Monday, November 4, 1946
The regular meeting of the City Council was called to order
at 7:30 P.M. by Mayor &artlett.
Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett.
Councilmen absent: None.
Minutes
On motion by Grable seconded by Terry, Minutes -for the- month

of October were approved as read.
Monthly
The Clerk read monthly reports of the City Treasurer, City
reports
Clerk, City Collector, City Judge, City Engineer and Chief of Police,
and on motion by Grable seconded by Hawes, same:: were accepted and
ordered filed.
Sign--'
Mr. Johnson of Long Beach addressed the Council and presented

opening and examining bids for the collection and disposal of garbage
C.E. Price
& Sons.
for the City of Huntington Beach. The Clerk presented and read bid
of C.E. Price and Sons'of Santa Ana, whose bid was $300.00 per month.
There being no other bids, on motion by Grable seccn ded by Hawes, the
bid of C.E. Price and Sons was accepted, and onimotion by Langenbeck
seconded by Grable, the City Attorney was authorized to prepare contract
between C.E. Price and Sons and the City of Huntington Beach for the
collection and disposal of garOag-a for a period of three years, beginning
December 1, 1946 and ending November 30th, 1949; at a rate of $300.00
per month.
Application
The Clerk read a letter from James B. Utt, 5144 N. Main Street,,

Santa A na, making application to lay a 2j inch water line along the
water line°
southwesterly side of the city owned land from a point near the Sea
Breeze Auto Camp to the intersection of Highway 39 and Ocean Avenue,
and on motion by Langenbeck seconded by Terry, the matter was referred
to the City Attorney and City Engineer with instructions to grant the
permit if same meets with their approval.
Mr. Ace Purkey, 610 - 17th •Street, between Palm and Acacia,
addressed the Council,
complaining that an oil derrick near his property was in a dangerous
condition and there was a possibility of it being blown across his
residence. Engineer Overnyer stated that he is making a survey to
determine conditions. The matter was referred to the City E ngineer
for immediate inspection and report.

Newland Ave. George Porter of the Chamber of Commerce addressed the Council
relative to the improvement of Newland Avenue leading -to and from the
Huntington Beach Airport. He stated that he understood the County is
willing to defray one-half of the cost, and on motion by Langenbeck seconded
by Grable, the City Clerk was directed to write the County Board of Super-
visors requesting that the County pay one-half the cost and asking them to
furnish the City with a preliminary estimate of the cost.
Bid -on The Clerk read bid of J.C. Lauer in the amount of $750.00 for Lots
Lots 22 & 24,
712, 22 and 24 in Block 712, W.P. Tract, and on motion by Grable seconded by
Adv. for Hawes, the City Clerk was authorized to advertise for bids at public auction
bids
on Lots 22 and 24, Block 712, bids to be called for at 8:00 o'clock P.M.
Monday, November l8th.
Return On motion by Langenbeck seconded by Teary;--the-Clerk was authorized
deposit
to return the $25.00 check deposited by Mr. J.C. Lauer.
Derrick Councilman Hawes statedthat the derrick at 11th and Olive had
apparently not yet been made safe. On motion by Hawes seconded by Langenbeck
the City Engineer and Fire Chief were directed to make an inspection of all
derricks in the City of Huntington Beach and report on all that -are
apparently unsafe.
New homes. The Clerk read a letter from the Chamber- of Commerce stating that a
local building contraetor-is willing and anxious to build approximately
twenty new homes just north of Lake Park and asked that the City make a.
Cost of survey to determine the'need and cost of sewer mains and make a survey
sewer line°
showing the necessary facilities for a home building project. Engineer
Overmyer presented a preliminary plan for a sewer main and stated that
the trunk line would cost approximately $31,000.00. The'matter was referred
to^the::sanitation committee of the City Council, the City Engineer and
the City Attorney for investigation and report.
Driveway m On motion by Hawes seconded by Langenbeck, the application of Dr. L.F.
Whittaker to close driveway at 306 Third Street and open a driveway approxi-
mately 15 feet north of the present location was approved.
Applications: The Clerk read.the following applications for licenses:
Licenses Ed Huckabay to conduct the business of meat market and grocery store
at 327 - llth Street.
W.S. Ries to co ndu ct the business of Serve -yourself laundry at 325-
11th Street.
H. Lee Norris to conduct the business of real estate broker at 205
Main Street.
Phillips & Couch to.conduct the business of building contractor, and
on motion by Grable seconded by Terry, same .were approved and license
authorized.

Application The Clerk read application of Kygar Bros. for license to conduct
referred to
Planning the business of manufacturing small boats, assemplying only, at 522
Comm.
Main Street. The application was referred to the Huntington Beach
Planning Commission.
Sign On motion by Grable seconded by Hawes, the application of Theo.
Robins to erect neon sign at 5th and Olive was approved.
Ord. 502 The Clerk read Ordinance No. 502, regulating traffic on alleys,
referred back
to City and on motion by Langenbeck seconded by Terry,.same was referred back

to the City Attorney and streets and Parks Committee for further study.
Reso.#1010 - The Clerk read Resolution No. 1010 authorizing the acceptance of
passed
a deed to 71 feet of the rear of Lot B, Block 705, Vista Del Mar Tract,
for alley purposes dedicated by Laurman C. Ferebee, and on motion by
Langenbeck seconded by Hawes, Resolution No. 1010 was passed and adopted
by the following vote::
AYES: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
Asks per- The Clerk read a letter from Chamberlain Appliance Service, 208
mission to
install Orange Avenue, Monterey Park, California, asking permission to erect
washers.at
Trailer and operate automatic washers at the City Trailer Palk. He stated t),iat
camp
the concession would require a building 15 x 30 feet which would accom-
modate ten automatic machines and sufficient space for repairs, office
and storage. The matter was referred to the Beach and Pier Committee.
Palm Tree The Clerk read a letter from Joe B. Arterberry, 811 Walnut
Avenue, asking that a small palm tree be removed from the parkway in
front of his residence at 811 Walnut for the reason that same was
dangerous and had caused injury to small children. The matter was
referred to the Streets and Parks Committee.
Complaint - The Clerk read a complaint signed by Ivan R. Smith, 626 Main
Laundry
Street, Huntington Beach, in which it was stated that oil smoke from
the H.B. Laundry is causing great damage to property. Councilman
Langenbeck stated that he had investigated and found it is impossible
to secure gas service at the present time. On motion by Grable
seconded by Terry, the City Attorney was directed to write a letter
to the laundry and instruct them to abate the nuisance immediately.
The City Clerk was directed to write Ivan R. Smith, the complain-
ant, and refer him to Section 11J, Ordinance 280, and ask him if he is
willing to sign a complaint.
Model A Ford The Clerk read a letter from James D. Bushard, R#1,• Box 655,

offering the City $45.00 for the Model A Ford pickup which has been

in use -at the Trailer Park, and on motion by Grable seconded by Langenbeck
the offer was accepted and sale authorized.
Pope,Balla_rd The Clerk read a letter from Pope, Ballard and Loos, Munsey Building
& Loos
Washington 4,.. D.C., relative to the case of the City of Huntington Beach
vs Denio et al. The letter.was ordered filed.
Out curb The Clerk read a letter from Mrs. J.W. Brashears, 950 - llth Street:
asking permission to out curb at 1217 Acacia in order to- make a driveway
into her garage, and on motion by Grable seconded by Langenbeck, the work
was authorized.
Salary - The Clerk read a letter from City Engineer Overmyer recommending
Tucker
that F.P. Tucker, laborer on trash truck, be reclassified to Classification
"E", salary $205.00 -per month, effective November 1, 1946, and -on motion by
Langenbeck seconded by Terry, the recommendation was approved.
Renewal. of. The Clerk read renewal of lease by the Pacific Electric Railway
Lease -
P,E. Ry.Co. Company covering a rectangular shaped parcel of land south side of railway
tracks, and on motion by Hawes seconded by Langenbeck, the Mayor and Clerk
were authorized to execute same fol- the City.
Shoe Shop On motion by Terry seconded by Hawes, the application of E.W. Stuart
to conduct the business of shoe shop at 311 Fifth Street was approved.
Demands On motion by Grable seconded by Langenbeck, demands approved by the
Finance Committee were ordered paid.
Rabbits City Attorney Overacker informed the Council that the owner of the
rabbit hutches at the corner of Elmira and California had informed him that,
the hutches were being dismanteled and removed.
Dogs City Attorney Overacker stated that he had been advised that the
County of Orange will Yboacrd stray dogs for the City, but the City will have
to furnish its own equipment and deliver the dogs to the County pound. The
matter was referred to the Chief of Police to investigate the cost of wagon,
salary for catcher and County charge for feeding the dogs.
Attoy City Attorney Ray H. Overacker asked permission to be absent from
Overacker'
November 25th to approximately December 15, 1946, for the purpose of
representing the City of Huntington Beach at the National Institute of
Municipal Law Officers being held in Washington, D.C., and on motion by
Grable seconded by Hawes, permission was granted.
Otreet Engineer Overmyer recommended thata portion of Magnolia Avenue
between Main and Fifth. Streets and in front of the Fire Stati 6n be re-
surfaced, and on motion by Hawes seconded by Grable, the Engineeer was
directed to proceed with the work.

Main Street Engineer OvermyeJr asked authority to use additional material in
the resurfacing of Main Street as in his opinion such was found advis—
able, and on motion -by Grable seconded by Hawes',' permission was
granted.
On motion by Grable'seconded by Hawes, the Council adjourned.
