Monday, July 15, 1946
The regular meeting of the City Council was called to
order at 7:30 P.M. by Mayor Bartlett.
Councilmen present: Grable,,Terry, Langenbeck, Bartlett.
Councilmen absent: Hawes.
Attorney Dana Williams of Seal Beach represented City
Attorney Overacker who is away on vacation.
The Mayor appointed Councilman Grable on the Finance
Committee.
The Clerk informed the Council that this was the date set
for awarding the contract for furnishing the City with electric
lamps. The Clerk read bid of General Electric Company by the
Huntington Beach Electric Company, 221 Main Street, Hunting-
ton Beach, offering a discount of 26% on unbroken packages
and 21% on broken packages. Also bid of the Westinghouse
Electric Company by Ken Austin, 474 Ocean Avenue, Huntington
,Beach, and on motion by Terry seconded by Langenbeck, the con-
tract was awarded to -the Huntington Beach Electric Company and
all other bids rejected, for the period beginning July 16,1946
and ending July 15, 1947.
License The Clerk presented and read the following applications:
Applications:
Kirkwood Tire Company, 545 No. Greenleaf, Whittier, to eon-
duct'the business of pick up.and delivery - tire recapping.
Caraco.Ship Supply, 1111 W. Broadway, Long Beach, for wheel -
tax license to deliver perishable food.
Mr. & Mrs. D.J. Murray for license to conduct hotel at 2121
Main Street.
Mrs. Mable Williamson, 265 Monte Vista, Costa Mesa, for license
to conduct variety store at 114 Main Street.
C.C. & M.C. Campbell for.license to conduct hotel and dining
room at 804 Ocean Avenue.
John A. Ryan and Ray Schneider for license to operate cafe -at
113 Main Street.

Mr. & Mrs. Kenneth Harrell for license to operate hotel at
106 Ocean Avenue.
Alfred Cusolito for license to conduct business of produce
market at 207 Main Street.
Harry M. Gelvin for license to conduct business of meat market
at 207 Main Street.
Alma L. Creek for license to conduct business of cafe at
101 Main Street.
L.R. Mann, Rex Hotel, for license to conduct business of hotel
at 108 Fifth Street.
Delbert McKinley for license to conduct business of shooting
gallery, lower floor Pav-A-Lon, and on motion by Grable
seconded by Terry, same were accepted and approved.
Application The Clerk read application of Arthur Lee Landers and Ray
referred to
Sts. & Parks Collins Jacka for license to conduct the business of two taxi
committee e
cabs from 406 Ocean Avenue, also a letter from Robert W. Bachelor,
Taxicabs
operator of the premises at 406 Ocean Avenue, agreeing to allow the
above named applicants to use the space in front of 406 Ocean
Avenue. The application was referred to the Streets and Parks
Committee.
One Hr. parking The Clerk read a letter from C.C. Campbell asking the City,
In front of Hunt.
Inn. Council to paint a green one hour parking limit in front of the
Huntington Inn, and on motion by Terry seconded by Grable, the
City Engineer was authorized to have the curb painted showing one
hour parking limit.
Cost of fill-in The Clerk read an estimate prepared by the City Engineer
covering fill-in of the city owned 52 acres along Ocean Avenue.

The letter stated that to fill to a depth of approximately four
feet would require 350,000 cubic yards of material at a cost -of
approximately-30 � per cubic yard. The matter was referred to
the City Council as a committee of the whole.
Agreement _ The Clerk read agreement dated July 15, 1946, between the
Chas. D, Shaw City of Huntington Beach and Chas. D. Shaw covering permission to
rent beach umbrellas, back rests, surfriders and to sell sun tan
lotion on the beach at a location in the municipal trailer park,
agreement to terminate the 31st day of May, 1947, and on motion
by Langenbeck seconded by Grable, the Mayor and Clerk were author-
ized to execute same and the Clerk was directed to hold up the
contract until the applicant has filed an insurance policy accept-
able to the City Council.

Petition to The Clerk read a petition signed by approximately six
Repeal Ord.
9 _ hundred citizens asking the City Council to irepeal Ordinance
No. 9 of the City of Huntington Beach. The Mayor asked if
anyone in the audience wished to be heard on the matter, there
were two responses by citizens who supported the petition. No
action was taken by the City Council and the Mayor informed
those present that their petition would be given consideration
by the City Council.
Demands On motion by Grable seconded byLangenbeck, demands
approved by the Finance Committee were ordered paid.
Surety bond On motion by Grable seconded by Langenbeck, the surety
bond of the Star Housemovers was accepted and ordered filed.

C.H. King addressed the Council and asked if any immediate
action was to be taken by the City in cleaning the area from
oil well debris between Lake Park and Mansion Avenue. Mr. King
stated that if the area was put in good condition there might
be approximately fifty new residences erected on the property.
The -matter was referred to the Streets and Parks Committee.
Engineer Overmyer stated that the sewer plant was in need
of two new valves at a cost of $72.25 each, and on motion by
Langenbeck seconded by Grable, the City Engineer was authorized
to purchase the valves.
Mr. Cupo representing Garrish Bros. addressed the Council
and stated that his company was installing runway in the vicinity
of the Huntington Beach airport and asked permission to rent the
City grader and its driver for approximately twenty-four hours.
The matter was referred to the Streets and Parks Committee and
the City Engineer with authority to lease the equipment should
they find it agreeable to do so.
City Engineer Overmyer informed the Council that the parking
meters had -arrived in the City and would be installed as soon as
the; workmen had been secured.
Councilman Langenbeck informed the Council that his committee
had investigated the matter of renting surf riders on the beach
near the pavilion and that his committee recommended that rental
of surf riders be restricted to the vviginal lessee, and on motion
by Langenbeck seconded by Grable, the report of the Committee was
ratified by the City Council.
Councilman Grable stated that he had received numerous com-
plaints concerning the unsanitary conditions on the walk -way of the
municipal pier, that fishermen were making a practice of hauling

up and crushing muscles on the pier and failing to clean up after-
wards. Jack Long addressed the Council and stated that this condi-
tion'was necessary or else they would be drivert from the pier. Ed
P Stevens addressed the Council and stated that the conditions were
deplbrable.and that as a fisherman of thirty years standing, he
saw no reason for the pier being in its present condition and
recommended that the practice be discontinued and that the City
endeavor to keep the pier clean. No action was taken by the
City Council.
Ord.0499 e The Clerk gave Ordinance No. 499, repealing Ordinance No. 9,
1st reading
its first reading at this time.
Pav-A-Lon Engineer Overmyer stated that he would have an air condition
engineer to inspect the Pav-A-Lon Tuesday, July 16th.
On motion by Grable seconded by Langenbeck, the Council
adjourned until 7:30 P.M. Monday, July 22, 1946.
