HomeMy WebLinkAbout1946-08-19537 1 MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, August 19, 1946 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: (arable, Terry, Bartlett. Councilmen absent: Hawes, Langenbeck. (Councilman Hawes absent on account of illness.). Orange Co. The Clerk read a notice to the effect that the Orange County League League of Cities will meet at San Clemente, dinner at 6:45 P.M. Thursday, August 26th. Ord.#500- The Clerk gave Ordinance No. 500, amending Ordinance No. 327 for 1st reading the collection of 1% gross gate receipts received from midget automobile racing, its first reading at this time. Application- The Clerk read application of Bob Moore, 932 Pine Street, Long Beach,' midget auto racing California, for license to conduct the business of midget automobile racing and sport stadium at'the intersection of Atlanta Street and High- way 39, and on motion by arable seconded by'Terry, license was granted subject to the provisions of Ordinance No. 500. Petition - The Clerk -read a petition signed by residents and property owners in oil derrick the immediate vicinity of an oil derrick located at the corner of llth 4 and Olive and two oil tanks at the corner of loth and Olive, complaining that the oil derrick is unsightly and unsafe and that the tanks are' leaking on adjacent property. The matter was referred to the City Engineer for inspection and. report to the City Council at its next meeting. Salaries - The Clerk read recommendation from City Engineer Overmyer that Ben Hurst & Wolfe Hurst and Audley Wolfe, assistants at the trailer camp, be reclassified and placed in Classification "E" at $205.00 per month, effective August 15, 1946, and on motion by Terry seconded by (gable, the recommendation was approved. 'Magnolia St.- The Clerk read a letter from Engineer Overmyer recommending that between 5th & Magnolia Street between Fifth and Sixth Streets be resurfaced with road- 6th oil at a cost not'to exceed $400.00, and on motion by Terry seconded by arable,'the engineer was directed to proceed with the work: Improvement The Clerk read a letter from Engineer Overmyer to the effect that he of Main St. I had found the bid of John.J. Swigart Company the lowest responsible bid for the improvement of Main Street. A representative of John J. Swigart Company addressed the Council and stated that his company had a contract to do work on Highway 101 and'that they would not be able to start on the repair of Main Street before October 1, 1946. On motion by Terry seconded by Grable, the matter of a contract with John J. Swigart Company for the improvement of Main Street was referred to the City Engineer and the City Council for investigation and report. 538 Minutes - Page #2, Aug.19, 1946 .� Grable & Terry Finance CTe. on The Mayor appointed Councilmen Grable and Terry on the Finance Committee. C. of C.'* On motion by Grable seconded by Terry, the Chamber of Commerce was Twin Conv. given permission to use the Pav-A-Lon all day Sunday, September lat., to stage Twin Convention. Merry-go-round On motion by Terry seconded by Grable, the Chamber of Commerce was & Perris wheel authorized to permit merry-go-round and ferris wheel to be installed and operated near the entrance to the municipal pier with the provision that ample space be left for vehicles to come to and from the municipal pier. Appropriation The Clerk read a letter from the Chamber of -Commerce asking the for Black -Gold days & Twin City to appropriate not exceeding $2,000.00 for staging Black -Gold Days Convention and Twin Convention August 31, September lst and 2nd, 1946. All bills to be paid on d emands,and on motion by Grable seconded by Terry, the request was approved and the amount appropriated6 Application - On motion by Grable seconded by Terry, the application of Jerry C. Bait stand Deevers for license to operate bait concession on the pier at the stand previously operated by Thayne H. Long was approved. Contract On -motion by Terry seconded by Grable, the City Attorney was autho- rized to prepare a new contract between the City of Huntington Beach and Jerry E. Deevers covering bait concession on the outer end of the mun- icipal pier for the period ending June 17th, 1948, and the further pro- vision that contract may be renewed for a period of two years. Gibson Oil Co. The Clerk read a letter.addressed to the City Attorney from the Gibson Oil Company asking for renewal of oil lease on the City's 52 acres. The matter was referred to the oil committee for investigation. Ins.Policy The Clerk presented insurance policy by C. H. Ring, agent, covering on pier wind and wave damage to the municipal pier for a period of one year beginning August 12, 1946, and ending August 12, 1947, premium $2,279.20, and on motion by Terry seconded by Grable, the policy was.accepted and ordered filed. Application - On motion by Grable seconded by Terry, the application of M. M. Coker cafe to operate cafe at 2131 Main Street was approved. New truck The Clerk read a letter from Theodore Robins quoting a price of $5,405.70 plus California sales tax $135.14, total $5,540.84 for a twelve yard unit truck, delivery from 120 to 150 days following order. No action was taken by the City Council due to the fact authorization for purchase had been made at a previous meeting. Demands On motion by Grable seconded by Terry, demands approved by the Finance Committee were ordered paid. 1 +t 1 C 1 539 Minutes - Page #3, Aug,12, 1946. r Install fan On motion by Grable seconded by Terry, the City Engineer was directed at Pav-AmLon to install a used fan at the Pav-ALon, cost of fan to be 1250.00 plus installation,with the understanding that if the fan does not prove satis- factory, same to be returned to the seller without cost -to the City. Der. Linton - Jim Linton addressed the Council and stated that property was being damaged in the vicinity north of Lake Park by water running over the property and in open ditches from oil wells. Mr. Linton stated that there was a possibility of building a number of new homes in this area if the proper sewer facilities could be furnished and the lots cleared of waste water and dilapidated oil derricks. The matter was referred to the City Council as a Committee of the whole. City Engineer Overmyer stated that he has already prepared preliminary plans for sewer installation in the above named area. Vacations: On motion by Grable seconded by Bartlett, Councilman Terry was Terry granted leave of absence from September let to October 1, 1946. Overmyer On motion by Terry seconded by Grable, Engineer Overmyer was granted vacation from September 21st to October 7, 1946.
