Monday, August 12, 1946
Pursuant to adjournment of August 5th, the City Council met and was
rt called to order at 7:30 P.M. by Mayor Bartlett.

Councilmen present: Grable, Terry, Langenbeck, Bartlett.
Councilmen absent: Hawes on account of illness.
Grable on
Finance Como The Mayor appointed Councilman Grable on the Finance Committee.
Bids - ' This being the date.set for receiving bids for the improvement of
Main St.
Main Street from Ocean Avenue to Clay Street in the City of Huntington
Beach, the Clerk opened and read the following bids:
John J. Swigart Company, Torrance, California, $23,243.99• Bid
was accompanied by certified check in the amount of $2,350.00.
Sull -Miller Contracting Company, Inc., Orange, California,
$23,�+71.96. Bid was accompanied by certified check in the
amount of $3,000.00.
Cox Bros. Contracting Company, Balboa, California, $24 245.36.
Bid was accompanied by bidder's bond in the amount of 6,000.00,
and on motion by Langenbeck seconded by Grable, bids were referred
to the City Engineer for analysis and report back to the City Council
at its regular meeting of Monday, August 19, 1946, at the hour of
7:30 P.M. '
Mr.Overmyer The Clerk read a letter from City Engineer Overmyer stating that
after further investigation and study, he had concluded that it would
be advisable to eliminate the construction of the expansion joints on
3rd, 6th, gth, 9th and llth Streets, as shown on the plans for the pro-
ject and designated under Section 3, Paragraph (d) of the Special Pro-
visions and Specifications, and on motion by Langenbeck seconded by
Grable, the recommendation of the City Engineer was accepted and

approved."
Mi. Holmberg Chester E. Holmberg, 610 E. 52nd Street, Los Angeles, addressed the
request to Council and asked permission to sell ice cream from house to house and
sell ice 'eream
on beach on the beach front. The matter was referred to the City Council as a
committee of the whole to report at next meeting, August 19th.
Surety bond- On motion by Grable seconded by Terry, the surety bond of L. E.
Worthy
Worthy, plumbing contractor, was accepted and ordered filed.
Owner's On motion by Terry seconded by Grable, Owner's Consent of the
consent
Standard Oil Company, giving them permission to'remove certain personal
property from the lease between the City of Huntington Beach and
Georgiana W. Garrish, was approved and the City Clerk authorized to
execute same on behalf of the City. Councilman Langenbeck not voting.
Applieationsg The Clerk read the following applications for licenses:
Licenses William A. Taylor, to conduct the business of automobile upholster-
ing and top shop in the building at 420 Main Street.

Sign painter William H. Jones, 3012 Coast Blvd., Newport Beach, for license
to conduct the business of sign painter.
Wheel-tdx San Diego Fruit Juice Company for wheel -tax license to deliver
fruit juices to the dealers in Huntington Beach.
Wheel -tax Richard A. Carlsen, 2297 Pacific Coast Highway, Long Beach, for
wheel -tax license to deliver nut vending machines.
Wheel -tax Alice R. Sundall, 2140 Merrimac Avenue, Zong Beach, for wheel -
tax license to deliver nut vending machines.
Meat market Harold Walker for license to conduct the business of meat
market at 218 Main Street, and on motion by Langenbeck
seconded by Terry, same were accepted and licenses ordered issued.
Cafe On motion by Grable seconded by Langenbeck, the application of
Stanley C. Porter to operate cabin cafe at 120 Main Street was
approved.
Midget auto Bob Moore, 832 Pine Avenue, Long Beach, addressed the City
race track -
Council and asked for a permit to install and operate a midget auto -

mobile race track to be located on thirty acres at the southeasterly
corner of the intersection of Atlanta Street and Highway 39. He stated
that the track'itself together with grand stand would occupy about r
eight acres and that the other 22 acres -'would be used for parking
automobiles. He volunteered to allow the City of Huntington Beach
1,% of the gross ticket sales less government ,admission tax. He*
stated that the grand stand and other improvements would cost
approximately $75,000.00 and that he would secure a lease on the
ground for approximately ten years. Whereupon, the following motion
was made by Councilman Grable: "That a City license be issued Bob �►
Moore for the operation of a midget automobile race track together
with the necessary grand stand and other buildings. Construction to
be subject to the inspection of the City Engineer." Motion seconded
by Councilman Langenbeck, put and carried unanimously.

On motion by Grable seconded by Terry, the City Attorney was
authorized to
amend license

covering the operation of midget automobile race tracks and stadium.
The operators to carry $50,000-100,000 public liability and $10,000
property damage insurance in a company acceptable to the City of
Huntington Beach.

The Clerk read a letter from Chief of Police Blossom recommend-
ing the purchase of a new Ford sedan to replace the Oldsmobile, and
on motion by Grable seconded by Langenbeck, the recommendation was

approved.
Ford truck
The Clerk read a letter from Theodore Robins by Calvin Nagel,
manager, offering to furnish the City a new Ford two ton H.D. truck
with nine yard load packer complete and mounted, f.o.b. Huntington
Beach, $5,446.76 plus California sales tax $136.16, total.$5,582.92,
and on motion by Terry seconded by Grable, the City Controller was

except that it be a twelve yard load packer at a cost not to exceed
$5,1692.92. Motion put and carri-ed unanimously.
Contractors On motion by Langenbeck seconded by Grable,'the contractor's bond
bond accepted
of John J. Swigart, doing business as John. J. Swigart Company, in the
Swigart
amount of $23,862.00 for faithful performance and the contractor's bond
of the same company in the amount of $11,931.00 for material and labor
were accepted and ordered filed.
Demands On motion by Grable seconded by Langenbeck, demands approved by
the Finance Committee were ordered paid.
Carson & Ray On motion by Grable seconded by Terry, the application of Carson and
Ray Company, 1107* No. Bay Front, Balboa Island, for license to conduct
the business, of,general contracting was approved.
Offer on The,Clerk read a letter from Harry E. Sallade offering the City the
1942 Oldsmobile
sum of $750.00 for the Police Department 1942 Oldsmobile, and on motion
by Grable seconded by Terry, the City Clerk was directed to advertise
Adv.for bids for bids for the sale of the above named car, same to be opened and
examined by the City Council at 8:00 o'clock P.M. Tuesday, September

Attorney Overacker informed the Council that the O.P.A. had given
notice of its approval for an increase of the rents at the municipal
trailer park, subject to a ten days notice in which to receive eomplaintg,
if any, and if none received to issue final approval at the end of ten days.

Salaries The Clerk offered the following recommendations, that the salary
of Helen Axton be increased to Classification E, $190.00 per month,
Myrtle E. Herlinger, Classification E, $190.00 per month, Helen N.
Newland, Classification E, $210.00 per month, and on motion by
Langenbeck seconded by Terry, same were approved, effective August,
1, 1946.
On motion by Grable seconded by Terry, W. M. Clegg, general
office assistant, was increased to Classification D. $75.00 per month,
effective August 1, 1946;
Fire Chief Sargent recommended that the salaries of Cecil E.
Dowty, Leo W. Farwell, Frank F. Groover and William E. Rardin be
increased to Classification E, $225.00 per month, effective August
11, 1946,,and on motion by Grable seconded by Terry, same were approved.
On motion by Langenbeck seconded by Grable, the salary of Chief
Life Guard Higgins was increased to Classification D, $260.00 per
month, effective August 1, 1946.
On motion by Grable seconded by Langenbeck, the salary of City
Collector D. M. Blossom was increased to Classification D, $100.00'
per month'and the salary of Fire Chief J. K. Sargent was increased
to Classification E. $290.00 per month effeetive�August 1, 1946.
Fire fighting The Clerk read a letter from Oliver C. Field, 944 Wilshire Blvd.,

Los Angeles, offering the City the sum of $799.07 for certain fire

fighting equipment now stored in the Fire Department building. The
matter was referred to the City Attorney to determine whether or not

the City has the right to sell fire fighting equipment which was
originally,given'to the City by the United States Government,
Chief Life Guard Higgins addressed the Council -and stated that he
expected to make changes in the personnel of the life guard depart-
ment for the purpose of better service.

On motion by Grable seconded by Terry, Councilman Langenbeck was
given'permission to be absent from the State for a -period beginning
August 13th and ending August 31st.
On motion by Grable seconded by Langenbeck,
