HomeMy WebLinkAbout1946-07-29U ,25 MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, July 29, 1946 Pursuant to adjournment of July 22d, the City Council met and was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Grable, Terry, Langenbeck, Bartlett. Councilmen absent; Hawes,(Dr. Hawes is confined to St. Joseph's Hospital) Mayor Bartlett appointed Councilman Grable on the Finance Committee. Applicationo The Clerk read application of Harold C. Wilson for license to conduct Garage the business of garage at 417-419- 3rd Street,, and on motion by Grable seconded by Langenbeck, license was approved. Application - The Clerk read application of Lee J. Cartwright to.conduct the business denied of lawn mower shop in garage at 515 California, and on motion by Langenbeek seconded by Terry, same was denied and the clerk directed to write the applicant,and give reason why the application was denied. Shore Llne The Clerk read a program of the Shore Line Commission, meeting to be Commission held Thursday, . August 10 1946 at the Mira Mar Hotel., Santa Monica, • Public _ Gallienne Relations Director/stated twat he would attend the meeting. Resooi002-' The Clerk presented and read Resolution No. 1002, cancelling taxes tin Ccell1ng Taxes on Lots 4,5,6,7,$ and 9. Block 1501, and on motion by Grable seconded by Terry, same was passed and adopted by the following vote: AYES: Councilmen: Grable, Terry, Langenbeck, Bartlett. - NOES: Councilmen: None. ABSENT: Council men: Hawes. Ordo jp499 e The Clerk gave Ordinance No..499, repealing Ordinance No. 9, its Repealing Ord.9 second and final reading, and on motion by Grable seconded by.Langenbeck, Ordinance No. 499 was passed and adopted by the following vote: AYES: Councilmen:, Grable, Terry, Langenbeok,_ Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: Hawes. Golf The Clerk read a letter from James S. Lawshe, manager Huntington C ours e Beach Company, stating that his company could not allow the manager of the golf course to sell beer on the premises because the Huntington Beach Company has prohibited the, sale of beer on that and all other properties E• belonging to the Company. Special Officer- On motion by Langenbeck seconded by Terry, Orlando G. Fairbanks, Jr. Fairbanks was appointed special police officer and assistant to, the wharfinger on the municipal pier at a salary of 900 per hour to serve at the will and pleasure of the Chief of Police and the City Council. Janitor- The Clerk read a letter from the City Clerk recommending the gutter transfer of Carl A. gutter from the Park Department to the City Hall and Memorial Hall as janitor, salary $170.00, Classifica- tion "D", plus the necessary overtime not to exceed $40.00 per month, and on motion by Langenbeck seconded by Grable, the Council approved the recommendation. �. Tree— The Clerk read a letter from Harry L. Hopkins asking that R. 16th & Acacia consideration be given regarding the removal of a Eucalyptus tree In the parkway at the northeast corner of 16th Street and Acacia Avenue, Lots 2, 40 6 and 8, Block 615. 'The matter was referred to the Streets and Parks Committee for their investigation and recommendations: Officer Mays The Clerk read a letter from Chief of Police Blossom re- commending that Officer Harold Mays, Jr. be advanced from bracket C to D $205.00-per month, and stated that Officer Mays has completed one year period in the department, and.on motion by Langenbeck aeeonded by Grable, the recommendation was approved. Roy -"Co Fox— The Clerk read a letter from Engineer Overmyer recommending gardener that Roy C. Fox be employed as gardener at a salary of $190.00 per month, classification "D", effective July 18, 1946, to serve at the will and pleasure of the City Council, and on motion by Grable seconded by Terry, the recommendation -was approved. Analyels :The Clerk read a letter from City Engineer Overmyer reading of bido as follows: "Pursuant to your request, I have analyzed the bids for the re -surfacing of 2d, 3rd, 6th, 8th' 9th and llth streets and have found the bid of John J. Swigart to be the lowest responsible bid". John J. Whereupon, the following motion was made by Langenbeck, "that the Se�igart bid ,of John J. Swigart, totaling .$23, 862.14 be accepted and all other bids be rejected". Motion seconded�by Grable, put -and carried unanimously. Wa Farquhar- Willoughby Farquhar addressed the Council and demonstrated house marking a type of house marking to be placed in the front of each residence marked on the side and top of the curb and -stated that the work would last approximately five years. He stated that he would like permission to go from house to house -and solicit -the work at $1.00 per .sign or to _ -take a contract from the City to do the work- at 500 per sign. The matter was referred to the Streets and Parks Committee for its consideration. 49 1 V 1 Ell 11 527 Page #3y Minutes., July 29p 1946. 1 4 1 U r 1 1 w 1 Bidder's On motion by Langenbeck seconded by Grable, the City Clerk was Cheeks returned directed to return Bidder's checks which were deposited with bids for the improvement of.2d, 3rd, 6th, 8th, 9th and llth Streets as follows: Cox Bros. Construction Co., Box 38, Stanton, California, amount $29800.00. Sully -Miller Construction Company, Box 627, R#1, Orange, California, amount $3, 500.00. Fire Inso The Clerk informed the Council that the survey being made by the Board of Underwriters Fire Insurance has not been completed and suggested that insurance agent Dave Jones be authorized to furnish a binder cover- ing all city property for. a period of thirty days beginning at 12:01 A.M. Thursday, August 1, 194-6, and to run for a period of thirty days, and on motion by Langenbeck seconded by Grable, the recommendation was accepted and policy ordered. ' Stray dogs On motion by Langenbeck seconded by Grable, the Police Committee, the City Attorney, the City Engineer and the Chief of Police were author- ized to formulate plans and furnish estimate of cost for the control of stray dogs in the City of Huntington Beach. Demands On motion by Grable seconded by Terry, demands approved by the Finance Committee were ordered.paid. Loading Chief of Police Blossom stated that the Standard Grocery had Zone requested a loading zone next to the Security -First National Bank on Walnut. The matter was discussed and the general impression was that one loading zone is sufficient for each business. No action was taken by the City Council. Pier Councilman Langenbeck stated that it was his 6pinion the City should adopt an ordinance for keeping dogs off the municipal pier; that there should be a limit to the amount of museles pulled from the piling; that the method of pulling museles from the piling is bad in that the piling is being chipped off by the use of large hooks; that the ordinance should prohibit fishing from fender piles, and on motion by Grable seconded by Langenbeok, the Beach and Pier Committee, the City Attorney and the City Engineer were authorized to prepare an ordinance in accordance with the above and any other good suggestions and submit to the City Council. Cafe at Councilman Langenbeok stated that business had increased in the end of Pier cafe at the end of the pier to the extent that more room is needed and suggested a window opening for serving to the outside. The matter was referred to the City Engineer and the Beach and Pier Committee for specific action 528 Page #4, Minutes, July 29, 1946.
