Monthly The.clerk read monthly reports of the City Treasurer, City Clerk, City 'Reports. Collector, City 'Judge, Chief of Police and City Engineer., and on motion by Hawes seconded by %angenbeck, same were accented and ordered filed.. Dye secondhand oil field equipment on Lots 25 and 27, Block 317, upon which is to be R erected a building to house all equipment, and on motion by Terry seconded by Hawes, permit to issue license was granted subject to the approval of the building inspector. Demands On motion by Langenbeck seconded by Grable,- demands approved by the Finance Committee were ordered paid. 510 - - - - -- Page #2, Minutes July 1, 1946 Application - The Clerk read application of Ellen M. Kranz for license to conduct the Beauty shop ,-' - business of beauty shop at 1005 Huntington Avenue, and on motion by Hawes Ellen Kranz seconded by Grable,, license was granted with the provisions that the Clerk write the applicant and inform her that this is in the'two family area and that - e.hy-.,bus nose -.conducted must be done so only by the person living on the premises and that no help can be employed, or merchandise displayed. Application - The Clerk read application of Robert M. Olsen'for license to engage in Draftsman the business of architectural draftsman's studio at 704 California Avenue, and on motion by Hawes seconded by Terry, license was granted with the provisions that the Clerk write the applicant and inform him that this is in the two family area and that any business conducted must be done so'only by the person living -on the premises -and that no help can be employed, or merchandise displayed. Applications to drill oil The Clerk read application of the Standard Oil Company for permit to drill wells H.B. 94 Huntington Beach 9.4, and on motion by Hawes seconded by Terry, permit was granted. Councilman Langenbeck not voting. _State #57 The Clerk read application of Southwest Exploration Comp any for permit r , to drill State,#57, and on motion by Grable seconded by Langenbeck, permit was granted. State #59 The Clerk read application of Southwest,Exploration Company for permit to drill State #59, and on motion by Hawes seconded by Terry, permit.was granted. State.#59 The Clerk read application of Southwest Exploration.Company for permit to drill -State #59, and on motion by Grable seconded by Hawes, permit was granted. State #60 The Clerk read application of Southwest Exploration Company for permit to drill State #60, and on motion by Hawes seconded by Grable, permit was granted. C. of C. The Clerk read a letter from the Chamber of Commerce calling attention to the copy of a letter written by the Chamber of Commerce to the U.S. District Engineers,'Los Angeles concerning the possibility of erosion along the Hunting- 14 ton Beach portion of the coast line which might occur as a result of the ex- tension of the Long Beach -Los Angeles Harbor, and on motion by Grable seconded by Langenbeck, the City Clerk was directed to write the J.S. District Engineers along the same lines as that written by the Chamber of Commerce. Remove The Clerk read a -letter from Jackson Turner asking permission to remove trees two.trees in the alley between Eleventh and Twelfth Streets and Magnolia and Q Acacia for the purpose of running electricity line for electric service, and on motion by Grable seconded by Terry, permission was granted, work to be done under the supervision of the City Engineer. i511 Page V8, Minutes July 1, 1946 Crossing The' Clerk read a letter from the Pacific Electric Railway Company stating Chicago & that the cost of eofistructing a crossing across the tracks of their company 3rd Sts. and the Southern Pacific line between Chicago and Third Street would be $2,.065.00, and on motion by Grable seconded by Terry, the matter was referred to the City Engineer to prepare plans and cost of: paving,. Speed Limit - The Clerk read a letter from City Engineer Overmyer relative to speed limit along Ocean Avenue:. The letter was accompanied by reports of the Division of Highway Traffic Department. Same was'accepted and ordered filed. Claim e The Clerk informed the Council that a claim had been filed against the City by Attorneys Blodget and Tobias for their client Tempa Brown'on account of alleged accident in the Pav-A-Lon on or about the 22nd day of March at about -the hour of 10:00 o'clock P.M. The Clerk stated that a'copy of the claim had been submitted to the American Casualty Company, 111 W. 7th Street, Los Angeles. No action was taken by the Council. Att'y James Attorney James Mulholland addressed the City Council relative to the M Hlulholland proposed ordinance licensing certain card games in the City of Huntington Beach. Petitions He presented a number of petitions reading as follows: against licensing 1We, the citizens of Huntington Beach and vicinity, do hereby protest card games the passage of the Ordinance licensing gambling and card games in the City of Huntington Beach and respectively petition the Honorable City Council not to pass any such ordinance but to strictly enforce all laws against gambling.1° The petitions were signed by approximately five hundred persons. A general discussion followed and a number of citizens spoke in opposition to the pro- posed ordinance, and on motion by Hawes seconded by Langenbeck, the Chief of i so Police was directed to enforce the provisions of Ordinance No. 9 of the City of Huntington Beach. Fire Ins. The City Clerk submitted a schedule of property to be covered by 'fire insurance for the period beginning August 1, 1946 and recommended that the City call for sealed bids; it being the opinion of the Clerk that the City was being charged too high a rate for its fire insurance in comparison with the rate adopted by the school district, and on motion by Hawes seconded by Grable, the City Clerk was directed to write the agents now holding City fire insurance and ask that they submit.sealed bids to be opened July 15th, 9:00 o'clock P.M. Ord. #r496 The Clerk presented and read Ordinance No. 496, Parking ordinance. ParkingrOrd. This being the second and final reading, on motion by Hawes seconded by Grable, Ordinance No. 496 was passed and adopted by the following votes Ord. #498 AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. The Clerk read Ordinance No. 499 covering salaries. This being the first reading, no action was taken by the Council. 6 512 Page 4, Hinutes July 1, 1946 Reso. 999 The -Clerk read Resolution No. 999 authorizing the sale of Lots 4,596,7, 9 and 9 in Block 1501, Vista Del Mar Tract, to J.K. McDonald, and on motion by Hawes seconded by Langenbeck. Resolution No. 999 was passed and adopted by the following vote: , AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen; None. Beach Tract, /and on motion by Hawes seconded by Grable, Resolution No. 1000 was passed and adopted by the following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Parking Lot On motion by Hawes seconded by Langenbeck, the Mayor -was authorized to appoint a committee to investigate the feasibility of installing a parking lot on the beach front between First and Second Streets or vicin- ity. The Mayor appointed the Beach and Pier Committee together with the Chief of Police, City Engineer and Chief Life Guard. Improvement The Clerk read a letter containing an estimate for the improvement of Streets of 2nd, 3rd, 6th, 8th, 9th and llth streets and submitted therewith plans, specifications and special provisions for improvement of said streets, and bn motion by Hawes seconded by Langenbeck, same were approved and accepted. Motion put and carried by the following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT' Councilmen: None. Prevailing City Engineer Overmyer testified, under oath, that he had investi- wage scale gated the prevailing wage scale in this vicinity and had found that wages paid in the various trades and classes of labor were similar to those listed in Resolution No. 1001, The Mayor asked if there was anyone in the audience who wished to discuss the matter. There was no reply. Resoo41001 The Clerk presented and read wage scale resolution No. 1001 for the improvement of 2nd, 3rd, 6th,. 8th, 9th and llth Streets in the City of Huntington Beach, and on motion by Hawes seconded by Langenbeck, Resolution No. 1001 was passed and adopted by the following vote: AYXS: Councilmen: 'Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Adv. for bids On motion by'Hawes seconded by Langenbeck, the City Clerk was for elec. lamps authorized to advertise for bids to furnish the City with electric lamps, for the ensuing year. 0 Page 05, Hinutes July 1, 1946 513 Easement The City Engineer asked the Council for permission to request an ease - requested ment of'the Huntington Beach Company and the Pacific Electric Company across their property at 16th and Ocean, and on motion by Grable seconded by Hawes, the Engineer was authorized to make the requests Councilman Langenbeck not voting, Surf riders Councilman Langenbeek stated that there was an application to the Beach and Pier Committee to install and operate surf rider service near the trailer park and that an offer of 10% was offered to the City, Vacation - On Motion by Grable seconded by Terry, City Attorney Overacker was Att°y Over- acker' granted a vacation from July loth to August 1st with permission to leave the State. Earl Overmyer Fire Cbief.Sargent stated that Fireman L.E. Hill was retired as of Fireman June 30th and entitled to a two weeks vacation and that he had appointed Earl E. Overmyer at a salary of $205.00 per month, Classification "D" , and on motion by.Grable seconded by Hawes, the recommendation of the Fire Chief was accepted.
