HomeMy WebLinkAbout1946-11-19r: • MINUTES OF PLANNING COIJMISSION Council Chamber, City Hall, Huntington Beach, California Tuesday, November 19, 1946 The regular ineeting of the Huntington Beach Planning Commission was called to order at 7:30 P.M. by president Hudson. Members present: Davis, Kaufman, Jones, Overmyer, Hudson, Furr, Overacker and Consulting Engineer Parks. Members absent: Shaw and Bristol. Adv: An application of Advertising Board, 15 So. American Board. Avenue, Lang Beach, which was on November 4, 1946, referred to the Planning Commission by the City Council was, at this time, presented to the Planning Commission together with sketch and specifications, and on motion by Davis seconded. by Kaufman, the Commission recommended to the City Council that license be issued. The above motion was amended on motion by Overmyer seconded • by Davis that the permit on the sign run concurrently with the present lease -contract granted by the owner of the building which expires December 31, 1947. • • 1 • Kygar Bros. The application of Kygar Bros. for license to conduct the business of small boats, assembly only, at 522 Main Street, Assembly which had heretofore been referred by the City Council to the of small' Planning Commission, was discussed. Mr. Jones,, representing boats. Kygar Bros., presented photographs of work to be done in the manufacture and assembly of small boats, and on motion by Jones seconded by Davis, the application was referred back to the City Council with recommendation that license be granted as a non -conforming use in accordance with the provisions of Ordinance No. 495 of the City of Huntington Beach. Hearing - This being the date set for hearing in the matter of Home Home Ice & Ice and Cold Storage Companyts application to erect an addition Cold Stor-to their ice storage plant on Lots 1,2,3 and 4, Block 4 age. Redburn Tract, the chairman proceeded to conduct the hearing in accordance with the provisions of Ordinance No. 495. Mr. Eckert, representing the Home Ice and Cold Storage Company, addressed the Commission and presented floor plans of the building which is to be approximately 18 x 46 feet, on the corner of Elmira and Huntington, and facing Elmira Street. M.S. Forrester and Leroy'Austin addressed the Commission and stated that they feared a retail ice estab- lishment would increase the traffic hazard. The application was discussed by members of the Planning Commission and the general conclusion was that the applicants should be advised to purchase a location where such type of biz iness is not prohibited by ordinance. Mr. Eckert, re- presenting the ice company, stated that his company would endeavor to find a new location, and on motion by Jones seconded by Overacker, the hearing was continued until next meeting of the Planning Commission, December 17, 1946. Hearing - This being the date set for hearing in the matter of Preston. Herbert G. Preston making application for a conditional exception on Lots 30 andvesterly 20 feet of 31, Block702, Vista Del Mar Tract, the chairman asked if there was anyone in the audience who had any objections. There was no response. The matter was discussed by members of the Planning 40 • Commission and it was agreed that the request to erect a garage within less than four feet from the property line of Lot 30 was not an unreasonable request,.and on motion by Kaufman seconded by Davis, the Commission recommended to the City Council that permit be granted. Verve The Clerk presented application of Verve Products, Ltd., Products for license to conduct the business of converting soap chips to liquid soat at 310 Walnut Avenue. This application was addressed to the City Council and, at its meeting of November 18th, referred to the Planning Commission. The application was discussed by.members of the Planning Commission and opinions expressed that to issue this type of license would be setting a precedent and while the business itself might not be objectionable, it would encourage appli- cations.for more objectionable enterprises in the present area, and on motion'by Kaufman seconded,by Overacker, the Commission recommended that the City Council deny the appli- cation. A general and favorable discussion followed. Gordon Ethington addressed the Commission and spoke favorable on the proposition. Bob DeBritton Stated that he believed it was a fantastic scheme of millionaires to avoid income tax. Vernon Langenbeck stated he believed the pay- roll resulting from the industries would be of great benefit, in fact much more benefit that would be derived from increase In value of vacant property. Each member of the Commission was abked to express his opinion, all of whom were in favor of the project: Consulting Engineer Parks suggested that perhaps the applicants could be induced to'go back further in the country with the manufacturing industries and thus preserve acreage near the beach front. Motion On motion by Jones seconded by Furr, the following motion was put "That the Commission recommend to the City Council the sale of the 52 acres or what -ever portion they may deem advisable for light manufacturing along the lines outlined by Attorney Ray Overacker to the City Council at its:r•regular meeting held November 18, 1946." Motion put and carried by the following vote: AYES: Davis, Kaufman, Jones, Overacker, Hudson, Overmyer, Furr. NOES: None. ABSENT: Shaw & Bristol.
