HomeMy WebLinkAbout1946-08-26540 Salaries Application - Cartwright Sale of car MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, August 262 1946 Pursuant to adjournment.of August 19, 19461, the City.Council met and was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Grable, Terry, Hawes, Langenbeek, Bartlett. Councilmen absent: None. The Clerk read a letter from City Engineer Overmyer recom- mending that Roy Fox and Chas. Schmekel, gardeners, be reclassi- fied to Classification "E", salary $205.00 per month, effective . August l6, 1946, and on motion by Hawes seconded by Langenbeck, the recommendation was approved and accepted. The Clerk informed the Council that Lee J. Cartwright, 515 California Avenue, had made regular application through the Planning Commission to operate a lawn mower repair shop in his garage in the rear of the above named address. That a hearing .had been.regularly advertised, the date set being 7:00 o'clock P.M. August 26th. That at said hearing the Planning Commission Committee had offered the following recommendation: "That the applicant be allowed to operate the above named shop for a period of approxi- mately one year ending June 30, 1947, after which -the matter is again to be taken up with the Planning Commission, and on motion by Grable seconded by'Langenbeek, the City Clerk was authorized to issue a license for the period ending June 30, 1947. This being the date set for receiving bids for the sale of the 1942 used Oldsmobile, the Clerk read the following bids: Theodore Robins-1,060.00; Marion E. Sallade - $750.00, and on motion by Grable seconded by Hawes, the bid of Theodore Robins was accepted and all other bids rejected. League of The Clerk read a letter from the League of California Cities Cities calling attention to a meeting of the Legislative Committee to consider tax structures, Wednesday, September 4th, State Building, Los Angeles, and on motion by Grable seconded by Hawes, the Mayor and City Clerk were authorized to attend the meeting and the Clerk was directed to compile statement in accordance with suggestions of the League of Cities, same to be presented to the Legislative Committee on the above date. Ord.#500 The -Clerk gave Ordinance No. 500,fixing rate of License upon Midget Auto- mobile racing midget automobile racing, its second and final reading at this time, 4W 1 ,W I. 541 Page 2, Minutes, August 26, 1946 and on motion by Grable seconded by Hawes, Ordinance No. 500 was passed and adopted by the following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Contract -_The Clerk read contract between the City and the Huntington H. B. C . of C. Beach Chamber of Commerce, and on motion by Hawes seconded by Grable the Mayor and Clerk were authorized to execute same on behalf of the City. Application- On motion by Langenbeck seconded by Hawes, the application of Bldg-Cont. W.B. I.Aalott for license to conduct the business of building contractor was accepted and approved. Parking The Clerk read a letter from the Pacific Electric Railway Com- meters pany addressed to the City Attorney stating that their company was agreeable to have parking meters placed along the parking along Ocean Avenue but that it will be necessary to secure the permission of the Huntington Beach Company and the Standard Oil Company and as, soon as this has been received by the Pacific Electric Railway Company,_ notice will be forwarded to the City. W.Farquhar On motion by Terry seconded by Langenbeck, the application of Willoughby Farquhar for license to paint -house numbers on curbing was approved. Demand On motion by Grable seconded by Terry, •demand approved by the Finance -Committee was ordered paid. Agreement- The Clerk read agreement between the City -of Huntington Beach Bait Stand and J.E. Deevers and H.B. Walker covering permit to use a small building located o n the outer end of the municipal pier, and on motion by Hawes seconded by Langenbeck, the Mayor and Clerk were authorized to execute same on behalf of the City. Boat Bldg -Works- Attorney O veraeker informed the Council that an application Hivay 39 to erect and operate a boat building works on Highway 39 near the intersection of Yorktown and Highway 39 had been referred to the Huntington Beach Planning Commission.for its recommendation. The Huntington Beach Planning Commission, at a regular meeting, voted to oppose thattsype of manufacturing in an area that promises to be " one of the best residential sections of the City and accordingly the Secretary was directed to so advise the County Planning Commission. Attorney Overacker stated that the County Planning Commission had overruled the desire of the Huntington Beach Planning Commission and had given its consent. On motion by Hawes seconded by Langenbeck, the City Clerk was directed to write -the Orange County Board of Supervisors protesting the construction and operation of a boat build- �' ing plant at the above named address. 542 Page 3, Minutes, August 26, 1§46 r Fireworks The Clerk read application for permit for fireworks display by the Golden State Fireworks Companyt The display to be September 2d from 8:00 o'clock P.M. to 10:00 otclock P.)I. from the municipal pier. The application was accompanied by bond and insurance policy as required by law, and on motion by Grable seconded by' Haves, the Mayor and Clerk were authorized to execute the application on be- half of the City. Main St.- Oa motion by Langenbeck seconded by Terry, the bid of John John J. Swigart J. Swigart Company for the resurfacing of Main Street, total $23,243.99, was accepted and all other bids rejected. Beach City Attorney Overacker stated that he, the Mayor, the City Engineer and Public Relations Officer Gallienne had an appointment with the Standard Oil Company Tuesday, August 27th to'disouss use ..by the'City of the beach between Fifth and Tenth Streets. Ad in Councilman Langenbeck called attention to the Ad which was H.B. News run on August 22d in the City's space in the Huntington Beach News and recommended that the future use of this space be confined to constructive work and that whenever there appears not to be suitable material that the space be not used or paid for. The City Clerk was directed to so notify the Huntington Beach News. On motion by Hawes seconded by Langenbeck, the Council adjourned.
