HomeMy WebLinkAbout1946-10-21I MINUTES 559 1 Float' in' Halloween parade Council Chamber, City Hall, Huntington Beach, California, Mondays -October 21, 1946 The regular meeting of the City Council was called to orddr at 7:30 P.M. by Mayor Bartlett Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett. Councilmen absent: None. The Clerk read a letter from the Chamber of Commerce asking the City to appropriate the sum of $100.00 to be used in entering a float in the Anaheim Halloween Festival parade October 31st, and on.motion by Grable seconded by Hawes, the•request was granted. Eucalyptus The Clerk read a letter from Mary Trentham, 1009 Magnolia Avenue, asking tree Mary that the City Council remove a large eucalyptus tree from the parking in front Trentham - of her property for the reason that roots are disturbing the sidewalk and curb and makes it hard to cultivate a lawn. The matter was referred to the Streets and Parks Committee for their consideration. St. Imp o work The Clerk read a letter from Engineer -Overmyer recommending the accept-- accept'ed e ance of the improvement work on 2nd,_3rd, 6th, 8th, 9th and llth'Streets as constructed by John J. Swigart Company. That all material had been furnished and all work has been completed in accordance with plans and specifications, and on motion by Terry seconded by Hawes, the City Council accepted the 4 work as complete October 21st, 1946. Police Dept. The Clerk read an estimate by City Engineer Overmyer covering cost of parking space resurfacing the runway and parking space back of the Police Department, estimate $349.06, and on motion by Langenbeck seconded by•Grable, the City Engineer was authorized to proceed with the work. Co of C. e The Clerk read a letter from the Chamber of Commerce recommending the Lease on beach acceptance of a lease from the Huntington Beach Company covering beach front a froO' ' 6th to 9thfrom 6th to 9th Streets and suggesting that the City Council endeavor to ` secure the space between ,the municipal pier and 6th Street. In the ' event the latter cannot be accomplished, that the City Council ask the Huntington Beach Company to keep the premises clear from rubbish. The matter was referred to the Beach and Pier -Committee, the City Clerk and Public Relations Chairman Gallienne to discuss and report back to the City Council at its next meeting. Membership On motion by Terry seconded by Langenbeck, the Council authorized the Nat Ol Inst o of Mun. City Clerk to sign membership application for membership in the National Law Officers Institute of Municipal Law Officers. Mr. Ducommun Jack Ducommun addressed the Council and asked why he had not received salary a $10.00 increase given other employees. Engineer Overmyer recommended that the increase be made and recommended that Ducommun be placed in Classification !j Page#2, Minutes October 21, 1946 "D" Street Department $195.00 per month beginning October 15th, 1946, and on motion by Hawes seconded by Terry, the recommendation was approved. Rabbits Rudy Miller addressed the Council and objected to the un- sightly and unsanitary condition caused by raising rabbits on the corner of Block 403, Vista Del Mar Tract. He stated that they were being raised for sale and that he felt that this is a viola- tion,of the zoning ordinance. Mayor Bartlett stated that the place had been examined by the Health Department on October l8th but no report had been received. The matter was referred to the City Attorney and the Police Department for immediate action to abate the nuisance if such exists. Trailers The Clerk informed the Council that he had made a check of the City and found .that there were sixteen trailers operating with- out a Permit-., and on motion by Langenbeck seconded by Hawes, the Police Department was directed to enforce the provisions of the trailer ordinance. Carryall The Clerk read the following informal offers to purchase the City's Chevrolet Carryall: Roy D. Bryant Motor Co., $350.00 James D. Bushard, R#1, Box 655 HB 625.00 John J. Bushard, R#1, Box 655 HB 725.00 Theo Robins, 5th & Olive,.proposed to furnish the City with one 1946 Ford V-8 100h.p. pickup for $1,142.68 plus California State Sales Tax $28.57, total $1,171.25, less tradein allowance for 1940 Chevrolet Carryall $526,00 net $645.25, price subject to change Ford Pickup as per O.P.A. schedule at time of delivery; that their schedule called for delivery of a Ford pickup within the next sixty days, and on motion by Grable seconded by Hawes, the bid of Theodore Robins was accepted and all other bids rejected. The reason for accepting the lower bid being that same is the O.P.A. ceiling and the City is not authorized to sell for a higher price. Girl Sebut The Clerk read a letter from Melvin Strong stating that plans Council were being made for organizing a Girl Scout Council for Huntington Beach and asked permission to use the Horseshoe Club House for their he meetings. He stated that/had contacted members of the Red Cross and' that such an arrangement will be agreeable to them, and on motion by Grable seconded by Hawes, the request was granted providing per- mission is secured from the Red.Cross. Martin ach. The Clerk read a letter from the Martin School of Aviation of Aviation thanking the lifeguard crew.and crash crew for rescuing one of their flyers and a plane from the Ocean. The letter was ordered filed. 1 it I - ,a 1 0 561 Page 03, Minutes October 21, 1946 1 rt, 1� 1 11 1 1 Veteran The Clerk read a letter from the Department of Veteran Affairs re - Affairs questing the City to cancel assessments on certain property being sold by the Veteran Affairs. The Clerk called attention to an opinion of the State Attorney General to the effect that these exemptions are unfavorable and should not be allowed. The matter was referred to the City Attorney for study and report at next meeting of the City Council. Orange Co. -The Clerk informed the Council that the Orange County League of Cities League of' Cities will meet at Laguna Beach Thursday, October 24th at 6:45 P.M., dinner at the hotel Laguna. Eleven of.the officials stated that they would be present. Army Service On motion by Langenbeck seconded by Terry, the City Clerk was authorized Forces to make demand on the Army Service Forces for $3.95 rental of a portion of the municipal pier. First Church The Clerk read a letter from the First Church of Christ Scientist asking of Christ Scientist permission to place literature distribution boxes under the pier and one at the municipal camp ground, also permission to erect a sign in the parkway in front of the reading room at 810 Olive Avenue. The matter was referred to the City Engineer to check up and advise. Resoo#1009 The Clerk read Resolution No. 1009, approving First Supplemental Memo - gas tax randum of Agreement for Expenditure of J¢ Gas Tax allocated for State High - Girl Scout leaders training course Applications for license ways. Also contract between the State of California, Department of Public Works, Division of Highways, and the City of Huntington Beach, and on motion by Terry seconded by Hawes, Resolution No. 1009 was.pasoed and adopted by the following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeek, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. The Clerk read a letter from Melvin Strong asking permission to use the Lake Park Club House for giving a leaders' training course for all Girl Scout leaders, five meetings beginning November 8th, 10A.M. to 12 noon and running November 15th, 22d and December 6th.and 13th and Vhat the City Council waive charges for use of the building, and on motion by Grable seconded by Terry, the request was granted providing that a previous reserva- tion has not been made. The Clerk read the following applications for license: Elm Oil Company to conduct the business of:trucking crude and petroleum products. E.H. Miller to conduct the business of soda fountain at 214 5th Street. Leland Pitts and Robert Pitts,to conduct the business of operating a pump truck. Dorman 0. Alford to conduct the business of manufactiring and wholesalLb3ng candies,ptalls 32 and 33, Huntington Beach Company concessions, Hunting- ton Beach. Ware -.and Mathewson to conduct the business of midget race track at Atlanta and Highway 39, and on motion by Grable seconded by Hawes, same were accepted and approved. Lindenberg - On motion by Langenbeck seconded by Terry, the application of Neon sign L.L.-Lindenberg to erect Neon -sign at 217 Main Street was approved. Surety Bond On motion by Langenbeck seconded by Grable, t he.surbty bond of Eagle Oil Eagle Oil Company in the amount of $1,000.00 was accepted and ordered filed. Resol.#1008 The Clerk read Resolution No: 1008 establishing the general Wage rate prevailing rate of per diem wages for the construction and installation of a combined reinforced concrete vitrified clay pipe storm drain with its appurtenances on Ocean Avenue, 16th, 17th, 19th and 20th Streets in the City of_Huntington Beach. The Mayor asked if there was anyone in the audience who wished to offer any objections to the proposed wage rate, there was no response. Engineer Overmyer testified, under oath, that he had contacted a number of contractors in the vicinity and had. found that the rate of pay as indicated in Resolution No. 1008 was the prevailing wages paid in this vicinity, and on motion by.Hawes seconded by Langenbeck, Resolution No. 1009 was passed and adopted by the follow- ing vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. Adv. for On'motion by Langenbeck seconded by Terry, the City Clerk was bidso Storm drain authorized to advertise for bids for furnishing:all material and labor for the construction and installation of a combined reinforced concrete vitrified clay pipe storm drain with its appurtenances on,Ocean Avenue, 16th, 17th, 19th and 20th Streets in the city of Huntington Beach. Bids to be opened and examined at 7:30 P.M. Monday, November 18, 1946. Ord. #501 The Clerk gave Ordinance No. 501, providing for the control pier and supervision of the public wharf or pier, its second and final read- ing, and on motion by Hawes seconded by Grable, Ordinance No. 501 was passed and -adopted by._the,following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. r Ord. #502- The Clerk read -for the'f first time Ordinance No. 502,'regu- t lating traffic on certain alleys. Demands On motion by Langenbeck seconded by Grable, demands approved by the Finance Committee were ordered paid. Amend Ord. On motion by Langenbeck seconded by Terry, the City attorney was 500 authorized to amend Ordinance No. 500 so as to Provide for a 1% of the gross gate receipts for all commercial events. 1' 1 1 1 W L D 1 Duo Page #5, Minutes October 21, 1946 Crossing Engineer Overmyer submitted pencil sketch of the improvements consist - at 3rd °Sto ing of a crossing across the Southern Pacific track at Third Street, and on motion by Langenbeck seconded by Terry, the Engineer was authorized to pre- pare detailed plans and specifications for doing the work.: Legion Hall On motion by Hawes seconded by Langenbeck, the Engineer was directed to paint the kitchen in the Legion Hall. Trailer Park Counoilman.Langenbeck stated that he believed some action should be taken to prohibit using the City trailer park for subletting and sale of trailers. The matter was referred to the Beach and Pier -Committee and City Attorney. Clams Councilman Langenbeck stated that clams are multiplying along the beach front and will continue to do so if the small ones are protected; that the State of California is posting and enforcing protection but can go only so far unless they have the support of the municipalities along the beach, and on motion by Hawes seconded by Langenbeck, the Chief of Police was directed to contact officers of the Fish and Game Commission and offer the services of his department in cooperation witb.-the State for the protection of clam beds. Renewal of Councilman Langenbeck stated that it is time t o'begin to consider leases on Beach.front renewal of contracts for concessions along the beach and suggested that a letter be sent each person whose contract expires within the next ten months asking them to submit an offer containing a minimum guarantee and a per- centage in return for a three years lease, and on motion by Hawes seconded by Grable, the Beach and Pier Committee, the City Engineer and City Attorney were authorized to prepare A form to be filled out.
