MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, November 18, 1946
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Bartlett:
Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett.
Councilmen absent: None.
License for The Clerk read application of H.R. Rohman for license to conduct the
motor scooter
rental business of motor scooter rental at Third and Lake, Wilsons garage. The
denied
application was not approved by the Chief of Police who stated that in his
opinion the use of the motor scooters by minors would be a hazard on the
streets and highways, and on motion by Langenbeck seconded by Terry, the
application was denied.
Sharp & Hill On motion by Grable seconded by Langenbeck, the application of Sharp
painters
and Hill for painting contractor's license at 711-713 Acacia was approved.
Orange Co. The Clerk read a letter from the Orange County League of Cities
League -
11-21-46 stating that the next meeting will be held Thursday. November 21st, 1946,
'Anaheim
6:45 P.M. at the Anaheim Elks' Club, 423 No. Los Angeles Street, Anaheim.
The Clerk was directed to notify the secretary, telephone 3414 Anaheim, to
the effect that there will be seven city officials present.
American Dr. P.E. Sheehan, a representative of the American Legion, addressed
Legion
convention the City.Council .relative to the 1947 Legion convention, and asked if -it

was the desire of the City Council to have the convention meet in Huntington
Beach as this is the year in -which it is Huntington Beach's turn to enter-
tain the Legion. Dr. Sheehan stated that the Legion should be notified
following the meeting of the City Council on December 2d. This was agreed
to by the City Council.
Light The Clerk read a -letter from Engineer Overmyer calling attention to
standard
equipment proposal of .the Pacific. Union Marbellite Company to furnish -the City with
ornamental light standard equipment, namely: 12 each•Unlon Metal design
41003-Y 263 pendent conversion, $89.03 each and General Electric form .79D
Novalux luminaries, catalogue #A4Ci-144, and on motion by Langenbeck seconded
-by Hawes, the purchase and installation were approved.
Garden The.Clerk read a letter.from Engineer Overmyer submitting price for a
tractor
garden tractor, fully equipped, total price $307.-67, and on motion by Hawes
Salary
Mro Mauldin
seconded by Langenbeck, purchase of same was authorized.
On recommendation of Engineer Overmyer, the council authorized the
salary of Fred W. Mauldin to be $220.00 per month, effective November 16',
1946, classification utility man. - -

C. of C. The Clerk read a letter from the Chamber of Commerce relative
Christmas
decorations to plans for Christmaa decorations in the downtown business district of
,Huntington Beach. The letter stated that the cost will be $1500.00 as

City of Huntington Beach 500.00, and on motion by Grable
seconded by Terry, the amount of $500.00 was approved.
Derrick Engineer Overmyer stated that he had inspected a derrick in
Block 616 and wished to report that smae had been guyed in a manner
which he felt would make the derrick safe. He stated that some work
had been done at llth and.Olive and that no action had been taken to
remove or repair the tanks at the same location. Engineer Overmyer
he hesitated to go- on record to the effedt that these.and,s milar old
derricks were entirely safe and called attention to thefact:t ka - the
wind had recently blown down a derrick in Block 210.
Aerial The Clerk read a letter from Gordon Ethington proposing to
pictures
furnish the City with aerial pictures of the City in sizes llxl4
mounted and 8xlO glossy finish at the rate of three prints llxl4
mounted for $35.00; additional prints of -series at the rate of $10.00.
each. 8xl0 glossy.on large prints $3.00 each, and on motion by Hawes
seconded by Terry, the matter was referred to Mr. Gallienne, Public
Relations Director, for his recommendation.
City trash The Clerk read a letter from John Agobian, 4415 E..Lovett Street,
Mr. Agobian '
Los Angeles, 7 oposing to contract disposal of city trash and rubbish.
The matter was referred to the Streets and Parks Committee for its
recommendation.
Lots 22-24,
This being the date set by advertisement for the sale of Lots
712 sold to

J.G. Stebbli&E22 and 24 ,in Block 712, Wesley Park Tract, .the Mayor proceeded to
offer same to the highest bidder, bids starting at $500.00 and closed
by J. Gordon Stebbing$,153 E. 18th Street, Costa Mesa, in the amount
of $1,025.00. Award to be made by the City Council at its next meeting
Deeember'2, 1946. -

Avenue, 16th, 17th, 19th and 20th Streets, the Clerk presented the

whose bid was $41,900.00, and.on motion by Langenbeck seconded by Grable
the bid was referred the City Engineer, lbr analysis and report at. next
meeting of the City Council.

Laundry-=- Mr. Smith addressed the Council relative to the damage being done
Mr. Smith by smoke and oil at the Main Street laundry. - He was asked if he cared
to swear out.a complaint and was informed that there would be no expense
on his account for filing a complaint. Mr. Smith.stated that he would
appear at the office of the City Attorney, 9:00 A.M. Wednesday, November
20th, and file his complaint.
Mr. DeBritton R.Y. DeBritton addressed the Council and stated that he understood
a movement was underway for disposition of the City's 49 acres along the
Coast Highway in the easterly p art of the City and asked if the matter
might not be voted on before disposition was made. The Mayor informed
Mr. DeBritton thatthis matter would be,discussed later by the City Council
at which time he was invited to listen in.
Monroe machine Mr. R.P. Bowman, representing the Monroe Calculating Machine
Company, addressed the Council and asked that a letter relative to the pur-
chase by the City be read to the City Council. The Clerk read the letter
which in effect was a reply to the Clerks request that the machine, left
the City on approval, be returned to the company. Mr. Bowman's letter also
stated that it was their opinion a.sale had been made and.referred any
further communication or action of any sort concerning this deal to the
legal department. The -Clerk also read a reply from the City Clerk of
Huntington Beach to the effect that the machine was not sati§factory
and that a fully automatic machine was desired in the Clerk's Office;'that
the Monroe peop102sr.machinelis. in the office of the City Clerk,entirely
at their own risk. No action was taken by the City Council.
Garbage The. Clerk read contract between the City of Huntington Beach and
Contract
Dr. C.E. Price and Sons for the collection and disposal of garbage in the
City of Huntington Beach for a period of three years from and after
December 1, 1946, and on motion by Langenbeck seconded by Grable, the
[ Mayor and Clerk were.authorized to execute the contract on behalf of the
City.
Ord #502 The Clerk gave Ordinance No. 502, regulating traffic in all-eys,

its first reading as revised, at this time.
Ord. #503 The Clerk.gave Ordinance No. 503, regulating stop signals, its

first reading at this time.
Sewer line No. Councilman Hawes submitted a sketch showing proposed location of
of Lake Park
a Main sewer line running from First Street along Lake Avenue to Wesley
Avenue together with laterals leading to property north of Lake Park.
After some discussion, it was determined that the City should endeavor to
see', -that sewer service was given to stimulate building of a number of new
homes in that area, and on motion by Hawes seconded by Grable,-the City
Engineer was directed to prepare an estimate of the cost of a power pump
to serve approximately one hundred homes.

Engineer Overmyer called attention to a short line of dewer
needed in Block 1007, Joliet Street. He stated that the cost to
accommodate eight connections would be $774.00 as quoted by contract-
or J.S. Barrett of Newport Beach, and on motion by Grable seconded
by Langenbeck, the Engineer was authorized to have the work completed.
On motion by Langenbeck seconded by Terry, the City Attorney
was authorized to prepare an ordinance making a charge of $75.00
for each connection to the above named sewer line.
On motion by Grable seconded by Terry, demands approved by
the finance Committee were ordered paid.
Attorney 0 veracker stated that he had been requested'to
submit a verbal proposal for the purchase of 45 acres of city owned
land along the coast boulevard. That the request had been made by
Roy N. Brown and Harry T. Kemp who claim to represent an association
trust or foundation composed of seven trustees and other officers
three of whom are businessmen whose duty it is to handle the business
of the organization. Attorney Overacker stated that he had not been
able to learn definitely vho were the owners -of the company. That
the above representatives stated that their company proposed to erect
and operate five.factories on the property for the manufacture of
plastic cameras, fishing equipment, radios and other allied products.
That they offered to post one million dollars in the Security -First
National Bank of Huntington Beach to be used in developing the
fadtory owned by the Sportsmans' Incorporated as -soon as title has
been made. That they proposed to employ 2000 people, 75% of which
are to be veterans.. That the company is willing to accept a deed
and title with a reversionary clause compelling performance of
conditions governing the use of the property to be agreed upon by
them and the City Council. No action was taken by the City Council.
Mr. DeBritton Mr. R.Y. DeBritton addressed the Council and asked that the
matter be submitted to A vote of the people. air. DeBritton stated
that he opposed the outright sale to the land but would be agree-
able to a lease. He gave ad'his reason that the land will be worth
much more money, even in its present'state, within a very.f ew years.
No action was taken by the City Council.
On motion by Grable seconded by Langenbeck, the Council
adjourned.
