean g y -00 39 on a month to month rental at the rate of 15 Avenue and Hi hwa per month, payable in advance for the purpose of selling.smoked fish 0 507 Wage ;,-4 - Minutes June 17,1946 4 Objections to Mr. William Adair addressed the Council and objected to the licensing draw poker adoption of an ordinance permitting and licensing draw poker within the city limits of Huntington Beach. Reverend Blume of the M. E. Church addressed the Council and spoke against the licensing of poker games within the City. John Whitfield voiced the sentiment of the two previous speakers. Alf Dowty said he believed that it was not good for the City to license such concessions. Others interested in the licensing 4 spoke in its favor. No action was taken by the City Council. Demands On motion by Grable seconded by Terry, demands approved by the Finance Committee were ordered paid. IV' Newland Road Engineer Overmyer stated that Chairman of the Board of Supervisof n Warner asked the County surveyors to make an estimate of fill for the improvement of Newland Road to the airport. Sewer - Dlk Engineer Overmyer estimated that it would cost the City approximate- 1007 VDYI ly $700.00 fo install sewer to accommodate Block 1007, Vista Del Mar Tract. No action was taken by the City Council. Remove Tree On motion by Langenbeck seconded by Hawes, the 'City Engineer was 4 1 authorized to remove tree in front of the property of\C. K. Cole with the provision that C. K. Cole pay half the expense of removing the tree. ♦ Telephone line On motion by Langenbeck seconded by Hawes, Chief Lifeguard Higgins for lifeguards was to continue with his request for a telephone line along the beach between the City and Seal Beach, and to inform the City Council as soon as he received information that the line can be constructed by the telephone company. Parkin; meters On motion by Hawes seconded by Langenbeck, the City Attorney was authorized to contact the Pacific Electric Railway Company and secure permission to install parking meters on the land leased from them along Ocean Avenue by the City for parking purposes. The matter of preparing a private parking ordinance was referred to the City Attorney to investigate and advise. Executive Mayor Bartlett stated that in the future the City Council would meetings y be asked to meet for a short executive session preceding each Council meeting. Waste dater At the suggestion of Councilman.Grable, the oil committee.was auth- Z orized to arrange a date with oil -producing operators and the City Council for the purpose of discussing the waste water problem. Ormer0s The Clerk presented OWNER'S CONSENT of the Standard Oil Company consent covering property leased by Georgiana Garrish as an airport, and on motion by Hawes seconded by Grable, the Mayor and Clerk were authorized to execute same upon receipt of a copy of the contract between the Standard Oil Company and Georgiana Garrish. Councilman Langenbeck not voting. Denio et al City Attorney filed 4th.Civil No. 340g in the Supreme Court of vs City the State of California, a petition for hearing in the Supreme Court in the matter of Denio, Hart, Taubman and Simpson, plaintiffs vs The City of Huntington Beach. Executive The City Council agreed to meet in executive session at the City session Hall at the hour of 6:30 P.M..on the date of the next regular meeting of, the City Council.
