MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, September 23, 1946
Pursuant to adjournment of September 16th, the City Council met
and was called to order at 7:30 P.M. by Mayor Bartlett.
Councilmen present: Hawes, Langenbeck, Bartlett.
Councilmen absent: Grable, Terry.
Applications - The Clerk presented and read the following applications for
licenses:
License Betty Crouch to conduct the business of Bette's Beauty Salon,
226 Main Street.
Lots 9-11-17
& 19, Block
315
Lots 26 &
H. E. Windham to conduct the business of peddling bakery
goods from house to house.
Angelo B. Mollica to conduct the business of golf pro shop
and golf course at 17th and Wesley.
E. W. Burrows to conduct the -business of garage at 602 Ocean
Avenue.
California Surf Rider Company of i632 Montana Avenue, Santa
Monica, to conduct the business of renting surf riders,
umbrellas and selling sun tan lotion at the municipal trailer
park.
V.A.Brinkley to conduct the business of garage at 301 - 5th Street.
K. D. Miller to conduct the business of electrical contracting.
Philip Buhrlage to conduct the business of auto repair at llo -
2nd Street.
Betty J. Kemp to conduct the business of concession and the sale
of package goods only, lower floor of the Pav-A-Lon.
Jack E. Bredehoft-to conduct the business of plumbing contractor.
P. R. Powell to conduct the business of trucking..:
Chas. 0. Gruber to conduct the business of dentist at 112* Main Street.
Mrs. Lois Kitts to conduct the business of children's shop at 226
Main Street, and
on motion by Hawes seconded by Langenbeck, same were approved.
The Clerk read offer of Harry B. De Long in the amount of $510.00 for
lots 9, 11, 17 and 19 in Block 315 and was instructed to write Mr. De Long
that the lots will have to be' advertised for sale to the highest bidder.
The Clerk presented a statement from the City Collector showing taxes
and penalties in the amount of $891.12 on Lots 26 and 28 in Block 313,
assessed to Abel Investment Corporation and running over the period 1932 to
1946, inclusive. The City Collector stated that Mr. Abel wished to purchase
the property by paying up delinquent taxes. The City Clerk was directed to
write him stating that the City will give quit -claim deed to the property
subject to its present status for the sum of $950.00 cash.

Bids on motor The Clerk read informal proposals for furnishing the City with
oil '
motor oil as follows:
Shell Oil Company, 45¢ per gallon for shell truck and bus oil
SAE 10-50 inclusive.
Standard Oil Company, 2¢ per gallon for RPM motor oil
SAE 10-70 inclusive.
Union Oil Company of California, Unacal truck and bus
oil 20-50, 46¢ per gallon, and °
on motion by Langenbeek seconded by Hawes, the bid of the shell Oil
Company was accepted for a period of one year beginning September
23, 1946, and all other bids rejected.
C. of C. The Clerk read a letter from the Chamber of Commerce compliment-
ing the City on the improvement of streets and alleys.
Bids - cay, The Clerk presented and read bids for furnishing the City,
for Eng.Depto
Engineering Department, with a passenger automobile as follows:
Culbertson Chevrolet Company, 1946 Chevrolet Fleetmaster Sport
Sedan $1300.00 plus State sales tax $32.50, total $1,333.00,
less trade-in value of used 1939 Plymouth sedan $505.00, net
$929,00, delivery on or about October 10, 1946.
Theodore Robins, 1946 Ford Super Deluxe Fordor-Sedan, blue,
$1,439.21 plus California Sales tax.$35.98, less Federal
Excise tax $70.65, net $1,404.54, less trade-in allowance
for 1939 Plymouth sedan $574.9b, net $930.54, immediate
delivery, and
on motion by Langenbeek seconded by Hawes, the bid of Culbertson
Chevrolet Company was accepted and all other bids rejected.
Applications The Clerk read memorandum applicationsfor license to construct
to construct
derrick a derrick and operate same by Kingsland and Hjorth in Block 2805 East
Side Villa Tract, and Oil Tool Corporation on High School ground.
Both applications carried the notation that wells were drilled during
the year 1944 and that the City Engineering Department has no record of
applications--j for building permite. The applications were denied and
the Clerk directed to ascertain from the applicants under what autho-
rity the wells were drilled and derricks erected. -The Clerk was
directed to check with the Mining Bureau and see if proper permits were
secured from that department.
Mr. Wm. ivies The Clerk read a letter from William Ries asking for terms upon
which the City would lease a portion of land near the intersection of
Highway 39 and Ocean Avenue. The Clerk was directed to write the
applicant that the City is not contemplating such a lease.
Mr. Dant The Clerk read a letter from Orville W. Dant relative to bill
electricity
for electricity at the end of the municipal pier and stated that no
lights were burned except that burned by the city wharfinger. The
matter was -referred to Councilman Langenbeek to investigate and report.
State Employees The Clerk read a letter from the State Employees' Retirement
Retirement System System asking if the City wished to make application for increased
retirement benefits and decreased age limits in accordance with a
recent Act of the Legislature. No action was taken by the City -Council
and the City Clerk informed them that he believed that city employees
were satisfied with the present status and that if at some future date
theywanted to change, application could then be made.

Mr, Oliver
City Attorney Overacker presented a letter from the City Clerk
and a check made to Roy Oliver for $79.95 covering payment due on
account of purchase by
the City., Attached also was
a bill in the amount
of $69.02
covering past
due city license and unsecured personal property
tax, and
on motion by Hawes seconded by Langenbeck,
the City Clerk was
directed
to cancel the
above named check for $79.95
and prepare a new --
check in
the amount of
$10.93 and send same with the
receipted bills for
$69.02 to
Roy Oliver.
Hearing o The Clerk informed the Council that this was the date set for
postponed hearing in the matter of Hamilton and Sherman, operators, to drill State
M-2 on Lots 5, 6 and 7 in Block 122. The Attorney informed the Council
that action could not be taken unless four or more City Councilmen were
present. There being only three City Councilmen present, the hearing
'was continued until 7:30 P.M. Monday, October 7, 1946.
Demands On motion by Hawes 'seconded by Langenbeck, demands approved by the
Finance Committee were ordered paid.
Denio et al The Attorney presented a letter from the firm of Pope, Ballard and

Loos, attorneys Washington, D.C., relative to the case of Denio et al
vs City of Huntington Beach, calling attention to the fact that the city
had sent $75.00 to cover printing and that the printing had cost $90.00.
The Clerk was directed to send the $15.00 and present demand to the City
Council for same.
surety On motion by Hawes seconded Langenbeck, the following surety.bonds

were accepted and ordered filed:

Autombbile The Clerk informed the.Council that the Rhode Island Insurance
Insurance Company, for which Mrs. Ila N.Dabne'y is agent, had cancelled the auto-
mobile policy as of September 26, 1946. Bids for renewal of this
Insurance were as follows:
Huston, Suter & Huston, $2,4ig.59 per year including comprehensive

liability insurance.
Chris H. King, $2,973.20 per year, including comprehensive
liability insurance.
Ila N. Dabney, $1,209.01 for a policy to replace the poiicy.:being
cancelled by the above named company, and
on motion by Langenbeck seconded by Hawes, the bid of Ila N. Dabney was
accepted with the provision that insurance be written with the Travelers.
On motion by Hawes seconded by Langenbeck, the Council adjourned.
