Monday, October T, 1946
The regular meeting of the City Council was called to order
at 7 : 30 P.M. by- Mixyo r Bartlett.
Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett.
Councilmen absent: None.
On motion by Grable seconded by Langenbeck, minutes for the
month of September were approved as read.
The Clerk read monthly reports of the City treasurer,.city clerk,
city collector, city engineer, city judge, and chief of police, and
on motim by Grable seconded by Hawes, same were accepted and ordered
filed.
1:r. Kinman The Clerk read a letter from C.R. Kinman, 1501 Bush Street?
Santa Ana, stating that he owned a lot on Florida between Knoxville
and Joliet upon which he proposed to move a house and asked if the
alley between the above named streets will be opened and sewage
facilities available within the next thirty days. The Clerk was
directed to write and state that the City had ordered the material
but could not promise the date upon which work would be completed.
Girl The Clerk read a letter from Ethel Dwyer, chairman of Girl
$touts
Scout Committee, ae.king for use of the Lake Park building on
Monday afternoob of each week from 3:30 to 5:00 for the period of
one year. The Clerk was directed to write and state that permission
is granted with the provision that if the building is required, some
dates may be cancelled.
Petition- The Clerk read a petition signed by 58 citizens whose residences

Frankfort are in the vicinity of the intersection of Frankfort Street and
Street.
Delaware. The petition asked that a stop sign be placed on Frankfort
Street both sides of Delaware, and on motion by Langenbeck seconded
by Hawes, the City Attorney was authorized to amend city ordinances
accordingly.
APPLICATIONS The Clerk read the following applications for license::
for license -
Marinace & Tripodo for license to conduct the business of
brick mason.
L.G. Smith for license to conduct the business of roofing
contractor.
Mrs. Sylvia Shandrick for license to conduct the business of
hotel at 225j Main Street.
J. Rosenstock and Clarke Elliot Shapiro for wheel -tax license
to deliver produce wholesale.

Vernon W. Ham for license to conduct the business of peddling
Ice cream house to house.
L.J. Taylor to conduct the business of painting contractor, and
on motion by Langenbeck seconded by Grable, applications were
approved and license authorized.
Application- TheClerk read application of Edward R. Olsen to conduct the

business of frozen food sales, package goods only, from a stand
on Lot 18, Block 504, and on motion by Grable seconded by Hawes,
license was granted provided the applicant secures the necessary
building permit from the Building Department and conforms with
orders of the -Health Department as follows:-
1. Approval of Building Department.
2. Dust have permit in writing to use sanitary facilities
next door.
3. No food prepared on premises - or sold in bulk.
Geo-W. Gammon The Clerk read application of Industrial Specialty Company
by George W. Gammon to conduct the business of office display room
at 1320 Main Street in a building now being partly occupied by a welding
shop, and on motion by Langenbeck seconded by Terry, licnese was approved.
Offer on Lot The Clerk read a letter from Henry G. DeLapp,}offering the sum of
12, Block 1203,
VDDI. $200.00 for tax deed lot 12, Block 1203, Vista Del Mar Tract, Section 1,
DeLapp and on motion by Grable seconded by Terry, the request was denied and
the Clerk directed to return the $20G.00 deposit check.
Imp. of Ocean The Clerk read'a letter from the Division of Highway to the
Ave
effect that plans' specifications and estimates for the improvement
of Ocean Avenue from 16th to 17th'and from 19th to 20th Streets, and
on 17th Street from Ocean Avenue to Walnut Avenue, State Highway
Route 60 and a street of Major importance, under Project 16 and Project
4 have been approved, and on motion by Hawes seconded by Langenbeck, the
City Attorney was authorized to prepare a resolution establishing the
general wage scale for that class of work and submit at next meeting
of the City Council.

in the audience who objected to issuing the permit. There was no
response. The Mayor asked the City Engineer if he knew any reason
why permit should not be granted. Engineer Overmyer stated that
drilling of the well would create no hazard in his opinion, and on
motion by Hawes seconded by Langenbeck, permit was granted by the

The Clerk read a letter from Chief of Police Blossom
stating that he had appointed as special officer E.S. Hillis as
of October 1, 1946, to officiate as a regular policeman, bracket
"C", $205. 00 per month, and on motion by Grable seconded by
Terry, the appointment was approved.
Ray Elliott, principal of the Huntington Beach High School,
addressed the Council and stated that during football games
there was quite,a problem of parking along Main Street and asked
that cars be allowed to park for a distance of two blocks on Main
Street at an angle. The matter was referred to Chief of Police .
Blossom, the Fire and Police Committee and the City Attorney to
investigate.
Mr. ftr"e, in charge of constructing midget auto racing
park, addressed the Council and asked that the City cooperate
with his company in constructing drainage, especially of surface
water from the race track location to the ocean. Thematter was
referred to the City Engineer and Streets and Parks Committee
to investigate and report.
Salaries- The Clerk read a letter from Chief Sargent asking permission

Classification "D", $215.00 per month; that Cecil E. Dowty, Wm.
E. Rardin, Frank F. Groover and Gooidon B. Talbert are under

beck seconded by Hawes, the appointments were approved.
Contract - The Clerk read a contract by the Huntington Beach Company,

collection and disposal of garbage of the City of Huntington Beach; bids
to be opened at 7:30 P.M- Monday, November 4, 1946.
Reso. The Clerk read Resolution No. 1007, cancelling weed cleaning charges

on City tax deed lots for the year 1946, and on motion by Langenbeck
