MINUTES

Tuesday, September 3, 1946
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Bartlett.
Councilmen present: Grable, Langenbeck, Bartlett.
Councilmen absent: Terry, Hawes.
Minutes On motion by Grable seconded by Langenbeck, minutes for the month
of August were approved as read.
Armistice Day The Clerk read a letter from the Veterans of Foreign Wars urging -
the City Council to take part in the Armistice Day Celebration at
Santa Ana, November 11, 1946. No action was taken by the City Council.
Drive to The Clerk read a letter from Governor Earl Warren asking the City
collect scrap'
Iron to take active part in a drive to collect scrap iron. The City Clerk
was directed to write a letter of acknowledgment.
Mrso Emory The Clerk read a letter from Mrs. W.R. Emory, Los Angeles, compli-
menting the City and Chamber of Commerce for an orderly Black -Gold
Days celebration.
Monthly The Clerk read monthly reports of the City Treasurer, City Clerk,
Reports City Collector, City Judge, City Engineer, Chief of Police and Chief
of Life Guards, and on motion by Grable seconded by Langenbeok, same
were accepted and ordered filed.
Eucalyptus The Clerk read a letter from Elsie Patrick, 643 Frankfort Street
trees calling attention to Eucalyptus trees inthe alley behind lots 20,21
and 22 in Block 606, and asked that they be removed because of the
damage of falling limbs and the nuisance of roots in the sewer system.
the matter was referred to the Streets and Parks Committee.
So. 0alif. The Clerk read a letter from the Southern California Edison
Ediscan Co.
Company asking for permission to extend their plant to: cover the
southerly 300 feet on Block 804. This being in., the multiple residence
area, the matter was referred to the Huntington Beach Planning Commission
and
the
City Clerk was
directed to
inform the Edison Company that it
will
be
necessary for
them to sign
an application for variance. This
on motion by Langenbeck seconded by Grable.

Finance Como The Mayor appointed Councilman Grable on the Finance Committee.
Report on The Clerk presented and read report of the Hartford Fire Insurance
fire Ina. Company establishing values for city property to be covered by fire
insurance, and on motion by Langenbeck seconded by Grable, the report
was approved and accepted.

Acreage The Clerk read a letter from Chas. A. Leyh, 1932 E. 4th Sty.,
Chas. Leah Long Beach, California, Telephone 641-189, offering to lease the
City's 52 acres and beach front acreage for oil drilling.
Drilling to start within thirty days after the execution of the
lease, subject to a rental of $150.00 per month and a one -sixth
royalty. The matter was referred,to the City Council as a ;
committee of the whole.
Applications° On motion by Langenbeck seconded by Grable, the appli-
cation of Dave Wilson to conduct the business of accounting
at 902 Main Street was approved.
On motion by Langenbeek seconded by Grable, the following
license. applications were approved:
Riley & Mickelson, Jewelery and allied items, 213 Main St.,
Justin Waldron Grannis, D.C., chiropractor, 206 - 5th St:),
C.C. Estes, trucking license, 2705 Dawson, Long Beach, 46
R.E. McIntosh, repair shop, 221 - 3rd St.,
Eennth W. Thoinpson', tram operator, H.B. pier.
Legion Hall The Clerk read a letter from the American Legion calling
attention to repairs needed on the inside wall of the northerly
end of the Legion Hall, also to broken window light. This was
referred to the City Engineer to furnish estimate of cost
to the City Council.

Mr. Overmyer
reading as follows:
"Honorable Mayor and City Council,
City of Huntington Beach.
Gentlemen:
Pursuant to your request I have examined the oil derrick
located on lots 2 and 4 block 310 and recorded in the name of
A.H. Trester and Associates.
I find the derrick to be inadequately guyed and not in
full accordance with the requirements of Ordinance No. 280 as
amended. There is also repair work which should be done to the
legs of the derrick before it would be considered safe, in my
opinion.
I was also instructed to examine the condition of the oil
tanks existing on lots 1 and 3 block 310. I found that these
tanks were being maintained in;,an unsafe condition due to old and
unused pipe lines lightly attached to the tanks which create a
hazard to those using the sidewalks and a definite hazard to
childred who use this area for a playground.

And on motion by Langenbeck seconded by Grable, the matter was
referred to the City Attorney with authorization to write a letter to the
land owner and Trester and Associates calling attention to,the condition
of the property and demanding immediate action to make the derrick and
tanks safe or dismantle same.

The Clerk read a letter from General Neon Company calling attention

to the fact that the electric sign -on the Pav-A-Lon will have to be re -
on account of rust. The matter was'referred to the Beach and
Pier Committee.

The Clerk read bid of Kermit M. Riggs and Bonnilynn Riggs, husband
Bik 813
and wife as joint tenants, 2071 - 7th Street, in the amount of $400.00
Riggs
for lots 33 and 35, Block 813, Wesley Park Tract, and, on motion by
Langenbeck seconded by Grable, the bid was accepted and the City Attorney
authorized to prepare quit -claim deed and resolution,,it being understood
that the City will not be responsible for the expense of clearing the
lots.

The Clerk read Resolution No. 1005, setting the tax rate for

the fiscal year 1946-1947, and on motion by Langenbeck seconded by
Grable, Resolution No. 1005 was passed and adopted by the following
vote:
AYES: Councilmen: Grable, Langenbeck, Bartlett.
NOES: Councilmen: None.

On motion by Grable seconded by Langenbeck, demands approved
by the Finance Committee were ordered paid.
The Clerk read easement of the Southern Pacific Company,
610 So. Main Street, Los Angeles, California, to the City of
Huntington Beach for grade crossing at Third Street, Huntington
Beach, and on motion by Langenbeck seconded by Grable, the Mayor and
City Clerk were authorized to execute same on behalf of the City.
On motion by Langenbeck seconded by Grable, the contract of
John J. SwIgart Company, 20530 So. Normandie, Torrance, California,
for the improvement and repair of Main Street was approved and the
Mayor and City Clerk authorized to execute same on behalf of the City.
On motion by Grable seconded by Langenbeck, the City Engineer
was authorized to purchase a new Chevrolet or Ford Delux Four Door
sedan.
Councilman Langenbeck stated that some complaint had been re-
ceived concerning the increase in rates at the trailer pa* and on

motion by Langenbeck seconded by Grable, the rates established by
the O.P.A. are to continue during summer and winter on the same basis.

Smoke from Fire Sargent stated that he has received some complaints

to the effect that smoke coming from the laundry was creating
a nuisance in that vicinity. Mr. Sargent stated that a gas
burner and the use of gas would eliminate this nuisance.
The matter was referred to Counpilman Langenbeck to investi-
gate and report to the City Council.
On motion by Langenbeck seconded by Grable, the Council
adjourned until 7:00 o'clock P.M. Tuesday, September 10, 1946.
